<strong>Risk</strong> <strong>assessment</strong> <strong>of</strong> <strong>new</strong> <strong>psychoactive</strong> <strong>substances</strong>: operating guidelinesprovided. Thus, a description <strong>of</strong> various types <strong>of</strong> measures could be included(see box below).Examples <strong>of</strong> types <strong>of</strong> measures• Prevention/education• Legally bound labelling• Establishing an age limit for users• Active monitoring• Intervention in production chain (precursors)• Legislation on medicines, poisons, food or consumer products• Control measures in accordance with 1961 and 1971 UN conventions(g) Options for control and possible consequences <strong>of</strong> the control measuresUnder Article 9.1 <strong>of</strong> the Decision, the available control options are for the MemberStates to submit a <strong>new</strong> psychotropic substance to control measures and criminalpenalties, as provided under their legislation, by virtue <strong>of</strong> their obligations underthe 1971 United Nations Convention on Psychotropic Substances or the 1961United Nations Single Convention on Narcotic Drugs. However, Article 6.4 (g)requires the <strong>Risk</strong> Assessment Report to include the options for control and thepossible consequences <strong>of</strong> the control measures.In assessing the possible consequences <strong>of</strong> control measures, it is appropriate toexamine a range <strong>of</strong> control models (e.g. administrative or public health regulatoryframeworks for alcohol, tobacco, medicines or poisons). The <strong>assessment</strong> shouldexamine the consequences <strong>of</strong> different control options on the factors listed in thefollowing box.40
