Harbour atmosphere2. Allows for public access along the marina primary walkway spine so thatpeople can experience the boats at close range.3. Locates swing moorings close to the new pier to enhance harbouratmosphere.4. Provides enhancement to the penguin habitat through the extension ofthe northern tip of the breakwater. Restricted access along the breakwaterwill be maintained.5. Provide enhanced protection of the penguins by restricting access ontothe breakwater and constructing a penguin observation and viewingboardwalk that maintains suitable separation between human & penguin.6. Creates an acceptable wave climate in the marina area (safe harbour)through the construction of northern and southern wave protectiondevices.7.
