Welcome by Christoph Böhringer and introductory remarks by GerKlaassen.Introduction. Introduction to the <strong>TETRIS</strong> Project by Christoph Böhringer and UrsSpringer.Organizing the deliverables (Annex I). It is proposed and in general agreed,that the written deliverables should be organized as a series of discussionpapers. It is planned to publish the final results in a book or a special issue. As tothe main deliverables the following decisions were taken:• (“Old”) D1 should be taken out of the Annex, the remaining deliverablesshall be renumbered accordingly.• As to the final report: There will be a final report including a summary andpolicy recommendations. (Now D7)• The conference has to take place before the end of the project.The Annex will be modified accordingly by ZEW and Ecoplan and then sent as adraft to Ger Klaassen. After the approval the new Annex will be distributed.Workpackages. Each WP was presented by the corresponding WP leader.Among other issues the contribution of <strong>TETRIS</strong> (e.g. as compared to the –sometimes rather intransparent – point carbon country rating) was discussed.Ger Klaassen suggested that the geographical scope should be consistentthroughout the packages and the temporal dimension should be discussed.


2In general it would be useful to have a common understanding of how“Technology transfer” could be defined within the project.CCAP suggents that due to the delayed start of the project the first part of theirworkpackage is outdated and could be replaced by the the analysis of theremaining scope for JI in the New Member States.June 7:<strong>Kick</strong>-<strong>off</strong> <strong>Meeting</strong> Day TwoLinking the Workpackages. The focus of the second day was on linking thedifferent Workpackages together.Urs Springer emphasized that each WP leader is responsible for his WorkPackage (Deadlines, Structure, Input from other partners). Moreover, partnersthat provide inputs to the model will have to know the model structure to somedetail.Chris Böhringer gave an excursus on the structure which will most probably bethe frame for the macro analysis and on different possibilities (pros and cons) tolink partial market- with general equilibrium frameworks.Interface between WP1 and WP3: Transaction costs will be addressed by ECN(included in MAC curves).To facilitate communication at hand of WP1 a scheme was developed whichshould be used by each WP leader to circulate an overview on his workpackage.The template (ppt) will be circulated by ZEW.Organizational Issues:• Contract: Starting date is 1 June 2005.
