This information includes:• Spill response tactics in a variety of conditions and seasonal variations.• Maps of resources at risk from a spill.The Technical Manual is generally applicable to all operators on the North Slope. Facilityspecificinformation is provided in operator oil discharge prevention and contingency plans.The information provided in this manual, in conjunction with the individual operator contingencyplans, is intended to meet the requirements of Alaska Department of EnvironmentalConservation spill planning regulations (18 AAC 75).There are always variables beyond the control of any response organization that affectresponse performance. These variables include personnel safety considerations, weather,visibility, sea conditions, location of spill, type of oil spilled, rate of discharge, condition of theequipment or facility causing the spill, and for a vessel, position of discharging vessel andcondition of remaining cargo. In addition, site-specific conditions such as the amount andtype of wildlife and sea mammals in or around the site, or the amount and nature of debrispresent, could interfere with response performance. Accordingly, it is not possible to guaranteeresponse performance in exact accordance with the estimates, strategies or scenarios presentedin this Technical Manual for planning purposes. For example, the safety of employees,contractor personnel, government representatives, and the public is of paramount importanceand will override all other considerations in response operations.ACS Tech. This team was formed in the spring of 1997 in responseto the concerns of both agencies and industry that spill response capability for the North Slope needed tobe re-evaluated in light of proposed new offshore development such as Northstar and Liberty. Also, bothagency and industry felt that industry should develop a unified North Slope response plan under the auspicesof Alaska Clean Seas. The Project Team was supported by the Tactics Team, consisting of technicalrepresentatives from agencies and industry. The Project Team developed nine scenarios covering a varietyof spill situations, conditions, and seasons. The Tactics Team used the scenarios to develop tactics, whichbecame the basis for the tactics descriptions in the Technical Manual.This manual contains descriptions of the tactics that Alaska Clean Seas can use to respond to a spill. Thismanual is not intended to present all possible tactics for spill response. The tactics presented have beendeveloped by ACS operations personnel and are the tactics they are prepared to use. Other tactics may beadded, and these tactics revised as appropriate based on operational experience.The tactics are designed to be used as building blocks for ACS member companies to develop facility-specificresponse scenarios in their contingency plans and for responders to develop response strategies for trainingand for spills. The technical information can be used to prepare a scenario that demonstrates the ability torecover the facility’s response planning standard (RPS) volume in 72 hours — the key requirement of AlaskaDepartment of Environmental Conservation contingency plan regulations.S.
