2. <strong>Government</strong> of Haryana have had under consideration for sometime past the question of granting some further incentives/facilities <strong>to</strong> Sportsmenand Sportswomen. <strong>The</strong> matters has been examined and the <strong>Government</strong>hasdecided as follows:-i) In the case of Haryana <strong>Government</strong> Servants who are selected forparticipating in sporting events of National/International importance,the period of the actual days on which they participate in the eventsas also the time spent in traveling <strong>to</strong> and from such<strong>to</strong>urnaments/meets may be treated as duty. Further, if any preparticipationCoaching Camp is held in connection with the abovementioned events and the <strong>Government</strong> servant is required <strong>to</strong>attend the same, this period may also be treated as on duty.Consequently, the existing provisions regarding grant of SpecialCasual leave for the purposes mentioned in this item may betreated as cancelled.ii) <strong>The</strong> quantum of Special Casual Leave for a period of exceeding 30days in a Calendar year allowed <strong>to</strong> Haryana <strong>Government</strong>employees , for purposes, indicated at items (iii) (vii) in para 1above, will cover also their attending the pre-selection trials/campsconnected with sporting events of National/Internationalimportance.iii) <strong>The</strong> Haryana <strong>Government</strong> employees who are selected forparticipating in sporting events of National/International importancewithin India, may be allowed <strong>to</strong> travel by First Class by train. In thecase of events of International importance held outside India, theymay be entitled <strong>to</strong> travel by economy class by air.iv) (a) <strong>The</strong> number of increments <strong>to</strong> be awarded for achievingexcellence in National events should be paid down at a Scalelower than for excellence, in International events andaccordingly the sportsmen/women securing first, second & thirdposition in National and International <strong>to</strong>urnaments may beallowed one and two increments respectively .(b <strong>The</strong> <strong>to</strong>tal number of increments <strong>to</strong> be awarded <strong>to</strong> an individualshould not exceed five in his/her entire career.(c) <strong>The</strong> increments so granted would continue <strong>to</strong> be drawn at thesame rate till retirement and would count <strong>to</strong> the purpose ofretirement benefits but not for pay fixation on promotion.3. <strong>The</strong>se orders will come in<strong>to</strong> effect from the date of issue of theseinstructions.Yours faithfully,
