also established policies/programs for behavioral modification of children as well as establish<strong>in</strong>g a program forspecial needs children.In addition, RCA has been successful <strong>in</strong> promot<strong>in</strong>g domestic adoption with<strong>in</strong> the country of Romania. They have hadlimited success re<strong>in</strong>tegrat<strong>in</strong>g the children <strong>in</strong>to their biological families, as most of the families cannot be found. Thispast spr<strong>in</strong>g, however, they were successful <strong>in</strong> re<strong>in</strong>tegrat<strong>in</strong>g a sibl<strong>in</strong>g unit of two boys <strong>in</strong>to their biological family. Theadoptive families of our older children have been volunteer<strong>in</strong>g at ACDR over the past several years and have watchedthese children grow dur<strong>in</strong>g that time. Orig<strong>in</strong>ally, the organization did not want to do adoptions, but as RCA felt itwas important to keep the youth <strong>in</strong> the country for their future. However, life <strong>in</strong> Romania cont<strong>in</strong>ues to become moredifficult and the reality is that the future of these older abandoned children is quite dismal. The organization decidedto move forward with the adoption program <strong>in</strong> the summer of 1999, and prospective families came forward withsupport.New JerseyBetty Allen PHDRep. Margie RoukemaBetty Allen has been the leader of <strong>Adoption</strong> Crossroads for ten years. She is also a member of the Advisory Counciland Children’s Aid and Family Service to Path and Woodles residential treatment facilities. Betty has also been aspeaker and presenter at many different functions for adoption. She is the author of the book titled “Mother Can YouHear Me?” as well as several articles regard<strong>in</strong>g adoption issues. Betty Allen has also done work for hear<strong>in</strong>gsregard<strong>in</strong>g access to orig<strong>in</strong>al birth certificates for adopted adults. She is an excellent role model for the adoptioncommunity.Richard and Diana BarkerRep. Robert E. AndrewsI have nom<strong>in</strong>ated Richard and Diane Barker as “<strong>Angel</strong> <strong>in</strong> <strong>Adoption</strong>” for <strong>2001</strong> because of the extraord<strong>in</strong>ary work <strong>in</strong>adoption they have done <strong>in</strong> the First Congressional District of New Jersey. S<strong>in</strong>ce 1975, the Barkers have adopted 13children who now range <strong>in</strong> ages from 8 to 35. (They have 11 grandchildren, one of whom is their youngest adoptedchild.) All but two of the thirteen children had a variety of special needs, from health issues to race, to learn<strong>in</strong>g,psychological and emotional disabilities, and mobility impaired. Six of their children are <strong>in</strong> wheelchairs; five ofwhom have sp<strong>in</strong>abifida. They have adopted two sibl<strong>in</strong>g groups; two are brothers and three are sisters. They havedealt with wide diversity among their children. One of their daughters had leukemia, and before she died, Richardand Diana worked very hard to f<strong>in</strong>d members of her birth family so she could have a bone marrow transplant.Unfortunately, by the time a birth sister was found who was a match, Mary was no longer <strong>in</strong> remission. The Bakershave advocated for the rights of adopted children to know the truth of their orig<strong>in</strong>. Many of their children have madecontact with birth family members at their encouragement. Richard has also founded the National Wheelchair SportsProgram for Juniors, five of his children with sp<strong>in</strong>abifida have participated <strong>in</strong> it.Pat BennettRep. Mike FergusonAs a volunteer with Concerned Persons for <strong>Adoption</strong> (CPFA), the largest parent group <strong>in</strong> the state, Pat hasspearheaded several <strong>in</strong>itiatives, served as the organization’s president, and chaired its annual conference for the pastfour years. She is also a member of the <strong>Adoption</strong> Advisory Committee of the State’s Division of Youth and FamilyServices.Pat founded the High School <strong>Adoption</strong> Awareness Program, which has helped educate over 4000 New Jersey highschool seniors on the rights and experiences of birth parents, adoptees, and advocate parents. She also established theOlder Child Committee of CPFA. This committee is designed to <strong>in</strong>crease awareness among prospective adoptivecouples, about the need to f<strong>in</strong>d homes for older children.Adrienne E. ByersRep. Donald M. PayneParent<strong>in</strong>g and develop<strong>in</strong>g young m<strong>in</strong>ds have always been a delight for Ms. Adrienne Byers. As her two naturalchildren approached adulthood, Ms. Byers was pleased that they grew up to be positive and car<strong>in</strong>g <strong>in</strong>dividuals, butalso sad that they no longer needed to be nurtured. Ms. Byers’ nurtur<strong>in</strong>g care was needed once aga<strong>in</strong> when anextended family member abandoned her four-month-old daughter, Bionca. As a s<strong>in</strong>gle parent, Ms. Byers adoptedBionca and they have been together s<strong>in</strong>ce. Ms. Byers said that <strong>in</strong> her eyes, “Bionca is the <strong>Angel</strong> <strong>in</strong> <strong>Adoption</strong>”.
