A <strong>History</strong> <strong>of</strong> <strong>School</strong> <strong>Design</strong> <strong>and</strong> <strong>its</strong> <strong>Indoor</strong> Environmental St<strong>and</strong>ards, 1900 to Today<br />

It was also during this time in the 1930s that growing<br />

attention was focusing on the need to st<strong>and</strong>ardize school<br />

facility management <strong>and</strong> construction. This decade saw<br />

the creation <strong>of</strong> the <strong>National</strong> Council on <strong>School</strong>house<br />

Construction which would become today’s Council <strong>of</strong><br />

Educational Facility Planners International, a trade group<br />

for those who design <strong>and</strong> maintain school buildings. The<br />

1930s also produced interest in the psychological effects<br />

<strong>of</strong> school buildings, as open plan school designs<br />

were focusing more on the importance <strong>of</strong> child-centered<br />

design. Essentially, the movement spurred the need for<br />

research, as was mentioned by Holy, in the fi rst <strong>of</strong> a set<br />

<strong>of</strong> regularly published reports on The Needed Research<br />

in the Field <strong>of</strong> <strong>School</strong> Buildings, saying, “[p]erhaps most<br />

people would agree that there is a relationship between<br />

the quality <strong>of</strong> the school plant <strong>and</strong> the character <strong>of</strong> the<br />

educational program, but little evidence <strong>of</strong> this relationship<br />

is available” (Holy, 1935, p. 408).<br />

There were fewer signifi cant strides made in the development<br />

<strong>of</strong> indoor environmental quality (IEQ) st<strong>and</strong>ards<br />

during this era, roughly due to the depression <strong>and</strong> the<br />

diffi culties the building industry was going through at<br />

that time due to economic problems <strong>and</strong> then the start <strong>of</strong><br />

World War II. However, signifi cant changes were about<br />

to hit, as the nation (<strong>and</strong> indeed, the world) emerged from<br />

the war in 1945.<br />
