<strong>and</strong> c<strong>on</strong>tradicti<strong>on</strong>s related to local cultural development <strong>and</strong> <strong>the</strong> promoti<strong>on</strong> <strong>of</strong>creativity can be pragmatically explored. Can EU engagement <strong>in</strong> Ukra<strong>in</strong>e’s culturalsector <strong>and</strong> that <strong>of</strong> <strong>the</strong> o<strong>the</strong>r countries stimulate debate <strong>and</strong> identify priority needsthrough facilitat<strong>in</strong>g <strong>in</strong>clusive dialogues with all <strong>the</strong> ‘cultural’ stakeholders? If thisearly stage <strong>of</strong> <strong>the</strong> EAP Culture Programme has identified anyth<strong>in</strong>g clearly it is that<strong>the</strong> need for <strong>the</strong> ma<strong>in</strong> focus <strong>of</strong> local cultural policies at nati<strong>on</strong>al, local/regi<strong>on</strong>al,<strong>and</strong> municipal levels to be <strong>on</strong> <strong>the</strong> climate <strong>and</strong> c<strong>on</strong>text for <strong>culture</strong> <strong>in</strong> order torelease <strong>the</strong> evident human, cultural, <strong>and</strong> social ‘capital’ that so obviously exists <strong>in</strong><strong>the</strong> EaP countries but which is sometimes suffocat<strong>in</strong>g <strong>and</strong> at present cannot beharnessed to modernizati<strong>on</strong> <strong>and</strong> development agendas. Also, vitally important isrecogniti<strong>on</strong> that <strong>the</strong> <strong>in</strong>dependent civil society organizati<strong>on</strong>s sector <strong>and</strong> <strong>the</strong> private/commercialsector <strong>in</strong> all <strong>the</strong> countries are weak, while <strong>the</strong> state/public sector(i.e. <strong>the</strong> M<strong>in</strong>istries <strong>of</strong> Culture) cannot c<strong>on</strong>tribute mean<strong>in</strong>gfully to modernizati<strong>on</strong><strong>and</strong> development agendas unless it can develop a nati<strong>on</strong>al strategic partnershipwith streng<strong>the</strong>ned <strong>in</strong>dependent/NGO <strong>and</strong> private/commercial sectors.Unquesti<strong>on</strong>ably <strong>the</strong>re is c<strong>on</strong>siderable benefit for both <strong>the</strong> EU Member States<strong>and</strong> for Ukra<strong>in</strong>e if <strong>the</strong> volume, level, <strong>and</strong> degree <strong>of</strong> sophisticati<strong>on</strong> <strong>of</strong> culturalcooperati<strong>on</strong> can be significantly enhanced. EU Member States’ positive experience<strong>in</strong> areas such as CCIs (cultural <strong>and</strong> creative <strong>in</strong>dustries), cultural leadershipdevelopment <strong>and</strong> advocacy to promote <strong>culture</strong>, <strong>and</strong> cultural development asa ‘cross-cutt<strong>in</strong>g issue’ may be relevant <strong>and</strong> helpful to Ukra<strong>in</strong>e if it can be effectivelyused. EU experience <strong>in</strong> cultural research is ano<strong>the</strong>r potentially important area. Theneed for more targeted policy-oriented research related to <strong>the</strong> c<strong>on</strong>text/climatefor cultural creati<strong>on</strong>, promoti<strong>on</strong>, provisi<strong>on</strong>, transmissi<strong>on</strong>, access, <strong>and</strong> participati<strong>on</strong>is needed <strong>in</strong> Ukra<strong>in</strong>e <strong>and</strong> elsewhere to replace what is <strong>of</strong>ten still Soviet-stylebureaucratic descriptive, ra<strong>the</strong>r than analytical, statistics, <strong>and</strong> <strong>in</strong>formati<strong>on</strong> <strong>of</strong>limited or dubious strategic plann<strong>in</strong>g <strong>and</strong> management use.It is too early to beg<strong>in</strong> evaluat<strong>in</strong>g <strong>the</strong> Eastern Partnership Culture Programme<strong>and</strong> even later it is go<strong>in</strong>g to be a questi<strong>on</strong> <strong>of</strong> <strong>the</strong> extent to which Ukra<strong>in</strong>e <strong>and</strong><strong>the</strong> o<strong>the</strong>r countries are able to absorb <strong>and</strong> make use <strong>of</strong> its potential.
