Most internati<strong>on</strong>alestimates have put Internet penetrati<strong>on</strong> in <strong>the</strong> single digits, although<strong>the</strong> Bishkek-based n<strong>on</strong>profit, <strong>the</strong> Civil Initiative <strong>on</strong> Internet Policy, announcedin September that penetrati<strong>on</strong> had reached about 14 percent. Parliament hasdiscussed an Internet regulati<strong>on</strong> bill, but no legislati<strong>on</strong> has advanced.Seen as an ally of press freedom when he <strong>to</strong>ok power in 2005 after a popularuprising, Bakiyev c<strong>on</strong>tinued <strong>to</strong> offer encouraging statements about <strong>the</strong> role ofnews media. He <strong>to</strong>ld journalists at a February press c<strong>on</strong>ference in Bishkek that<strong>the</strong>y are <strong>the</strong> country’s “fourth estate” and that his administrati<strong>on</strong> <strong>to</strong>ok seriouslycritiques in <strong>the</strong> press, <strong>the</strong> independent news agency 24.kg reported. “Nobody isrepressing you, and you say what you want,” Bakiyev said.But his asserti<strong>on</strong>s were undercut throughout <strong>the</strong> year by attacks and intimidati<strong>on</strong>aimed at critical and pro-oppositi<strong>on</strong> reporters and carried out with impunity.On March 3, four unidentified assailants beat and stabbed Syrgak Abdyldayev,a political reporter and commenta<strong>to</strong>r for <strong>the</strong> independent newspaper Reporter-Bishkek,outside his office in Bishkek. Assailants broke both arms and a leg,and stabbed him more than a dozen times, Abdyldayev <strong>to</strong>ld CPJ. The reporterhad criticized <strong>the</strong> government’s ec<strong>on</strong>omic policies and had examined <strong>the</strong> disappearanceof oppositi<strong>on</strong> politicians.
