9.0 SUBMISSION OF BIDS A. Method of preparation and submission of bid: A.1 Bid for each tender should be submitted in Three envelops placed inside a main cover. These envelops should contain the following: Envelope Marked on the Cover Contents of Envelop First Bid Security 1. The cost of Tender form in the form of D/D payable to Accounts Officer O/o Dy.G.M.(Trans. Mtce.) WTR. Jabalpur if downloaded from website. 2. EMD Second Qualifying Bid / 1. All Tender Documents except Annexure F and Technical Bid supporting documents. Third Financial Bid 1. Annexure F only. On all envelopes the name “Bid Security”, “Qualifying Bid / Technical Bid” or “Financial Bid” must be clearly mentioned. The name & address of the firm should be clearly mentioned on the envelops. The three envelops should be properly sealed (with sealing wax/ PVC tape) on all the openings. These envelopes are to be placed inside an outer envelope and properly sealed (with sealing wax/ PVC tape on both side and middle openings). The tenders which are not submitted in above-mentioned manner will be rejected. A.2 All envelopes (3 inner & 1 outer) must bear the following: Tender for "BSNL SERVICES” Under DE TM-I, Jabalpur” as the case may be. A.3 The tenderer is bound to all terms, conditions & specifications as detailed in the Tender documents. A.4 Any tender with conditions other than those specified in the tender documents is liable to be summarily rejected. No modification by the contractor in any of the conditions will be permitted after the tender is opened. A.5 Tenders should be dropped in person in the tender box placed in the office of DE TM-I, Jabalpur before the closing (date & time) of tender as mentioned in the Tender Form. The slit of the tender box will be sealed immediately after the specified time for receipt of tender. Any tender presented in person after the sealing of box will not be accepted by the DE TM-I, Jabalpur or by any of the subordinates or will not be allowed to be deposited in the tender box. A.6 Postponement of Tender opening: Whenever it is considered necessary to postpone the opening date of tender / Tenders, the decision will be put-up on the notice board at least one day before the original date of opening. No correspondence in black and white or in other way will be done with the tenderers who have purchased the tender documents. If the date of opening of bids is declared as holiday, the bids will be opened on the next working date at the same time and venue. Tender BSNL SERVICES Signature of the Bidder Seal of the Firm 4
10. LATE BIDS: Tenders will not be accepted after the specified time of closing of the tender and the same shall be rejected and returned unopened to the bidder. It is sole responsibility of the tenderer that he should ensure timely submission of tender. BID OPENING AND EVALUATION: 11. OPENING OF BIDS BY THE DEPARTMENT: 11.1 The Tender Opening Committee shall open the bids in the presence of bidders or their authorized representatives who choose to attend, on due date and time. The representatives who have the authority letter dully signed and stamped by the by bidders will be allowed to be present during the Tender opening. The bidder’s representatives, who are present, shall sign an attendance register. 11.2 The Bids will be opened in the following manner: 11.2.1 The Tender Opening Committee will count the number of bids and assign serial numbers to the bids. For example, if 10 tenders have been received the bids will be numbered as1/10, 2/10 etc. All the members will put their initial on the outer envelopes of all the bids with date. 11.2.2 The envelopes containing the tender and not properly sealed, as required vide para-9 above shall not be opened and shall be rejected. 12. Security Deposit: The successful tenderer will have to deposit the security amount as indicated in NOTICE INVITING TENDER in the form of Bank Demand Draft / Cash / Bank Guarantee payable to Accounts Officer O/o DGMM WTR.
