User Manual for COSAOVERVIEWChapter – 1 IntroductionThe <strong>Finance</strong> <strong>Department</strong>, Government of West Bengal is responsible formanagement of finances of the State Government. It is concerned with alleconomic and financial matters affecting the State as a whole includingmobilization of resources and allocation of resources for infrastructuraldevelopment, social welfare, human development and administrative purposes.The major functions and activities of the <strong>Finance</strong> <strong>Department</strong> are budgeting andpreparation of the Annual Financial Statement, approval of schemes pertaining tovarious <strong>Department</strong>s, monitoring of expenditure, facilitating collection of taxesthrough the Directorates under its administrative control, administration ofTreasuries, Institutional <strong>Finance</strong> and internal audit of Government <strong>Department</strong>s.The <strong>Department</strong> also keeps a watch on current economic trends at the national andinternational levels.National Informatics Centre (NIC) is a premiere S&T organization of theGovernment of India in the field of Informatics Services and InformationTechnology (IT) applications, and has been instrumental in steering Informationand Communication Technology (ICT) applications in Government <strong>Department</strong>s atCentral, State and Districts in government services, wider transparency ingovernment functions, and improvement in decentralized planning andmanagement. To facilitate this, NIC has established nationwide ICT Network-NICNET-with gateway nodes in Central Government <strong>Department</strong>s, 35 State/UTSecretariats, and in almost all 602 district Collectorates for IT services. TheGovernment has designated the nation-wide Computer-Communication Network,NICNET, as the Government Network. The Organizational set up of NICencompasses its Headquarters at New Delhi, State Units in all 28 State capitals and7 Union Territory Headquarters and District centers in almost all the Districts ofIndia. The Organization employs a large pool of efficient technical manpower. Atthe State level, the NIC State Units provide informatics support to their respectiveState Government and at the District level; The NIC District Centers provideeffective Informatics support to the Development, Revenue and Judiciaryadministration of the District.COSANational Informatics Centre Page 5 of 277
