Offices of DDOs may connect State Data Centre to performsalary accounting related activities using COSA.SALIENT FEATURESComputerization of Salary Accounts (COSA) has been developed as a low-costWindows based Desktop Application for implementation in the State Governmentoffices after a series of meetings with the Finance Department, Government ofWest Bengal and the officials of the AG, West Bengal. The minimum requirementfor its implementation is just a Personal Computer with MS Windows 98 or, higherversion pre-loaded. The highlighting feature of COSA is that it neither needs anyDBMS to be installed in the user machine nor any sort of Programming/ReportingSoftware tool and hence proved to be a cost-effective solution in conformation withthe policy of NIC in implementing E-Governance in the State Government Offices.COSA is provided free of any charge to the user departments with necessarytraining for its successful implementation. Besides, COSA has incorporated theHead-of-Accounts concept in the Salary Accounts for integration with the TreasurySoftware and State Budget Software. New Performa for the Computerized Pay Billshas been devised by NIC in consultation with the Finance Department which hasalready been approved by the AG, West Bengal.COSANational Informatics Centre Page 7 of 277
