Inaddition, the coping strategies adopted by operators make it difficult to arrest them.Narrative reports in Nutakor and Marfo (2009) indicate that many CSM operatorswork at night, making it dangerous for community members to confront them. Insome instances, even though local people know who the operators are within thecommunity, forestry officials and the police are said to tacitly refuse to use informationfrom community members. 11 Some local people said that this frustrated theirefforts to protect the resources in their forests (Nutakor and Marfo 2009).
