<strong>Part</strong> <strong>III</strong> (Patient Care) Exam<strong>in</strong>ation November 2000Statistical Report<strong>National</strong> <strong>Board</strong> <strong>of</strong> <strong>Exam<strong>in</strong>ers</strong> <strong>in</strong> <strong>Optometry</strong>The sixteenth adm<strong>in</strong>istration <strong>of</strong> the <strong>National</strong> <strong>Board</strong>'s <strong>Part</strong> <strong>III</strong> (Patient Care) exam<strong>in</strong>ation was heldon November 3-4, 2000. This was the second adm<strong>in</strong>istration <strong>of</strong> the <strong>Part</strong> <strong>III</strong> exam<strong>in</strong>ation <strong>in</strong> its newformat. In the April 2000 adm<strong>in</strong>istration, a new section, PAM (Patient Assessment andManagement), replaced the VRICS (Visual Recognition and Interpretation <strong>of</strong> Cl<strong>in</strong>ical Signs) andPMP (Patient Management, consist<strong>in</strong>g <strong>of</strong> Patient Management Problems, or PMPs) sections.Adm<strong>in</strong>istered for the first time <strong>in</strong> 1993, the <strong>Part</strong> <strong>III</strong> exam<strong>in</strong>ation now consists <strong>of</strong> two sections:• Cl<strong>in</strong>ical Skills, a practical, or performance test measur<strong>in</strong>g hands-on ability <strong>in</strong>perform<strong>in</strong>g a wide variety <strong>of</strong> cl<strong>in</strong>ical skills <strong>in</strong> the exam<strong>in</strong>ation <strong>of</strong> live patients atfive stations• PAM, a cl<strong>in</strong>ical, case-oriented multiple-choice test with three test items foreach <strong>of</strong> 40 case presentations, and patient data presented <strong>in</strong> both descriptive(i.e., textual) and graphic (i.e., visual) formatThe PAM section was adm<strong>in</strong>istered on November 3 <strong>in</strong> three test centers: Berkeley, Chicago, andPhiladelphia. The CSE section was adm<strong>in</strong>istered on November 4 at the same three sites. Theexam<strong>in</strong>ation was conducted by 105 exam<strong>in</strong>ers, with 44 states, the District <strong>of</strong> Columbia, and theCommonwealth <strong>of</strong> Puerto Rico participat<strong>in</strong>g. State-prepared law exam<strong>in</strong>ations were adm<strong>in</strong>isteredon November 2-3.The number <strong>of</strong> candidates (74) was the lowest <strong>in</strong> the test’s 16-adm<strong>in</strong>istration history. Thiscont<strong>in</strong>ues a pattern <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g candidate population sizes for the “targeted” April adm<strong>in</strong>istrationthat is taken by nearly all fourth-year, graduat<strong>in</strong>g students, and decreas<strong>in</strong>g candidate populationsizes for the “<strong>of</strong>f-cycle” adm<strong>in</strong>istration <strong>in</strong> November. None <strong>of</strong> the candidates for the Novemberadm<strong>in</strong>istration received special accommodations under the Americans with Disabilities Act.ResultsThe exam<strong>in</strong>ation results are summarized <strong>in</strong> Table 1. This table displays the mean scores, pass-failcut<strong>of</strong>f scores, and pass<strong>in</strong>g and fail<strong>in</strong>g rates for each section, as well as for the overall <strong>Part</strong>. Figure 1provides a histogram display<strong>in</strong>g the overall <strong>Part</strong> <strong>III</strong> percentage scores.

Both meanswere considerably lower than the correspond<strong>in</strong>g means for the prior April adm<strong>in</strong>istration.However, the CSE mean was <strong>in</strong> the upper end <strong>of</strong> its historic range for <strong>of</strong>f-cycle adm<strong>in</strong>istrations.Based on recommended performance m<strong>in</strong>imums, the rounded percentages <strong>of</strong> candidates atta<strong>in</strong><strong>in</strong>gsection scaled scores at or above 75 were 71.6% for CSE, and 56.6% for PAM. The overall <strong>Part</strong> <strong>III</strong>mean and pass rate were 82.5% and 70.3%, respectively. These <strong>Part</strong> data are similar to thecorrespond<strong>in</strong>g statistics <strong>of</strong> prior <strong>of</strong>f-cycle adm<strong>in</strong>istrations.Follow<strong>in</strong>g standard operat<strong>in</strong>g procedures, two candidates were <strong>of</strong>fered a special Cl<strong>in</strong>ical Skillsreexam<strong>in</strong>ation on the basis <strong>of</strong> either statistical reliability <strong>in</strong>dices or a procedural/adm<strong>in</strong>istrative

This reexam<strong>in</strong>ation is <strong>of</strong>fered at no cost to thecandidates, and the results become the <strong>of</strong>ficial performance record for the Cl<strong>in</strong>ical Skills section.Of the two candidates <strong>of</strong>fered the reexam<strong>in</strong>ation, one accepted. The revised scores <strong>of</strong> this candidateare <strong>in</strong>cluded <strong>in</strong> this statistical report.This is the last <strong>of</strong>f-cycle <strong>Part</strong> <strong>III</strong> exam<strong>in</strong>ation to be adm<strong>in</strong>istered <strong>in</strong> November. Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 2001,the <strong>of</strong>f-cycle adm<strong>in</strong>istration will be moved forward to August. The earlier date will reduce the timethat fail<strong>in</strong>g candidates must wait for a complete reexam<strong>in</strong>ation and for entry <strong>in</strong>to practice ifsuccessful on the test. The new April-August exam<strong>in</strong>ation sequence also br<strong>in</strong>gs <strong>Part</strong> <strong>III</strong> <strong>in</strong> step withthe <strong>Part</strong> I and <strong>Part</strong> II sequence <strong>of</strong> the <strong>of</strong>f-cycle adm<strong>in</strong>istration be<strong>in</strong>g held four months after thecorrespond<strong>in</strong>g targeted adm<strong>in</strong>istration. This accelerated schedule was made feasible by the shorterproduction time needed by the PAM exam<strong>in</strong>ation, <strong>in</strong> comparison with its predecessor exam<strong>in</strong>ations(i.e., VRICS and PMPs).The next adm<strong>in</strong>istration <strong>of</strong> the <strong>Part</strong> <strong>III</strong> exam<strong>in</strong>ation will be held dur<strong>in</strong>g April 2001.Figure 1: Distribution <strong>of</strong> <strong>Part</strong> <strong>III</strong> Percentage ScoresF r e q u e n c y26242220181614121086420 95P e r c e n t a g eS c o r e s
