Approximately440,000 cubic years <strong>of</strong> earth weremoved.The project was built under traffic.Multiple moves were required on and<strong>of</strong>f the project due to phasing. Also,plan revisions changed haul distanceswhich required readjusting the balancepoints.According to award nominator JerryWoodgate, District 4 Project Managerat St. Paul, Hooker Brothers wasalways willing to adjust their scheduleto accommodate other contractors.They took pride in their work; alldetails, no matter how small wereimportant to them. Yankton Bridge ProjectWins Environmental AwardThe Yankton Bridge project,located on Highway 81, inDistrict 3, was the recipient <strong>of</strong>the fourth annual EnvironmentalAward, given by the NDOR/AGCJoint Committee <strong>of</strong> Seeding andErosion Control.The award presentation occurredduring ceremonies at the 2010 ProjectManagers’ Conference held March 23-25 in Kearney. Plaques were presentedto the prime contractor, Jensen Con -struction Company and to Tri-StateSeeding, A&R Construction Company,Commercial Contractors Equipment,Hartington Tree Service and Plumbingand Electric Service, who were sub -contractors responsible for variousaspects <strong>of</strong> environmental compliance.Pat Boyle, District 3 ConstructionEngineer, and Bob Wiebelhaus,District 3 Project Manager, alsoaccepted plaques. Seeing this project builtas quickly as it was, while maintainingcompliance with all the environmentalcommitments on this project is atestament to the importance District 3has placed on environmental issues.”The Environmental Award forStormwater/Erosion Control isawarded annually to the projectwhose project manager and contractorhave worked together to develop ameans <strong>of</strong> protecting the project sitefrom erosive conditions. Public Service Award Goesto Three NDOR EmployeesBy Linda WilsonCommunication DivisionThree NDOR employees receivedspecial recognition from the <strong>Nebraska</strong>State Patrol (NSP) for their braveryand courageous acts, assisting withsaving three lives on January 7.Their actions occurred during a severewinter storm with blizzard conditions,temperatures well below zero, andwind chills from 18 to 27 degreesbelow zero.<strong>Nebraska</strong> State Patrol Colonel BryanTuma presented the NSP’s PublicService Award to JohnPeterson and JudyNeeman, HighwayMaintenance WorkersSr., and to Robert Rice,Highway MaintenanceSupervisor, onMarch 22 in theHighway CommissionMeeting Room at the<strong>Department</strong> <strong>of</strong> <strong>Roads</strong>’Central Office inLincoln. All three areemployees at NDOR’s<strong>Nebraska</strong> City <strong>of</strong>ficein District 1. ColonelTuma thanked thethree for their selflessacts, noting their concern andcompassion served as a testament totheir integrity and they have earnedeveryone’s respect and admiration.NDOR Director Monty Fredricksonalso thanked the <strong>Roads</strong> employeesfor their quick thinking andcourageous acts. District 1 EngineerRich Ruby said he appre ciated howwell they reacted to the call, as theirefforts saved three lives. District 1Operations & Mainte nance ManagerRoger Kalkwarf noted that theseemployees made the extra effort tocome out after a long, challengingday’s work, through a wintersnowstorm, which was very muchappreciated.The heroic actions were precededby a phone call received by the NSPCommunications Dispatch Center froma concerned mother-in-law advisingthat she had received a telephone callfrom her son-in-law stating he hadbeen stranded in his car for more thantwo hours in the winter storm, alongHighway 34. The son-in-law advisedthat another female motorist was alsostranded on the highway and hadbeen in her vehicle for more than threehours. Sharing one car together, thefuel was beginning to run low andboth individuals were complaining <strong>of</strong>being very tired. Notwilling to give up, <strong>Nebraska</strong> StatePatrol Communications SupervisorRebecca Bliven contacted NDORrequesting the assistance <strong>of</strong> a snow -plow and a truck equipped with asnow blower.Meanwhile, <strong>Nebraska</strong> State PatrolSergeant Kurt Von Minden andTrooper Shane Flynn were briefed onthe situation and Sergeant Von Mindenrequested assistance from TrooperTrinity Jones, Troop A, Omaha, to driveto the town <strong>of</strong> Union, approxi mately10 miles west <strong>of</strong> Highway 34, wherethe vehicles were reportedly stranded.Sergeant Von Minden and TrooperFlynn met up with Trooper Jones andthe NDOR personnel driving thesnowplow and snow blower. While inroute, a third stranded motorist wasalso discovered.While continuing to keep contactby telephone with the strandedindividuals, Bliven was advised bythe male motorist that the femalemotorist’s hands were beginning toblister from the cold, and she wasshaking uncontrollably. In addition,Bliven could tell that the male motoristwas becoming more incoherent astime wore on.After nearly four hours, the strandedmotorists were located and transferredinto Sergeant Von Minden’s vehicle.They were transported following theNDOR equipment, which paved theway keeping the road open fromblowing and drifting snow, to waitingemergency medical responders. Fromthere they were taken to a localhospital for treatment. The thirdstranded motorist was able to followthe caravan <strong>of</strong> vehicles out <strong>of</strong> the areaand make it to safety.The NSP bestowed this specialrecognition to each NDOR employeefor their assistance as supervisor, snowblower driver and snowplow driverin rescuing these individuals. NSPColonel Tuma also thanked NDOR<strong>Roads</strong> Director Monty Fredricksonand Deputy Director Jake Jacobsenfor their efforts to make <strong>Nebraska</strong>’sroads safer. ◆Dan Ziska Named ProjectManager <strong>of</strong> the YearDan Ziska, <strong>of</strong> O’Neill, was honoredby the <strong>Nebraska</strong> Chapter AssociatedGeneral Contractors <strong>of</strong> America (AGC)as <strong>Nebraska</strong> <strong>Department</strong> <strong>of</strong> <strong>Roads</strong>’Project Manager <strong>of</strong> the Year. Ziskareceived a traveling trophy and aplaque at the Project Managers’Conference in Kearney on March 24.Ziska has worked at NDOR for thepast 30 years and has been a projectmanager at the District 8 O’Neill <strong>of</strong>ficefor over 12 years. He began his careerin O’Neill as an Engineer Aid in 1980and worked his way up through theEngineer Associate and ConstructionTechnician ranks to become HighwayProject Manager in 1998. Dan alsoworks with the <strong>Nebraska</strong> Chapter <strong>of</strong>the American Concrete Institute as atrainer for the ACI Level 1 and 2courses.Recent projects managed by Ziskainclude “In O’Neill,” an urban con -crete paving project on Highway 20,and “Chambers Junction North,”a rural resurfacing and wideningproject to add surfaced shoulders onHighway 281. The project completedthe addition <strong>of</strong> surfaced shouldersto the Priority Commercial Systemin District 8.NDOR District 8 Engineer MarkKovar noted, “Dan enjoys the chal -lenges that come with highway work,and the satisfaction that comes fromworking with others to improve thehighways for the citizens <strong>of</strong> <strong>Nebraska</strong>.”The award is presented annuallyby the AGC to a NDOR projectmanager who has upheld thestandards <strong>of</strong> conducting businesswithin the highway constructionindustry with the highest level <strong>of</strong>ethics and inte grity. The trophy iscalled the Lyle Leader MemorialAward in tribute to Mr. Leader, whowas a project manager at NDOR for34 years. He was active in the District 3Hartington <strong>of</strong>fice at the time <strong>of</strong> hisdeath in August 1991 and was highlyrespected by his peers within thedepartment and by the contractormembers <strong>of</strong> AGC.All contractor members submitteda nomination for this award and thenominees were voted upon by themembers <strong>of</strong> the AGC. I-80 Project Receives Teamworkin Work Zone Safety AwardA NDOR District 1 project, I-80,148th Street Bridge, received theTeamwork in Work Zone SafetyAward, given by the AGC/NDORTraffic Control Committee at the 2010Project Managers’ Conference heldMarch 23-25 in Kearney.Plaques were presented to Com -mercial Construction, Inc., primecontractor, and to Trafcon, Inc., trafficcontrol subcontractor. Bob Traudt,NDOR Project Manager at District 1in Lincoln, also received recognition.This portion <strong>of</strong> I-80 has an averagedaily traffic <strong>of</strong> over 39,000 vehicles perday. This project was located betweenother projects along the I-80 corridorthat had different traffic controlsubcontractors. In addition, Trafconhad multiple projects along I-80,including the six-lane reconstructionproject between Exits 401 and 405,and many <strong>of</strong> the night-time closuresfor this project occurred at the sametime as other projects. There weretimes when Trafcon had as many assix lane closures occurring at thesame time on different projects.Never theless, Trafcon supplied enoughstaff to get all completed. This projectexperienced no work zone crashes.Project Manager Bob Traudt noted,“Trafcon’s superintendent was alwayson the project during crucial timescoordinating lane closures and thefull closure and opening <strong>of</strong> I-80.He never hesitated in going the extramile with his crew to ensure thesafety <strong>of</strong> the traveling public. Paving Awards Presented in KearneyProject managers, construction technicians,and material and research technicians werehonored with awards for both concrete andasphalt pave ments at the annual ProjectManagers’ Conference held March 23-25 inKearney. The awards recognized their workon <strong>Nebraska</strong> highways during 2009.The <strong>Nebraska</strong> <strong>Department</strong> <strong>of</strong> <strong>Roads</strong>sponsors the awards for excellence in asphalticconcrete pavement con struction. Awards <strong>of</strong>excellence for highway construction projectsusing concrete pavement are sponsored bythe <strong>Nebraska</strong> <strong>Department</strong> <strong>of</strong> <strong>Roads</strong> and the<strong>Nebraska</strong> Concrete Paving Association.Concrete Pavement Quality AwardsThe award for excellence in Interstate andExpressway concrete pavement was presentedto Robert Sanburn <strong>of</strong> District 1 in Lincoln forhis part as Project Manager for I-80, I-180 to56th Street, Lincoln. This award was presentedfor 5.7 miles <strong>of</strong> six-lane interstate. DobsonBrothers Construc tion Co. was the contractor. RoadwayDesign Division’s Interstate Design Squad, led by BrianJohnson, was the designer. Designer Certificates <strong>of</strong> Meritwere presented to Roadway Design’s Christian Davenportand Tim Otto. Certificates<strong>of</strong> Merit were presented to Mohammed Assadi and MarkStrong for their part in performing inspection activities.NDOR’s Materials & Research Pavement Design Sectionwas responsible for the project design. Designer Certificates<strong>of</strong> Merit were presented to Linda (Zip) Masek, MatthewBouwens, Tanner Bandiola, Tiffany Wells and Chanda Parker.Pavement smoothness, quality control, innovation,complexity, appearance, management and safety <strong>of</strong> theproject were considered in determining these concretepavement awards.Asphaltic Concrete Pavement Quality AwardsFive projects received awards for excellence in asphalticconcrete pavement. Nominated projects were judged bya panel who rated each project based on smoothness,quality control, complexity, innovation, general appearance,contractor management and safety.The 2009 Award <strong>of</strong> Merit for Full Depth Constructionor Reclamation went to Project Manager Bill Cary <strong>of</strong> theDistrict 1 Tecumseh <strong>of</strong>fice for US-136, Tecumseh East on(see Paving Awards on next page)10 Roadrunner April/May 2010

This 17-mile rural paving project on<strong>Nebraska</strong> Highway 91 consisted <strong>of</strong> a conventional densegradeSP4 asphaltic concrete with a “rubberized” binder.The rubberized binder uses crumb rubber from tires in lieu<strong>of</strong> conventional petroleum-derived polymers that producea superior performing asphaltic cement. Certificates <strong>of</strong>Merit were presented to Tom Hyland, Brant Egger, ChuckNickolite, Troy Shotskoski, William Groteluschen and GaryWittwer for their part in performing inspection activities.The 2009 Excellence in Asphalt Pavement Construc tionAward <strong>of</strong> Merit for Overlays <strong>of</strong> Two or More Lifts –Urban Section, went to Project Manager Allen Vendegrift <strong>of</strong>District 1 in Fairbury for two projects built simultaneouslyin Beatrice by Constructors, Inc. These projects wereUS-77, In Beatrice and US-77/US-136 North, Beatrice.Collectively, these projects consisted <strong>of</strong> milling andinlaying 2 to 3 inches <strong>of</strong> SP4 from city limit to city limitalong Highways 77 and 136 in Beatrice, <strong>Nebraska</strong>.Certificates <strong>of</strong> Merit were presented to Rich Lierman,Greg Novotny, Bob Hinrich, Bill Jasa, Brian Bernadtand Tim Haughton for their roles as inspectors.The 2009 Excellence in Asphalt Pave mentConstruction Award <strong>of</strong> Merit for Overlays <strong>of</strong> Two orMore Lifts – Rural Section, went to Project ManagerMary anne Jacobs <strong>of</strong> District 5 in Gering for I-80,East Kimball to Potter, constructed by WernerConstruction, Inc. All citizens are encouraged torespond. A sample <strong>of</strong> <strong>Nebraska</strong> businesses willreceive a survey through the mail with an optionto reply online. The purpose <strong>of</strong> the survey is togather input to identify statewide, regional and localtrans portation issues facing <strong>Nebraska</strong>. The surveyresults will guide NDOR in developing goals andobjectives for the Long Range Transportation Plan:Vision 2032. Deer Fence Planned on I-80Plans are underway to buildthe state’s first deer fencealong both sides <strong>of</strong> I-80 fromthe Mahoney State Park inter -change east to the Pflug Roadoverpass in Sarpy County.The 8-foot-tall fence—electrified onthe east side <strong>of</strong> the Platte River—willreplace the existing right-<strong>of</strong>-way fenceand will follow the same generallocation.This four-mile stretch <strong>of</strong> the inter -state was part <strong>of</strong> the Lincoln toOmaha six-lane expansion project,which reconstructed the pavementand rebuilt the existing bridges. Thefence was identified as a need duringthe planning phases <strong>of</strong> this project,according to Brian Johnson, an NDORRoadway Design engineer whodesigned the deer fencing project.During the I-80 expansion project,the bridges were hydraulicallyimproved with larger openings, or“undercrossings” to lessen the impact<strong>of</strong> ice jams on the Platte River, butmonitoring showed they were alsoused by deer. According to Johnson,the purpose <strong>of</strong> the deer fence is toredirect the deer to use theseundercrossings.Better Field <strong>of</strong> ViewThe undercrossings provide a betterfield <strong>of</strong> view for the deer. In addition,the bridges were slightly modified byremoving the Riprap (large rocks) thatwould have been under the structureand replaced with interlockingpavement blocks, which improvewildlife access, while also limitingerosion from water <strong>of</strong>f the bridge deck.While the deer fence was originallyplanned to the east <strong>of</strong> the Platte River,to Ruff Road, approximately two mileseast, after further examination, sixyears <strong>of</strong> deer-vehicle collision (DVC)rates were noted to be higher to thewest between the Platte River andMahoney Interchange. According toJohnson, between 1998 and 2003, theportion <strong>of</strong> I-80 near Mahoney StatePark had 4.2 deer-vehicle collisionsper mile, per year—the highest rate inPhoto by Brian Johnson, NDORDeer undercrossings along I-80 in Sarpy County provide a better field <strong>of</strong> view for deer.Interlocking pavement blocks improve access and limit erosion.the state. I-80 just east <strong>of</strong> the PlatteRiver Bridge had 2.4 hits per mile.NDOR determined that a deer fencewould additionally be constructed tothe west <strong>of</strong> the Platte River to coverthe higher DVC location.The deer fence project was done inconsultation with the <strong>Nebraska</strong> Gameand Parks Commission. Both agenciesspent about five years studying thebest way to keep deer from crossingthe interstate at that location beforemaking their decision.Others involved in the deer fenceproject design include NDOR High -way Environmental Biologist EricZach and UNL’s Wildlife Specialist,Scott Hyngstrom. Dave Braaschwill conduct UNL’s monitoring byengaging in the camera placement,weekly acquiring photos from thecameras and carcass data.The fence will be electrified forthree miles, only on the east side <strong>of</strong>the river, where deer like to eat incorn fields. A one-mile stretch alongthe west side <strong>of</strong> the river will haveonly woven-wire fencing because <strong>of</strong>the proximity <strong>of</strong> Eugene T. MahoneyState Park, cabins and other touristattractions.The electrified portion will stop thedeer from trying to knock down ordig under the fence. NDOR <strong>of</strong>ficialshave research that supports theeffective ness <strong>of</strong> the fence they planto install, known by the brand nameElectrobraid. In a 2002 field test inOhio, researchers reported that thefence was 99 percent effective instopping deer that were trying toreach corn-feeding stations.According to Johnson, the deerfence project will cost $1.1 million instate and federal funds, 90 percentprovided by the Federal HighwayAdministration and 10 percent fromNDOR. The project will be completedin about a year and once the fence isfinished, the project will be monitoredfor a year. State Starts Construction SeasonDrivers, Workers Must Share HighwayWith highway construction andmaintenance season gearing up forsummer operations, extra caution isneeded on the part <strong>of</strong> both driversand highway workers. This year, asmany as 150 highway improvementprojects are expected across <strong>Nebraska</strong>.The <strong>Nebraska</strong> <strong>Department</strong> <strong>of</strong> <strong>Roads</strong>,along with their transportation safetypartners, the <strong>Nebraska</strong> State Patrol andthe Associated General Contractors <strong>of</strong><strong>Nebraska</strong>, are dedicated to enhancingwork-zone safety for both the workerand the traveling public. They believethat increased worker training andenhanced awareness on the part <strong>of</strong>motorists and highway workers canlead to reduction <strong>of</strong> fatalities andinjuries.Since 2004, when 14 fatalitiesoccurred in work-zone crashes, thenumbers have decreased. The number<strong>of</strong> fatalities in 2005 was 10, and in2008, the total fatalities were at 5.2009 annual data is not yet compiled.Technology continues to play animportant role in highway safety.There are 46 permanent changeablemessage signs at strategic locationsthroughout the state. With these signs,“real-time” information about congestionor incidents can be provided to alertmotorists farther away to take analternate route or plan accordingly.<strong>Nebraska</strong>’s statewide 511 telephonesystem is available to provide 24 houra day, year-round traveler information.By dialing 511 on a cellular or landlinetelephone, motorists are able to accessthe quickest, most up-to-date infor -mation about weather conditions,reported road conditions and specialtravel advisories. The 511 system isalso available on the Internet atwww.511nebraska.org.Highway traffic cameras provideanother tool for motorists in search <strong>of</strong>the latest traffic and road conditions.Currently, there are 46 snapshotcameras at various locations through -out the state that send pictures to theNDOR website for viewing.Drivers and workers must sharethe highway in times <strong>of</strong> construction,repair or maintenance work. Motoristsare reminded to stay alert whendriving near highway work zones anytime <strong>of</strong> day or night. Observe lowerspeed limits, heed all posted warningsigns, wear seat belts and avoiddistractions while driving, includingthe use <strong>of</strong> cell phones or textingdevices.Remember that highway workzones are more than a temporaryinconvenience. On average,18 people die each day from thelack <strong>of</strong> available organs fortransplant. Organ, eye and tissuetransplants <strong>of</strong>fer patients a newchance at healthy, productiveand normal lives.Last year more than 8,000deceased donors made possible more than 22,000 organtransplants. In addition, there were nearly 7,000transplants from living donors. There are also 30,000tissue donors and 40,000 cornea donors annually,providing more than one million tissue and corneatransplants. More than 100,000 men, women andchildren currently await lifesaving organ transplants.Transplantation is one <strong>of</strong> the most remarkable successstories in the history <strong>of</strong> medicine and YOU have thepower to be an organ or tissue donor.As a donor, you can save and enhance the lives <strong>of</strong>more than 75 people. Donated organs include heart,intestines, kidneys, liver, lungs and pancreas. Donatedtissues include bones, corneas, heart valves, skin,tendons and veins. Organs are distributed based uponmedical information, including blood type, body sizeand tissue matching through a national computernetwork operated by the United Network for OrganSharing (UNOS). Tissue is distributed based on patientneed, availability and medical criteria.People <strong>of</strong> all ages and medical histories shouldconsider themselves potential donors. Your willingnessto donate will not interfere with your medical care.Organ, eye and tissue donation only becomes an optionafter all lifesaving efforts have been made. Your medicalcondition at the time <strong>of</strong> death will determine whatorgans and tissue can be donated. Consent for donationis confirmed and your family is asked to participate inthe process by providing medical history. If you havedocumented your decision to donate, your wishes canbe honored without requiring additional family consent(except for minors). However, it is important to tellfamily members that you have decided to become adonor so that they will help support it. There is no costto the donor’s family or estate for organ or tissuedonation.Essential StepsAccording to research, 98 percent <strong>of</strong> all adults haveheard about organ donation and 86 percent have heard<strong>of</strong> tissue donation. Ninety percent <strong>of</strong> Americans saythey support donation, but only 30 percent know theessential steps to take to be a donor. In <strong>Nebraska</strong> youcan become an organ, eye, and tissue donor in one <strong>of</strong>three ways:1) By signing up on the <strong>Nebraska</strong> Donor Registry atwww.nedonation.org.2) By consenting to become an organ, eye and tissuedonor at the <strong>Department</strong> <strong>of</strong> Motor Vehicles whenapplying for or renewing your driver’s license orstate identification card.3) By signing an organ donor card.It is also possible to donate life to others as a livingkidney or partial liver, lung, intestine or pancreas donor.Contact the <strong>Nebraska</strong> Donor Registry if this issomething you would like to consider.If you are not an organ, tissue or eye donor, now isthe time to consider doing so. HEALTH & WELLNESSWELLNESSJim McGeeHighway Program Administratorn the fall <strong>of</strong> 2008, Jim was diagnosedwith prostate cancer and had surgery justbefore Christmas. He wasn’t experiencingany health problems at the time. He wassimply undergoing a routine physical examwhen the cancer was detected.Jim had always been health conscious and hadroutine health screenings for colon cancer andprostate cancer. A screening 10 years agoresulted in early detection <strong>of</strong> colon cancer,which was successfully treated.Since his prostate cancer surgery, Jim hashad help and support from a physical therapistand surgeon. He has some common postoperative problems that will be addressed inanother surgery, but he feels it is a fair swap—He doesn’t have cancer and he will be okay.The support <strong>of</strong> Jim’s family and friends hasbeen amazing, especially in the weeks followinghis surgery. His wife, a home health care nurse,and daughter, a physician, have helped agreat deal, as well as his son, a graduatestudent at UNO.Jim hasn’t really made any big lifestyle changes,but continues the health habits he has followedfor many years. He walks at least a mile eachday and is very conscientious about his weight.He also believes that a positive attitude isimportant.Since men are generally less talkative abouthealth issues and might be hesitant to thinkabout their health until there are symptoms,Jim urges wives and others to encourage themto take advantage <strong>of</strong> health screening for colonand prostate cancers. Screening provides achance for intervention before these cancersbecome dangerous.Jim’s advice… “I can’t say enough about thevalue <strong>of</strong> screening. Without screening, I’d bewalking around unaware that I had cancer.About one in six men will develop prostatecancer. There’s no need for anybodyto die from either prostate or coloncancer.
