WORKING TOWARDS CONSENSUSON SYSTEMATIC PROTECTED AREAS PLANNING IN ONTARIOVery little attention has been directed towards monitoring and measuring the success of conservationefforts, particularly in terms of the survival and reproduction of populations. Additionally, the potentialbiological significance of ecotones has not been addressed. An adaptive management approach, treatingprotected areas as experiments, may yield answers to these unresolved questions. Ongoing monitoringprograms in conjunction to changes to land use practices may provide an excellent opportunity forresearch in this area.The reliance on the „minimum set‟ is potentially dangerous as faulty assumptions may lead to theunderestimation of the requirements necessary for species persistence. The question „if this reservenetwork is implemented, will it work?‟ must be addressed, and the less confident we are with the answerto this question, the more precautionary we must be. Minimum sets should only be used if we canguarantee that the „protected area‟ will be preserved, and that the area will be sufficient to maintainbiodiversity at an acceptable level.68 | P a g e
