ATTACHMENT A: PROJECT SCOPE AND TIMELINEREQUEST FOR QUALIFICATIONSTO PROVIDE TRAVEL MODEL DATA ASSISTANCEDescription:The scope of work includes several tasks relating <strong>to</strong> the two surveys and some associated projects.Task 1: Initial Survey AnalysisPart A: Basic <strong>data</strong> logic checks, including verification that <strong>travel</strong> days making one transit trip made onlyone transit trip, zero-worker households that made work-related trips, if <strong>travel</strong> times make sense, andother checks.Part B: Compare the household survey expanded <strong>data</strong>set <strong>to</strong> the Census 2010 and Census ACS (latest 5year ACS <strong>data</strong>set available at time of Notice <strong>to</strong> Proceed (NTP)). Adjust weighting as necessary <strong>to</strong> match2010 socioeconomic conditions.Part C: Check the transit survey weighting and expansion. In the transit survey weighting and expansion,the two smaller agencies (TANK and CTC) were computed by the consultant that collected the <strong>data</strong>. Theweighting and expansion <strong>for</strong> the largest transit agency, Metro, was computed by <strong>OKI</strong> staff.Part D: Merge the household survey and transit survey <strong>data</strong>sets, with weights and expansion fac<strong>to</strong>rs andadjust as necessary. Also, assign trip purpose, <strong>to</strong>ur id, and <strong>to</strong>ur type based on the survey responses.Finally, a discussion and recommendation of if- and how- <strong>to</strong> utilize the additional <strong>travel</strong> days collected inthe household survey.This task's deliverable will include a technical memorandum describing: The checks that were per<strong>for</strong>med, any <strong>data</strong> imputation per<strong>for</strong>med as a result of the checks The initial and final comparisons of the weighting <strong>to</strong> the Census <strong>data</strong> and discussion of theadjustments made <strong>to</strong> the weighting and expansion fac<strong>to</strong>rs Discussion and recommendation on the use of the additional <strong>travel</strong> days of household survey<strong>data</strong>, including supporting documentationThe final merged <strong>travel</strong> survey <strong>data</strong> table will be delivered <strong>to</strong> <strong>OKI</strong> as DBF files.Task 2: Development of Model Estimation Data FilesThe second task is the development of <strong>data</strong> files that can be used <strong>for</strong> trip rate estimation and calibration ofvarious steps. Because <strong>OKI</strong> is in a transition period, deliverable files will include files <strong>for</strong> both trip-based<strong>model</strong>ing and <strong>to</strong>ur-based <strong>model</strong>ing.Part A: Trip-based <strong>model</strong>ing - This includes files <strong>to</strong> be used <strong>for</strong> the estimation and calibration of the tripgeneration, trip distribution, and mode choice <strong>model</strong>s. The selected consultant will deliver the following<strong>data</strong> files:Estimated trip production and attraction <strong>to</strong>tals by purpose, district, and county, and wherepossible, by area type, number of au<strong>to</strong>s, workers, and people in household.An estimated matrix of <strong>to</strong>tal person trips by, district, and county.Estimated tables of trips by mode and origin county (and, if possible, destination county).
