THE PORT COMMUNITY FINALISES THE CONTAINER
GOODS SERVICE QUALITY GUIDE
In order to optimise port activity,
Bilbao’s port community
is drawing up its second service
quality guide. After finalising the
quality guide for conventional
goods, it has drawn up the one
for container goods in order to
establish joint action procedures
that guarantee the client a good
overall service, identify and propose
solutions to the critical points
that hinder the execution of
each process and provide with a
document serving as a basic staff
training tool.
Representatives of all the
agents involved in the passage of
containerised goods through the
port of Bilbao have taken part, led
by Uniport, in this goods service
quality guide, which will be finalised
in September.
TRAFFIC IS AROUND 15.6
MILLION TONS
Between January and May, traffic
at the Port of Bilbao reached
the figure of 15.6 million tons,
16.8% less than the same period
in the previous year due to the
impact of the economic crisis.
According to data from the
Bilbao Port Authority, bulk liquid
products still account for
the largest share, at over 9.5
million tons, followed by containerised
cargo at 2.5 million,
solid bulk cargo at 2.2 million
and conventional cargo at 1.4
million tons.
FERTIBERIA OPENS A
FERTILIZER PLANT
The company Fertiberia, leader
in the fertilizers sector in Spain
and one of the main producers
in the EU, has started work at its
fertilizer and/or general forage
cereals transformation and storage
plant at the port of Bilbao.
It has 21,000 m 2 on Dock AZ-1.
The investment made is five million
euros and it plans to move
150,000 tons per year.

Refinery, regasification plant,
chemical products, biofuels and
wind energy. All this traffic cohabits
in the industrial zone of the
port of Bilbao and makes it the
biggest energy-industrial complex
on the Cantabrian coast.
Bilbao is in fact the main
Spanish port in liquid energy
bulk goods. Last year, 8.8
million tons of these goods
passed through its facilities,
this accounting for 23% of its
total traffic.
The enlargement projects
carried out by the Bilbao Port
Authority since 1992 have
created a retail area and also
an industrial area of over half a
million m 2 , which houses more
than half a dozen highly competitive
companies.
The longest-standing company
in this zone is Petróleos
del Norte (Petronor), part of
the Repsol-YPF Group. The refining
plant is situated 5 kilometres
away from the port and
is connected to its facilities
via a pipeline. It is supplied
by imported crude that arrives
via the maritime terminal this
company has at the port Bilbao,
with three berths on the Punta
Lucero dock together with other
three berths on the nearby pier.
Ships of up to 30-metres draft
and 500,000 DWT, without length
or beam restrictions, can call
at its facilities. The company
processed 10.8 million tons in
2008.
Still with hydrocarbons, the
Basque petroleum product distribution
company Esergui has
just completed the enlargement
of its terminal’s capacity, adding
two tanks of 35,000m 3 capacity
each thanks to an investment
of 9.3 million euros. This has
raised its diesel and petrol storage
capacity to 220,000m 3 ,
this representing an increase of
almost 50%. Last year it moved
1,100,000 m 3 , almost all imports
originating from Northern
THE PORT OF BILBAO, THE BIGGEST INDUSTRIAL
ENERGY HUB ON THE CANTABRIAN COAST
At the beginning of 2007,
Compañía Logística de Hidrocarburos
(CLH), leader in the
transportation and storage of
petroleum products, increased
its presence in the North
zone with the opening of a
125,000-m 2 plant in the port of
Bilbao, representing an investment
of over 67 million euros,
with a total storage capacity
of 209,000 m 3 , distributed between
17 tanks.
Gas traffic
Furthermore, since 2003
gas has become a regular traffic
at the port of Bilbao due
to the opening of the Bahía
de Bizkaia Gas-BBG regasification
plant, which is today
the second most used plant
in the Spanish gas network.
Its facilities are authorised to
take Q-Max type gas tankers.
The company is waiting for the
definitive decision to build a
third storage tank, which would
increase the plant’s capacity
from the current 300,000 LNG
up to 450,000.
Next to it is the Bahía de
Bizkaia Electricidad combined-cycle
power plant, which
uses BBG’s facilities to receive
the gas that arrives by sea. It
has an installed power of 800
MW.
Renewable energies
In March the port of Bilbao’s
first two biofuel plants started
operating: that of Biocombustibles
de Zierbana, which
invested 50 million euros, and
that of Bunge Ibérica, partly
owned by the company Acciona
Biocombustibles, whose budget
comes to 25 million euros. The
two plants together will produce
a traffic of 400,000 tons of
biofuel per year.
As far as wind energy is concerned,
the Punta Lucero dock
has housed five wind turbines
since 2006, run by the company
Renovables El Abra, of the
Acciona Group, which required
an investment of 11 million
euros and occupies a surface
area of 1,580 m 2 , which produce
10 megawatts of energy.
Quality control
The competitiveness of the
Punta Lucero zone’s energy
terminals is reinforced by
SGS Española de Control. Its
laboratory is situated right in
the industrial zone, which enables
it to minimise its response
times and speed up the start of
the unloading of the ship, once
the appropriate controls have
been carried out and certificates
drawn up.
TEPSA ENLARGES ITS STORAGE CAPACITY
UP TO 315,000 M 3
TEPSA was the pioneer in building a reception plant in the
port of Bilbao in 1968. The Terminal was moved in 1994 from
Santurtzi to its current location in the district of Zierbena,
demonstrating its keen interest in developing the activity.
Now it has extended its facilities again, with the setting up of
thirteen new tanks and a new offices building. From its initial
50,000m 3 of storage space, the firm has increased this in June
to 315,000m 3 . TEPSA has increased more than six-fold over the
last ten years.
TEPSA’s corporate purpose is the reception, storage and reshipping
(via truck – pipeline – ship) of liquid products classified
into three managing categories: chemical products, petroleums
and biofuels, on third-party account. The terminal has the
capacity to move over 2.5 million tons a year. The greater part
corresponds to the importing of oil products, although it also
includes the outsourcing service, involving other companies in
a kind of integrated management model.
To meet all kinds of demands, the facility has various Customs
and Tax categories assigned to it. It is an ADT (Temporary
Deposit Warehouse), a LAME (Premises for Export Goods), a
Hydrocarbon Tax Warehouse and a DDA (Warehouse other than
Customs Warehouse) type A. In line with its physical growth,
the Bilbao terminal has taken the leading role in important
events, such as the link-up with the refinery (Petronor), being
the first terminal to be linked directly to the national pipeline
network and, recently, its connection with the biofuels factories
situated in the port of Bilbao.

Furthermore, as set out in
its Strategic Plan, it is working
to enlarge the hinterland of the
port of Bilbao. This has included
the analysis seminar day held in
respectively.
Transfennica, a company
of the Spliethoff group, has
announced the addition, as
of 15 September, of a third
con-ro ship to its service
between Bilbao and the Belgian
