• Evidence that the same groups or people are involved in different kinds <strong>of</strong> crime• Impact <strong>of</strong> violence from criminal groups on society as a whole or on socialgroups or local communities (public order and safety)• Evidence <strong>of</strong> money-laundering practices, or impact <strong>of</strong> organised crime on othersocio-economical factors in society• Economic costs and consequences (evasion <strong>of</strong> taxes or duties, costs to the judicialsystem)• Use <strong>of</strong> violence between or within criminal groups• Evidence <strong>of</strong> strategies to prevent prosecution, for example through corruption orintimidation(e) Assessment <strong>of</strong> the <strong>new</strong> <strong>psychoactive</strong> substance in the UnitedNations systemIn line with Article 2 <strong>of</strong> the Council Decision, <strong>substances</strong> that are listed in any <strong>of</strong>the schedules to the 1961 United Nations Single Convention on Narcotic Drugs(Schedules I, II or IV) or the 1971 United Nations Convention on PsychotropicSubstances (Schedules I, II, III or IV) are excluded from a risk <strong>assessment</strong>. Similarly,as stated in Articles 7.1 and 7.2 <strong>of</strong> the Council Decision, the substance concernedmay be at an advanced stage <strong>of</strong> <strong>assessment</strong> within the United Nations systemor the <strong>new</strong> <strong>psychoactive</strong> substance has been assessed within the United Nationssystem, but a decision has been taken not to schedule it under the 1961 UNConvention or the 1971 UN Convention. In such cases, a risk <strong>assessment</strong> shallbe carried out only if there is significant <strong>new</strong> information that is relevant in theframework <strong>of</strong> this Council Decision. It is therefore important to be informed aboutpossible <strong>assessment</strong> procedures for the <strong>new</strong> <strong>psychoactive</strong> substance concernedwithin the United Nations system.(f) Current control measures within the Member StatesWhere appropriate, a description <strong>of</strong> the control measures that are currentlyapplicable to the <strong>new</strong> <strong>psychoactive</strong> substance in the Member States shall be39
