It has been decided<strong>to</strong> hold the written test for promotion of Workmen from Subord<strong>in</strong>ate Cadre <strong>to</strong>Clerical Cadre on 30.10.2011.2. ELIGIBILITY CRITERIA: Applications are hereby <strong>in</strong>vited from employees <strong>in</strong>Subord<strong>in</strong>ate Cadre, <strong>in</strong>clud<strong>in</strong>g Part Time employees <strong>in</strong> Subord<strong>in</strong>ate Cadredraw<strong>in</strong>g full scale wages fulfill<strong>in</strong>g the eligibility criteria as given below forpromotion <strong>to</strong> Clerical Cadre:-A. The applicants should fulfill the criteria of educational qualification andexperience as under, as on the last date of receipt of application i.e.30.9.2011 as per provisions of Settlement dated 18.08.2011 circulatedvide PAD Circular No.53 dated 19.8.2011:-S.No. EDUCATIONAL QUALIFICATIONS EXPERIENCE1. In respect of Workman employees of erstwhile New Bank of India anderstwhile Nedungadi Bank Limited, the eligibility criteria for determ<strong>in</strong><strong>in</strong>gthe length of service for promotion from Subord<strong>in</strong>ate Cadre <strong>to</strong> ClericalCadre will be determ<strong>in</strong>ed <strong>in</strong> terms of the provision as conta<strong>in</strong>ed <strong>in</strong>relevant Notifications issued by the Central Government.C. An employee <strong>in</strong> the Subord<strong>in</strong>ate Cadre who is punished for GrossMisconduct sh<strong>all</strong> not be eligible <strong>to</strong> be considered for promotion <strong>to</strong>Clerical Cadre for a period of 2 years succeed<strong>in</strong>g the date of orderimpos<strong>in</strong>g the punishment.D. An employee <strong>in</strong> the Subord<strong>in</strong>ate Cadre who has been either placed undersuspension or aga<strong>in</strong>st whom departmental enquiry for gross misconductis pend<strong>in</strong>g or who has been charge sheeted for gross misconduct, canappear for the <strong>in</strong>terview or sit <strong>in</strong> the written test, as the case may be, butsh<strong>all</strong> not be promoted <strong>to</strong> the Clerical Cadre till he is exonerated of thecharge of gross misconduct.Provided that if he is found <strong>to</strong> be not guilty and he has qualified thewritten test or the <strong>in</strong>terview, as the case may be, he sh<strong>all</strong> be promoted <strong>to</strong>the Clerical Cadre from the date the decision exonerat<strong>in</strong>g him from thecharge of gross misconduct is taken, if a person lower <strong>to</strong> him <strong>in</strong> merithad been promoted.Provided further that <strong>in</strong> case he is punished for gross misconduct, hesh<strong>all</strong> not be promoted <strong>to</strong> the Clerical Cadre and also sh<strong>all</strong> not be eligible<strong>to</strong> be considered for promotion <strong>to</strong> Clerical Cadre for a period of 2 yearssucceed<strong>in</strong>g the date of order impos<strong>in</strong>g the punishment.E. An employee <strong>in</strong> Subord<strong>in</strong>ate Cadre who refuse <strong>to</strong> officiate <strong>in</strong> ClericalCadre or have sought reversion from clerical <strong>to</strong> subord<strong>in</strong>ate cadre sh<strong>all</strong>not be eligible for officiat<strong>in</strong>g as well as promotion <strong>in</strong> Clerical Cadre for 2years from the date of such refusal/ reversion.3. METHOD OF SELECTION:A. For Eligible Graduate Candidates:The method of promotion sh<strong>all</strong> be on the basis of performance of aneligible employee <strong>in</strong> the subord<strong>in</strong>ate cadre <strong>in</strong> the <strong>in</strong>terview. The <strong>in</strong>terviewsh<strong>all</strong> be of 100 Marks and m<strong>in</strong>imum qualify<strong>in</strong>g marks sh<strong>all</strong> be 40 % forthe general candidates and 35 % for the SC/ST candidates.


B. For eligible 10+2 or equivalent/Matriculate and non-Matriculatecandidates:The method of promotion sh<strong>all</strong> be on the basis of performance of aneligible employee <strong>in</strong> the subord<strong>in</strong>ate cadre <strong>in</strong> the Written Test. TheWritten Test sh<strong>all</strong> be of 100 marks and would relate <strong>to</strong> Job test,(compris<strong>in</strong>g of Deposit mobilization schemes, Cus<strong>to</strong>mer service, Retailloan and KYC norms etc), English and Elementary knowledge of CBS.The m<strong>in</strong>imum qualify<strong>in</strong>g marks <strong>in</strong> the written test sh<strong>all</strong> be 40 % for thegeneral candidates and 35 % for the SC/ST candidates.4. RESERVATION:In terms of para 4 of settlement dated 18.08.2011, circulated vide PAD CircularNo.53 dated 19.8.2011, the reservation , if any, for SC/ST and PH employee <strong>in</strong>promotion from subord<strong>in</strong>ate cadre <strong>to</strong> clerical cadre sh<strong>all</strong> be as per theguidel<strong>in</strong>es issued by the Government of India from time <strong>to</strong> time.Presently the element of direct recruitment <strong>in</strong> clerical cadre <strong>in</strong> our bank ismore than 75% hence there will not be any reservation for SC/ST and PHemployee <strong>in</strong> the current selection process as per extant Govt. guidel<strong>in</strong>es.5. POSTING AFTER SELECTION:The eligible employees <strong>in</strong> the Subord<strong>in</strong>ate cadre who qualify the <strong>in</strong>terview orwritten test as the case may be, will be arranged <strong>in</strong> order of merit and thecandidates <strong>to</strong> the extent of number of vacancies <strong>to</strong> be filled up throughpromotions would be considered for giv<strong>in</strong>g offer of promotion <strong>to</strong> the ClericalCadre as ‘S<strong>in</strong>gle W<strong>in</strong>dow Opera<strong>to</strong>r A’. The graduate eligible candidates,qualify<strong>in</strong>g the <strong>in</strong>terview sh<strong>all</strong> rank senior <strong>in</strong> merit <strong>to</strong> the candidates hav<strong>in</strong>g10+2 or equivalent / matriculate/ non-matriculate qualification qualify<strong>in</strong>g thewritten test. Post<strong>in</strong>g of the candidates approved for promotion sh<strong>all</strong> be made <strong>in</strong>terms of provisions of Settlement dated 18.08.2011 circulated vide PADCircular No.53 dated 19.8.2011. Candidates are therefore required <strong>to</strong> givechoices of 5 circles <strong>in</strong> application, <strong>in</strong> order of preference, <strong>in</strong> addition <strong>to</strong> his/herparent circle, for consideration of post<strong>in</strong>g, subject <strong>to</strong> vacancies.6. GENERAL INSTRUCTIONS:a) Employees fulfill<strong>in</strong>g the above eligibility criteria who wish <strong>to</strong> apply forconsideration of their promotion from Subord<strong>in</strong>ate Cadre <strong>to</strong> ClericalCadre should apply onl<strong>in</strong>e <strong>in</strong> HRMS. Complete navigation for submitt<strong>in</strong>g theapplication is enclosed. On successful submission of promotionapplication, HRMS will generate an Acknowledgement Number which


should be quoted <strong>in</strong> <strong>all</strong> future communications. It should be noted thatwithout Acknowledgement Number, the onl<strong>in</strong>e application will not besaved and <strong>in</strong> such case the candidate should attempt aga<strong>in</strong> before thelast date prescribed.b) The candidates who are not able <strong>to</strong> submit onl<strong>in</strong>e application <strong>in</strong> HRMSmay submit the complete requisite <strong>in</strong>formation on the proforma enclosedas Annexure ‘A’, <strong>to</strong> their Establishment Incharge/ Incumbent Incharge.The Establishment Incharge / Incumbents Incharge can enter theirapplications <strong>in</strong> HRMS through “Manager Self service” l<strong>in</strong>k. It shouldhowever be ensured by the applicant that his application is entered <strong>in</strong>HRMS with<strong>in</strong> the stipulated time mentioned above. He should note downthe Acknowledgement number generated by HRMS <strong>in</strong> respect of hisapplication.c) All eligible candidates are expected <strong>to</strong> ensure that their employeecategory, educational qualifications and date of jo<strong>in</strong><strong>in</strong>g <strong>in</strong> Subord<strong>in</strong>atecadre are properly recorded <strong>in</strong> HRMS. In case of any deficiency, theyshould take up with Controll<strong>in</strong>g Offices/HO Divisions for updation ofdata along with necessary proofs.d) The applicants are also expected <strong>to</strong> ensure that status of ment<strong>all</strong>yretarded child, if any, has been properly submitted by them <strong>in</strong> HRMSaga<strong>in</strong>st appropriate l<strong>in</strong>k available for the purpose and necessarydocuments <strong>in</strong> support of same have been submitted <strong>to</strong> Circle Office/controll<strong>in</strong>g Division for approval. The cases of only those candidates sh<strong>all</strong>be considered at the time of <strong>all</strong>ocation on promotion, where that status<strong>in</strong> HRMS is approved by the Circle Office/ HO Division/ CompetentAuthority.e) The status of approval of onl<strong>in</strong>e application sh<strong>all</strong> be visible <strong>to</strong> thecandidates after the last date of receipt of application and approval bythe Circle Office/HO Division. Candidates are expected <strong>to</strong> check thesame and take up with Controll<strong>in</strong>g Offices/HO Divisions <strong>in</strong> case of anydiscrepancy.f) For onl<strong>in</strong>e submission of applications, access <strong>to</strong> HRMS will be availablefrom 19.09.2011 <strong>to</strong> 30.09.2011 17:00 hrs. Accord<strong>in</strong>gly, only thoseapplications which are submitted with<strong>in</strong> the stipulated time will be taken<strong>in</strong><strong>to</strong> consideration.g) The eligibility of candidates is <strong>to</strong> be confirmed onl<strong>in</strong>e by the concernedBranch/ Office where the applicant is posted <strong>in</strong> the manner advised <strong>in</strong>the enclosed navigation. This process is <strong>to</strong> be completed by 03.10.2011.


h) Circle Offices and Head Office Divisions are required <strong>to</strong> approve <strong>all</strong> theapplications submitted onl<strong>in</strong>e and confirmed by the branch/ <strong>offices</strong> <strong>in</strong>the manner advised <strong>in</strong> the enclosed navigation. The process of onl<strong>in</strong>eapproval of applications is <strong>to</strong> be completed by 04.10.2011 17:00 HRS.Wherever any correction <strong>in</strong> HRMS records of candidates are warranted(particularly with regard <strong>to</strong> Category/ PH status/ debar details/ dates ofacquir<strong>in</strong>g educational qualifications etc.), the same should be effectedimmediately at Circle Office / HO Division level. In case the correctionsare <strong>to</strong> be got effected from Personnel Adm<strong>in</strong>istration Division, HO, thesame should be taken up with us separately and it should be ensuredthat the corrections have taken place before approv<strong>in</strong>g the applications.i) In case of any difficulty <strong>in</strong> onl<strong>in</strong>e submission of application, confirmationof eligibility at branch/ office level, <strong>all</strong> are requested <strong>to</strong> contact theirCircle /Controll<strong>in</strong>g <strong>offices</strong>.
