This is considered their „ultimate‟ pass rate. In contrast, the first-time pass rate for all fourwas 88.4% (Figure 4); this is the percentage <strong>of</strong> candidates who passed all four hurdles without need<strong>in</strong>g any repeatexam<strong>in</strong>ations. These analyses assist the <strong>Board</strong> <strong>in</strong> confirm<strong>in</strong>g that the Parts are assess<strong>in</strong>g entry-level competenceand assure that they work together as a comprehensive, complete assessment system.8


Letter to the Editor:Is the Tim<strong>in</strong>g <strong>of</strong> One-Site CSE Fair to All 4 th -Year Candidates?Question: In the current format, CSE is given once a year <strong>in</strong> the Spr<strong>in</strong>g, so all candidates are at the same po<strong>in</strong>t <strong>in</strong> theireducation. In the one-site format, candidates will be tak<strong>in</strong>g CSE at different times throughout their 4th pr<strong>of</strong>essionalyear, so they will have different levels <strong>of</strong> cl<strong>in</strong>ical experience. Is it fair for the NBEO to compare candidates who are notat the same level?Answer: CSE, as well as the other NBEO exam<strong>in</strong>ations, are designed to assess MINIMUM, ENTRY-LEVELcompetence necessary to enter the practice <strong>of</strong> optometry and to protect the public. All NBEO exams are criterionreferencedassessments, rather than norm-referenced, which means that the pass-fail scores are based on a specificstandard rather than the comparative performance <strong>of</strong> the candidates tak<strong>in</strong>g the test. It is reasonable to expect thatcandidates from accredited <strong>in</strong>stitutions will learn far more than what is evaluated on the NBEO exams.Over the years, some optometric educators have argued that CSE is adm<strong>in</strong>istered TOO LATE <strong>in</strong> a candidate'seducation. This is because CSE is a highly structured, procedural assessment. As students accumulate more patientcareexperience dur<strong>in</strong>g their cl<strong>in</strong>ical rotations, they learn to develop and f<strong>in</strong>esse their own cl<strong>in</strong>ical 'style.' This can be asignificant disadvantage <strong>in</strong> a procedural exam that requires candidates to perform skills <strong>in</strong> a precise, prescriptive, stepby-stepmanner.When CSE switches to a one-site configuration, candidates will be able to select a CSE test date that is comfortableand convenient for them. A candidate who prefers to wait until April to ga<strong>in</strong> additional cl<strong>in</strong>ical experience will have thatoption. A major advantage to test<strong>in</strong>g earlier <strong>in</strong> the 4th year is the ability to schedule a retest prior to graduation, ifnecessary. Under the current format, candidates who do not pass CSE <strong>in</strong> April must wait until August‟s end to retest.Standard Sett<strong>in</strong>g Def<strong>in</strong>itionsNorm-referenced: The cut score for this type <strong>of</strong> test depends on the scores <strong>of</strong>everyone tak<strong>in</strong>g the exam. Students compete aga<strong>in</strong>st each other on this type <strong>of</strong>evaluation, so it is sometimes called 'grad<strong>in</strong>g on a curve.’ This method isappropriate for allocat<strong>in</strong>g scarce resources, such as scholarships or jobs.Criterion-referenced: This method is also called ‘doma<strong>in</strong>-referenced’ because <strong>in</strong>this type <strong>of</strong> test, a candidate has to demonstrate knowledge <strong>in</strong> the ‘doma<strong>in</strong>’ (i.e.,field <strong>of</strong> optometric knowledge). In this type <strong>of</strong> test<strong>in</strong>g, the cut score is determ<strong>in</strong>edby the number <strong>of</strong> test items needed to demonstrate m<strong>in</strong>imum competence. Thetargeted One-Site CSE will be <strong>of</strong>fered from September 6, 2011 to April 30, 2012. Candidates willbe able to choose a test date compatible with their schedules and cl<strong>in</strong>ical development. To procurea desirable One-Site CSE date, it is recommended that candidates sign up early. Additional<strong>in</strong>formation regard<strong>in</strong>g the one-site registration process will be posted on the NBEO website asdetails emerge. In addition, candidates shouldreceive an email from the <strong>National</strong> <strong>Board</strong> <strong>of</strong>fice shortly follow<strong>in</strong>g a successful registration for anyexam. This email confirms that the exam fee was paid. However, many emails are returned as“undeliverable.” If the registration confirmation email is not received, a candidate can f<strong>in</strong>d this<strong>in</strong>formation under REGISTRATION, and then REGISTRATION REVIEW.… prior to score release, all written NBEO exam answer sheets are subjected to analysis by alead<strong>in</strong>g data forensics service <strong>in</strong> order to detect extremely unlikely response patterns that suggestcheat<strong>in</strong>g (e.g., answer copy<strong>in</strong>g or other collusion)? Answer sheets flagged by this analysis aresubjected to further scrut<strong>in</strong>y. If there is sufficient statistical evidence to support a charge <strong>of</strong> cheat<strong>in</strong>g,scores will be temporarily withheld and ultimately may be cancelled follow<strong>in</strong>g the conclusion <strong>of</strong> dueprocess procedures.… candidates may no longer br<strong>in</strong>g calculators to any NBEO exam? Prior to the start <strong>of</strong> Part IABS test<strong>in</strong>g, exam proctors will distribute a disposable, user-friendly calculator to each test taker.These devices are simple to use, provide all math functions needed on Part I, and are the onlycalculators that will be permitted <strong>in</strong> the exam room. Cheat<strong>in</strong>g via text<strong>in</strong>g dur<strong>in</strong>g exam<strong>in</strong>ations has become all too commonplace. Therefore,NBEO policy now dictates that cell phones no longer are permitted <strong>in</strong> exam rooms. Testtakers found to possess phones dur<strong>in</strong>g exams may suffer serious, adverse consequences <strong>in</strong> regardto their test scores. All candidates are advised to read and follow the cell phone policy described onthe NBEO website under TEST DAY, and then ELECTRONIC MATERIALS.… that sometimes, calls and emails are received <strong>in</strong> the NBEO <strong>of</strong>fice from candidates need<strong>in</strong>g toknow if <strong>National</strong> <strong>Board</strong> Parts I, II, and III can be taken out <strong>of</strong> sequential order? Each exam has itsown eligibility requirements, but as long as these have been met, Part order is flexible. Eligibilityissues, <strong>in</strong>clud<strong>in</strong>g those specific for sponsored candidates, may be viewed on the NBEO website byclick<strong>in</strong>g EXAM INFORMATION, and then ELIGIBILITY.… the NBEO <strong>of</strong>fice receives a number <strong>of</strong> <strong>in</strong>quiries about the expiration <strong>of</strong> exam scores? OnceNBEO exams are taken, scored, and the scores are accepted and distributed to candidates andstate boards, these scores are permanent. NBEO SCORES NEVER EXPIRE!
