Shake <strong>and</strong> column leach tests have been devisedus<strong>in</strong>g various leach<strong>in</strong>g solutions under aerobic or anaerobic conditions, followed byanalysis <strong>of</strong> leachate for parameters such as pH, condutivity <strong>and</strong> potentially toxic heavymetals (Darcel, 1975). Evaluations are also conducted on proprietary "fixed" solidwastes to test the effectiveness <strong>of</strong> immobilization <strong>of</strong> toxic constituents.INTERNATIONAL JOINT COMMISSIONLarge numbers <strong>of</strong> samples have been received for PLUARG <strong>and</strong> the Upper GreatLakes surveys as jo<strong>in</strong>t programs with state <strong>and</strong> federal agencies. <strong>The</strong> M<strong>in</strong>istry ispr<strong>in</strong>cipally <strong>in</strong>volved <strong>in</strong> near-shore surveys. Major problems are to attempt tost<strong>and</strong>ardize analytical methods used by various state, prov<strong>in</strong>cial <strong>and</strong> federallaboratories with different equipment <strong>and</strong> capacity capabilities <strong>and</strong>, where this is not43
