3 All: LVFO stock assessment on the whole Lake Victoria<br />

There must not be any indication (by LVFO) that the Nile Perch stock in Lake Victoria is<br />

critically overfished (acute danger of not recovering). Remarks: The overall assessment of<br />

the Nile perch stocks in Lake Victoria will be done by the LVFO. The project should take<br />

into consideration (will implement) the recommendations concerning fishing activities given<br />

by (LVFO and) competent authorities based on the results of the overall assessment and<br />

up-date the Standards/ criteria accordingly. *<br />

A thorough monitoring of the catch development shall be performed regarding Nile Perch<br />

and the other fish species. The monitoring shall consist of: 1. Reporting total weight of<br />

catch per boat per trip of all participating BMU landing sites and Fishers; 2. Length<br />

frequency measurements of fish landed of all (certified) suppliers at the factory once a<br />

month (100 sample size); 3. Catch composition and length frequency measurements (catch<br />

assessment survey according LVFO) of six eco labelled boats per supplier at all landings at<br />

one day (randomly selected) once in every month of the year in all participating BMUs. 4.<br />

Unannounced random sample of catch composition and length frequency measurements<br />

(done by Tanzania Fish Processors Ltd.) of ten eco labelled fishing boats per participating<br />

BMUS on the lake once a year.<br />

A.2 MwMu: Results of Monitoring<br />

Monitoring results must show that: 1. Fishing activities of BMUS involved do not contribute<br />

to illegal fishing: 2. Size of 100% of fish going into processing are within the agreed<br />

minimum limits of 50 cm and above. 3. Level of undersized fish (less than 50 cm) should be<br />

within acceptable limits and will be monitored. *<br />

Comments / explanations:<br />

There is an effective control of the condition of the fish at the collection point from the fishermen up to the factory.<br />

The daily catch analysis is working effectively and helps the factory to know the trend of fish caught and fish<br />

brought at the factory.<br />

A.3 MwMu: Obligatory <strong>fishery</strong> practices<br />

To use gillnets with a mesh size of more than 6 inches To observe closed seasons and<br />

closed areas (sanctuaries gazette by Dept. Fish) *<br />

Comments / explanations: the closing season is from… to……of every year and monitored<br />

by government patrol boats. BMUs provided fiber boats for surveillance<br />

2 All: Health services<br />

Each fisher community participating must be able to have access to health services within<br />

60 minutes (240 minutes for islands on good weather conditions) from landing site. Mobile<br />

health services are made available at least once a month to the island landing sites.<br />

Comments / explanations: elaborate plan available with contracted DIOCISE OF VICTORIA<br />

NYANZA to implement outreach health services and medication.<br />

3 All: HIV/AIDS information and care<br />

Each fisher community participating must have access to HIV/AIDS (including<br />

PMTCT)/STD/TB information, education, testing, care and treatment.<br />

Comments / explanations: Information and services provided by DVN ref 2 above and local,<br />

national and international NGOs including AMREF<br />

4 All: Access to school for children<br />

Each child (age 7 - 14) must be able to attend primary education during the complete cycle.<br />

In order to attend the school, children may not be exposed to hazardous situations or may<br />

not have to put in an effort which is not suitable for a child of that age. In populations larger<br />

than 1500 people, a primary school with trained teachers has to be present. Walking<br />

distance to the next primary school shall not be more than 5 km.<br />

comments / explanations: Falcon P ltd have been contacted to deliver schools facilities like<br />

desks and writing materials. Local authorities funded by District Councils have provided<br />

latrines to primary schools<br />

7 All: Housing<br />

The fisher community shall live in houses that are weather proof and well ventilated.<br />

Settlements must allow basic hygiene.<br />

comments / explanations: In islands fishers live in camp dormitories constructed by<br />

suppliers. They are weather proof. Those in mainland leave in their houses rented or built.<br />

Specific standards are: 1. Records shall be available concerning the assets (fishing boats,<br />

fishing gears, engines) owned by these players. 2. All Fishers working for the boat owners<br />

shall be registered and these registers shall be updated at least once a year. 3. All<br />

suppliers, collectors and boat owners participating in the project shall be known by name,<br />

family situation (voluntary: number of dependents at landing site /person to be contacted in<br />

case of accident), place of origin and physical address. 4. Staff working for the suppliers<br />

and the collectors shall be registered and follow the working conditions as spelled out in the<br />

<strong>Naturland</strong> Standards (if formally employed). 5. immigrant staff working for suppliers and<br />

collector should produce introductory letter from relevant authorities where they come from<br />

to BMUs<br />

B.2 MwMu: Life jackets<br />

Compulsory life jackets must be carried on the boats for all crew members; by 30th<br />

September 2010. All crew members participating in eco label project should be trained on<br />

safety measures during their service period.<br />

Comments / explanations: All fishers in the project provided and wear life jacket when in<br />

water.<br />

B.4 MwMu: Toilets/Latrines<br />

Gender separated toilets / latrines – environmental friendly eco (as minimum 1 pit per 25<br />

persons) must be in good hygienic condition and accessible for all.<br />

C.1 MwMu: Financial Services<br />

Participating fishing communities shall have access to financial services. ��� �� �� ��<br />

Comments / explanations: local financial institutions to provide services and training to<br />

fishers at their fishing and sites. Among the institution include National Microfinance Bank.<br />

C.2 MwMu: Transparency in price development<br />

Fish price developments along the value chain should be transparent (current telephone<br />

number procurement manager will be made available to all BMUs).<br />

Comments / explanations: Daily price communicated to BUMs by Project coordinator every day. The<br />

MBU display respective prices on NOTICE board visible to everyone including fishers and their families. This<br />

observed at Kijiweni BMU, but the price poster may be remove to replace new others as the space is limited.<br />

BMU also communicates with fishers at the site through available phone services; see photo.<br />

3 All: Contracts<br />

The participating fishermen must be – directly or indirectly – linked by contract to <strong>Naturland</strong><br />

certification.<br />

comments / explanations: there is no formal written contract between fishers and suppliers. Yet, fisher<br />

have been listed with suppliers and collectors a document signed by both parties, who have contract with<br />

factory. The factory signed contract with <strong>Naturland</strong><br />

5 All: Documentation of Project Management<br />

The management of the <strong>fishery</strong> project must be able to prove that the requirements laid<br />

down in the standards and the project-specific management conditions are implemented<br />

systematically, effectively and promptly at every level. This proof includes: - consistent<br />

records and analysis of the catch data - feedback between the current catch data and the<br />

fishing practice in place - knowledge of current national and international regulations and<br />

fulfilment of the duties arising there from - establishment of mechanisms guaranteeing<br />

regular communication between the project and the fishermen with regard to social matters<br />

- existence of and compliance with a development plan (e.g. for deficient issues).<br />

D.2 MwMu: Training<br />

All participants (landing site monitors, fishers, suppliers, BMU members,members and<br />

factory staff.) are familiar with the requirements of the certification and trained. Training<br />

records (participants, trainers, dates and topics) and materials should be kept and available<br />

within the project (training based on the need).<br />

The quality of the fish should be checked by the factory lab or an external lab or by the<br />

competent authority. The system must be able to trace back contaminated fish. Moreover,<br />

the processor and <strong>Naturland</strong> together determine: 1. a list of the contaminants and noxious<br />

substances (from both anthropogenic and natural sources) that are relevant to the region<br />

and the type of production will be submitted by TFP to <strong>Naturland</strong> 2. alert values of max.<br />

50% of the critical German legal level, at which <strong>Naturland</strong> must be notified. 3. The<br />

frequency of and processes used in the analysis of these pollutants (with reference to the<br />

water, sediment and products) will be submitted by TFP 4. Maximum permitted values must<br />

be according to the EU legal level and if above <strong>Naturland</strong> must be notified. 5. Threshold<br />

values leading to the exclusion of the product from marketing. *<br />
