enewal needs were attributed <strong>to</strong> each shared facility based on each board’sshare of the <strong>to</strong>tal on-the-ground capacity (OTG) reported for the facility in theSFIS for 2004-05.In the event that one or more of the shared facilities are no longer eligible for<strong>Stage</strong> 2 funding (see Eligible Facilities for GPL <strong>Stage</strong> 2 below), the renewalneeds are attributed <strong>to</strong> each shared facility based on the share of <strong>to</strong>tal OTGreported for the facility in the SFIS for 2004-05.Eligible Facilities for GPL <strong>Stage</strong> 2To be eligible for GPL <strong>Stage</strong> 2 funding, facilities must satisfy the criteria listed below.• Operating FacilitiesSchools offering a regular day school program in 2005-06 as indicated in SFISare eligible. Specifically, of the schools inspected, the renewal needs of onlythose facilities operating an elementary or secondary day school program asreported in Appendix C of the 2005-06 Revised Estimates are recognized in thefunding calculations. The renewal needs for school facilities that are reporting noenrolment in 2005-06 are not eligible.• Facility Condition Index (FCI 1 ) less than 65%The Ministry has identified two separate approaches <strong>to</strong> calculate the facilityreplacement value, and thereby the FCI. The first uses On-the-Ground (OTG)capacity which reflects only the number of student spaces in a facility; the seconduses Gross Floor Area (GFA) <strong>to</strong> reflect the entire facility area. Facilities with anFCI greater than or equal <strong>to</strong> 65%, by either the GFA or OTG methods 2 , are noteligible for <strong>Stage</strong> 2 funding. See Appendix A for facilities considered Prohibitive<strong>to</strong> Repair (PTR) candidates.Facilities with an FCI of less than 65% are eligible for <strong>Stage</strong> 2 funding, and theirrenewal needs have been included in the <strong>Stage</strong> 2 allocation calculation.• Phase I Prohibitive <strong>to</strong> RepairRenewal needs for any facilities that were declared Prohibitive <strong>to</strong> Repair as aresult of Phase I of the School Renewal Initiative inspection process were notrecognized since funding was allocated <strong>to</strong>ward the replacement of these facilitiesin 2003-04.Phase I and the identification of Prohibitive <strong>to</strong> Repair facilities are documented inthe School Renewal Initiative: Identification of “Prohibitive <strong>to</strong> Repair” Schools,1 FCI is an industry standard which expresses the facility’s <strong>to</strong>tal renewal cost as a percentage ofreplacement value.2 In order <strong>to</strong> be consistent with the GPL <strong>Stage</strong> 1 calculation, the replacement value used in the FCIcalculation for OTG and GFA is determined by using the information in SFIS in 2004-05.Ministry of Education Page 3 of 191<strong>Good</strong> <strong>Places</strong> <strong>to</strong> <strong>Learn</strong>: <strong>Stage</strong> 2 <strong>Funding</strong> <strong>Allocation</strong> (Revised February 12, 2007)
