5.2 What are others doing to tackle similar problems?A short benchmarking exercise was undertaken to understand how some other localauthorities have dealt with retailing within their Core Strategies. This was achieved througha random internet search.Sheffield - Identify the strengths and weaknesses of each option identified.Options include say just office development in city centre or office development anywhereMaldon – Retail appears in appears in Generic development issues and options. Within thesame paper the first section is ‘Strategic Issues and Options’ which is preceded by a spatialportrait of the area. This section deals with issues such as restricting out-commuting,increasing skills of the workforce, increasing access to the wider community, making publictransport more attractive, and establishing the retail hierarchy. The more genericdevelopment issues and options deal with the capacity for convenience and comparisongoods, response to a low retail turnover, car parking, shopping mix, restaurants and eateriesand the retail future of the smaller centres.Suffolk coastal have proposed a ‘preferred’ option and then proposed other alternativeoptions. They have further asked if there are any further options that should be pursued. Itprovides an objective and then asks if there are any other retail issue that should beaddressed?East Cambridgeshire have put together a three page summary for retail which explains thebackground to the district and the policy requirements, It then asks whether the LDF shouldprotect the shopping function in market towns, prevent shops etc from closing, or allowunrestricted change of use.Bradford metropolitan have used the Topic paper approach.
