JOHNSON COUNTY COMMUNITY COLLEGEMANAGEMENT COMMITTEEMAY 11, <strong>2010</strong>REPORTMA-18 RESOLUTIONS AUTHORIZING SIGNATORIESAt the April 29 <strong>meeting</strong>, the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> approved the establishment <strong>of</strong> a contractfor banking services with UMB Bank. With the designation <strong>of</strong> UMB Bank as an <strong>of</strong>ficialdepository bank for college funds, it is necessary to approve Resolutions AuthorizingSignatories for these accounts.RECOMMENDATION:It is the recommendation <strong>of</strong> the Management Committee that the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>accept the recommendation <strong>of</strong> the college administration to approve the ResolutionsAuthorizing Signatories for the fiscal Year <strong>2010</strong> as shown on the following pages <strong>of</strong>the board <strong>packet</strong>.1

Management Committee<strong>May</strong> 11, <strong>2010</strong>REPORT:Furniture, Bid No. 10-286Bids were opened at 2:00 p.m. on <strong>May</strong> 3, <strong>2010</strong>, for the purchase <strong>of</strong> furniture. Thispurchase includes delivery and installation <strong>of</strong> 33 tables <strong>of</strong> various sizes, 130chairs/lounge seats, two easels, and three filing cabinets in COM 252 and 260, as well asthe COM third floor conference and lounge area, which is currently under renovation.This purchase will be funded through a reallocation <strong>of</strong> Postsecondary EducationalInstitution Infrastructure Finance Program (P.E.I.) funds. Some projects were previouslyfunded utilizing capital outlay funds. Subsequently, expenditures have been approvedand reclassified as P.E.I. Finance Program expenditures, thus allowing capital outlayfunds to be utilized for this purchase.Following the bid opening, Mitch Borchers, executive director, Procurement Services;Dennis Kuder, senior buyer, Procurement Services; and Robyn Albano, interior servicescoordinator, Facilities Planning, reviewed the bids.Six vendors were invited to bid, and the bid was advertised in a local newspaper. LEARNING QUALITY COMMITTEEMINUTES<strong>May</strong> 3, <strong>2010</strong>The Learning Quality Committee met at 8:00 a.m. on Monday, <strong>May</strong> 3, <strong>2010</strong>, in the Robert F.Lytle Conference Room. Those present were: Bill Osborn; Carmaletta Williams; CsillaDuneczky; Dana Grove; Denise Moore; Dennis Day; Diana Ryan; Don Weiss; James Leiker;Jason Kovac; Jerry Cook; Julie Haas; Marilyn Rhinehart; Ralph Juhnke; Rick Moehring; RuthRandall; Sandra Warner; Terri Schlicht, recorder; Terry Calaway; and William McFarlane.LQ3: Floriculture Program HighlightsDiana Ryan, Assistant Pr<strong>of</strong>essor, presented to the Learning Quality committee an overview <strong>of</strong>the Floriculture Certificate program at <strong>JCCC</strong>. Included in her presentation was a description <strong>of</strong>the basic and elective course curriculum. Diana summarized the Floriculture Certificate programas being designed to prepare students with the knowledge and job skills necessary foremployment in the Floriculture industry. On the other hand, the Floral Design Entrepreneurshipcertificate program prepares students to realize their entrepreneurial dream <strong>of</strong> opening their ownbusiness in the floral design industry.She shared that the students in the Floriculture Certificate program participate in preparingarrangements for department banquets and have also partnered with the Pastry Program in theFriday sales <strong>of</strong> pastries and floral arrangements. Additionally, the Floriculture club <strong>of</strong>fers flowerarrangements for sale on Valentines’s Day, Thanksgiving and Mother’s Day to raise money forscholarships. Diana informed the committee, that <strong>JCCC</strong>’s Floriculture/Floral Design program isthe only one <strong>of</strong> its kind in the State <strong>of</strong> Kansas, and that since the program’s inception in the fall<strong>of</strong> 2008, enrollment has steadily increased.LQ10: Coordination <strong>of</strong> Institutional InitiativesDr. Grove informed the committee that during a weekly President’s cabinet <strong>meeting</strong>, institutionalinitiatives were discussed. As a result <strong>of</strong> those discussions, Dr. Grove was challenged to developa graphic to illustrate the alignment and coordination <strong>of</strong> those initiatives. The graphic waspresented at the April 23, <strong>2010</strong> Strategic Planning <strong>meeting</strong> and is shown below.11

He added that through his experiences as an AQIP peer reviewer and throughhis conversations with other League for Innovation schools, he has ascertained that the highachieving institutions all have multiple initiatives and rely heavily on data and evidence tomeasure and strive for continuous quality improvement. Dr. Grove reported that <strong>JCCC</strong>’s goaltargets and potential projects are being identified, and once number targets have been clarified,benchmarking will begin. Assessment will be continuous, and those metrics will be published onthe web.LQ3: CurriculumRuth Randall provided a summary <strong>of</strong> the curriculum brought forward. New course additionswere reviewed and discussed.Bill Osborn provided a summary <strong>of</strong> the cooperative renewal agreements with the MetropolitanCommunity College District. He reported that during the Fall 2009 term, approximately 88MCC students attended <strong>JCCC</strong> while 41 <strong>JCCC</strong> students attended MCC.Other:The next Learning Quality Committee <strong>meeting</strong> is scheduled to occur on Monday, June 7, <strong>2010</strong> at8:00 a.m. in the Lytle Room, GEB 141.12

She gave an overview <strong>of</strong> the planned audit procedures.External Audit Engagement LetterThe committee reviewed the arrangements letters for services to be performed by McGladrey &Pullen, LLP for the audits <strong>of</strong> <strong>Johnson</strong> County Community College and the <strong>Johnson</strong> CountyCommunity College Foundation. The committee agreed to bring forward a recommendation torenew the contract for an additional year consistent with the terms <strong>of</strong> McGladrey & Pullen,LLP’s original proposal and fee structure.RECOMMENDATION:It is the recommendation <strong>of</strong> the Audit Committee that the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> accept thecollege administration’s recommendation to renew the contract for annual financial auditservices for the college’s fiscal year ending June 30, <strong>2010</strong> with McGladrey & Pullen, LLP atan amount not to exceed $88,505.00Active Directory AuditMr. Manske, Partner Grant Thornton presented the findings and recommendations <strong>of</strong> the ActiveDirectory Controls Assessment Audit. The scope <strong>of</strong> this audit primarily dealt with security <strong>of</strong>13


the Active Directory Architecture, including related policies and procedures and technicalconfigurations. The committee also discussed the management action plans provided byInformation Services.Update on current /planned audits and other activitiesRed Flag Rule Update Compliance Management:Ms. Vogler discussed the compliance initiative regarding the Red Flags rule. She is working withthe individual departments to assist them in developing customized plans for their operations toensure requirements with the act. She provided the committee with an example departmentalcompliance plan for their review.Other Projects Update:Ms. Vogler presented a quarterly update <strong>of</strong> other projects that Internal Audit Services has beenworking on including copy machine security, unrelated business income review, enterprise riskmanagement and records retention program development.Foundation Accounting:Ms. Konecny updated the committee on the Foundation the preparation and filing <strong>of</strong> the IRSForms 990 and 990T. These forms will be presented to the Foundation Executive <strong>Board</strong> forapproval on <strong>May</strong> 11, <strong>2010</strong> and will be filed shortly thereafter.Information Services Audits – Touchnet Services Audit:Ms. Vogler reported that a Touchnet Services audit is currently being planned. She is workingwith <strong>JCCC</strong> staff and representatives from Touchnet Information Systems to review their SAS70audit report in order to assist in scoping this audit.Audit Recommendation Follow-upMs. Vogler shared updates on the status <strong>of</strong> prior audit recommendations made and answeredquestions.<strong>JCCC</strong> Ethics Report Line UpdateThe following summary data from the <strong>JCCC</strong> Ethics Report Line was discussed:Between February 13, <strong>2010</strong> and April 30, <strong>2010</strong>, nine reports were received via the <strong>JCCC</strong> EthicsReport Line.In three <strong>of</strong> those cases, the reporter wished to remain anonymous.All <strong>of</strong> the cases were received via the internet.Four cases were entered by a <strong>JCCC</strong> staff member on behalf <strong>of</strong> another individual.Of the 9 issues reported, as <strong>of</strong> April 30, <strong>2010</strong>:‣ Four cases were reviewed and appropriately addressed‣ Five cases are currently in process in Human ResourcesOf all cases previously reported as in process, all have been addressed14

The<strong>Board</strong> Management Committee discussed and recommended budget guidelines to the <strong>Board</strong> <strong>of</strong><strong>Trustees</strong> to provide a framework for the building <strong>of</strong> the FY <strong>2010</strong>-11 budget. These guidelineswere considered and adopted by the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> at the November 19, 2009 <strong>meeting</strong>. Theguidelines are as follows:Unencumbered Cash BalancesUnencumbered cash balances will be maintained in accordance with board policy 210.07.Changes to Staffing Authorization TableThere will be no new full time faculty and staff positions. There may be a reduction <strong>of</strong> positions anda freeze <strong>of</strong> vacant positions, excepting those deemed mission critical.Staff to Recommend Budget PrioritiesCollege staff will recommend budget priorities to the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> for consideration within theframework <strong>of</strong> these assumptions. The Institutional Planning process will establish priorities withinthe framework <strong>of</strong> these guidelines.Base BudgetsThe FY 2009-10 budgeted expenditure amounts in the various college funds will not necessarilyserve as base budgets for the various college funds in the FY <strong>2010</strong>-11 budget. There will be effortsto identify where reductions <strong>of</strong> expenditure budgets or reallocation <strong>of</strong> budget amounts may be made.Assessed Valuation and EnrollmentThe FY <strong>2010</strong>-11 budget will be prepared on the assumption that the county’s assessed valuation willdecrease by 5% to 7% . College staff will update the <strong>Board</strong> <strong>of</strong> Trustee’s Management Committeethroughout the year on the latest available information on the county’s assessed valuation. Students will examine the ethnic, social, economic, religious,artistic, and geo-political influences shared by the inhabitants <strong>of</strong> these regions.The indigenous sedentary and nomadic populations located along the SilkRoad and Eurasian Steppe were repeatedly subjected to conquest by thesuperior military powers that competed for domination <strong>of</strong> these trade arteries.Students will trace the succession <strong>of</strong> cultural influences that swept over theareas. Students will conclude their study with an examination <strong>of</strong> the post-Soviet development <strong>of</strong> these regions, investigating how these peoples definethemselves within the modern nation-state system.
