3. In terms of clause 9(c) of Settlement signed on 29.10.1998, Reservations orRelaxations/concessions, if any, for Scheduled Caste and Scheduled Tribeemployees <strong>in</strong> such promotions, sh<strong>all</strong> be the same as advised as a policy by theGovt. of India for implementation by the Public Sec<strong>to</strong>r Banks from time <strong>to</strong> time.M<strong>in</strong>istry of F<strong>in</strong>ance(Bank<strong>in</strong>g Division), Govt. of India, New Delhi vide theirletter dated 09.11.2000 have advised that Relaxations/concessions <strong>in</strong> thematter of promotion for candidates belong<strong>in</strong>g <strong>to</strong> SCs/STs by way of lowerqualify<strong>in</strong>g marks, lesser standards of evaluation that existed prior <strong>to</strong>22.07.1997 are now res<strong>to</strong>red.4. As per extant guidel<strong>in</strong>es, an employee who is debarred fromofficiat<strong>in</strong>g/post<strong>in</strong>g as Special Assistant sh<strong>all</strong> also be debarred fromofficiat<strong>in</strong>g/promotion as Officer <strong>in</strong> JMG Scale-I.5. In respect of workman employees of erstwhile New Bank of India theeligibility criteria for determ<strong>in</strong><strong>in</strong>g the length of service for promotion fromClerical Cadre <strong>to</strong> Officer Cadre as well as Priority Marks will be as above readwith Notification dated 8th December, 1993 issued by the Central Governmentwhich reads as under:-"The procedure for computation of years of service rendered <strong>in</strong> the transferorbank for the purpose of determ<strong>in</strong><strong>in</strong>g the m<strong>in</strong>imum length of service forpromotion from Subord<strong>in</strong>ate Cadre <strong>to</strong> Clerical Cadre as also from the ClericalCadre <strong>to</strong> Officer Cadre and also for the purpose of post<strong>in</strong>g <strong>in</strong> the posts carry<strong>in</strong>gspecial <strong>all</strong>owance, sh<strong>all</strong> be computed <strong>in</strong> the ratio of 2:1, that is, two years ofservice <strong>in</strong> transferor bank as equivalent <strong>to</strong> one year of service <strong>in</strong> the transfereebank. For this purpose, <strong>to</strong>tal service <strong>in</strong> the respective cadre of the Workmanemployees, that is, Clerical or sub-staff <strong>in</strong> which the official is placed at thetime of transfer, sh<strong>all</strong> be reckoned but fractions of a month sh<strong>all</strong> be ignored.For example, if a workman employee has rendered two years and n<strong>in</strong>e monthsservice <strong>in</strong> the Clerical/Sub-Staff Cadre, as the case may be, <strong>in</strong> the transferorbank at the time of amalgamation with transferee bank, it sh<strong>all</strong> be reckoned asequal <strong>to</strong> one year and four months service <strong>in</strong> the Clerical or Sub-staff Cadre, asthe case may be <strong>in</strong> the transferee bank."Further, the seniority of employees of erstwhile Nedungudi Bank Ltd. will bedeterm<strong>in</strong>ed <strong>in</strong> terms of HRD Circular No.131 dt 07.02.2003.6. SELECTION PROCEDUREEmployees <strong>in</strong> Clerical Cadre (Except Special Assistants) will be subjected <strong>to</strong>Two Papers of 100 Marks each compris<strong>in</strong>g of:-‐ 2 ‐


PAPER-I-Knowledge of Bank<strong>in</strong>g Rout<strong>in</strong>e, Deposit Mobilisation Schemes, Cus<strong>to</strong>merService, Priority Sec<strong>to</strong>r, Special Credit Schemes, Conventional Loans, LoanDocumentation and Practice & Law of Bank<strong>in</strong>g.PAPER II- Accountancy, Economics and General Knowledge.7. Special Assistants will, however, be required <strong>to</strong> take the First Paper only.(This will be applicable only <strong>in</strong> case of those Special Assistants who are postedas such, on or before the last date prescribed for receipt of applications. Incase of others who are posted as Special Assistants after last date for receipt ofapplications, they will have <strong>to</strong> appear <strong>in</strong> both the papers.)8. The Written Test will be of Objective Type. The Information Handoutregard<strong>in</strong>g the Written Test will be displayed on HRMS Notice Boardseparately. The question paper will be bil<strong>in</strong>gual, i.e. H<strong>in</strong>di and English. Thequalify<strong>in</strong>g marks for General Category candidates will be 40 marks <strong>in</strong> eachpaper and for SC/ST candidates, the qualify<strong>in</strong>g marks will be 30 <strong>in</strong> each paper.9. The process of <strong>in</strong>terview has been dispensed with <strong>in</strong> respect of promotionthrough the process of selectivity through written test as <strong>in</strong>formed vide HRDCircular No.82 dated 23.05.2002. The candidates qualify<strong>in</strong>g the written testsh<strong>all</strong> be awarded marks for qualification and service as under:i) QualificationSl. No.Marksi. For Graduation 06ii. An employee will earn one mark foreach completed year of service up <strong>to</strong> 10 years of service and 1-1/2 marks foreach completed years of service beyond 10 years with a maximum of 25. Leavewithout pay and period of unauthorized absence sh<strong>all</strong> be deducted from <strong>to</strong>tal‐ 3 ‐


length of service only <strong>in</strong> such cases where <strong>in</strong>crements have also been deferredfor such period of leave on loss of pay and/or unauthorized absence.The marks (maximum 25 marks each) for qualification and service are <strong>to</strong> becalculated up<strong>to</strong> the last date of receipt of application i.e. 09.7.2011 as persettlement dated 29.10.1998 read with modifications from time <strong>to</strong> time.10. The f<strong>in</strong>al merit list of the candidates will be prepared on the basis ofaggregate marks obta<strong>in</strong>ed by them, as prescribed <strong>in</strong> the settlement, <strong>in</strong> threeparameters namely written test, Qualification and Service.11. PROBATIONSelected candidates will be on probation for a period of one year.12. GENERAL INSTRUCTIONS:a) Employees who wish <strong>to</strong> apply for consideration of their promotion fromClerical Cadre <strong>to</strong> JMG-I under Selectivity Channel should apply onl<strong>in</strong>e <strong>in</strong>HRMS. It should be noted that withoutAcknowledgement Number, the onl<strong>in</strong>e application will not be saved and<strong>in</strong> such case the candidate should attempt aga<strong>in</strong> before the last dateprescribed.b) All eligible candidates are expected <strong>to</strong> ensure that their educational andprofessional qualifications carry<strong>in</strong>g priority marks for the purpose ofpromotion are properly recorded <strong>in</strong> HRMS. In case of any deficiency, theyshould take up with Controll<strong>in</strong>g Circle Offices/HO Divisions for updationof data along with necessary proofs.c) The applicants are also expected <strong>to</strong> ensure that status of ment<strong>all</strong>yretarded child, if any, has been properly submitted by them <strong>in</strong> HRMSaga<strong>in</strong>st appropriate l<strong>in</strong>k available for the purpose and necessarydocuments <strong>in</strong> support of same have been submitted <strong>to</strong> Circle Office/controll<strong>in</strong>g Division for approval. The cases of only those candidates sh<strong>all</strong>be considered at the time of <strong>all</strong>ocation on promotion, where that status<strong>in</strong> HRMS is approved by the Circle Office/ HO Division.d) The status of approval of onl<strong>in</strong>e application, marks for educationalqualification and length of service <strong>to</strong> be considered for promotion asentered by Circle Office/HO Division <strong>in</strong> the application data sh<strong>all</strong> bevisible <strong>to</strong> the candidates after the last date of receipt of application and‐ 4 ‐


confirm<strong>in</strong>g by the Circle Office/HO Division. Candidates are expected <strong>to</strong>check the same and take up with Controll<strong>in</strong>g Circle Offices/HO Divisionsfor correction, if any required.e) For onl<strong>in</strong>e submission of applications, access <strong>to</strong> HRMS will be availablefrom 01.07.2011 <strong>to</strong> 09.7.2011 14:00 hrs.
