STEEL PRODUCTS & PRICE TRENDICVL <strong>in</strong> f<strong>in</strong>al stages ofacquir<strong>in</strong>g coal block <strong>in</strong>AustraliaISMWSAIL signs strategicMoU with Mongolianm<strong>in</strong>es m<strong>in</strong>istryISMWProgress on Indianprojects still slow:ArcelorMittalISMWInternational Coal Ventures Ltd (ICVL) has submitted a price bid to acquire acok<strong>in</strong>g coal block <strong>in</strong> Australia, <strong>in</strong>dustry sources familiar with the developmenttold ISMW.“ICVL has identified the property and after due diligence has submitted aprice bid, which is slightly on the higher side,” the sources claimed.ISMW, however, could not obta<strong>in</strong> any further detail from the sources.ICVL is a jo<strong>in</strong>t venture company of set up by the mandate of governmentof India with SAIL, Coal India Ltd, RINL, NMDC and NTPC as its promotercompanies. The jo<strong>in</strong>t venture is actively scout<strong>in</strong>g for coal assets <strong>in</strong> targetcountries such as Australia, New Zealand, Mozambique, Indonesia, Canada andUSA.Steel Authority of India Limited (SAIL) signed a Memorandum ofUnderstand<strong>in</strong>g (MoU) with the M<strong>in</strong>istry of M<strong>in</strong>eral Resource & Energy(MMRE) of the Government of Mongolia at Ulaanbaatar, Mongolia f<strong>ore</strong>xplor<strong>in</strong>g bus<strong>in</strong>ess op<strong>port</strong>unities <strong>in</strong> the m<strong>in</strong><strong>in</strong>g and steel sector.The MoU was signed by H.E. Balkhuu Bataa, Director (M<strong>in</strong><strong>in</strong>g & HeavyIndustry), Policy Dept., Govt. of Mongolia, on behalf of MMRE and RakeshKulshreshtha, SAIL Executive Director (Corporate Plann<strong>in</strong>g), <strong>in</strong> the presenceof SAIL chairman C.S. Verma, Jo<strong>in</strong>t Secretary, M<strong>in</strong>istry of Steel U.P. S<strong>in</strong>gh andother delegates from India and Mongolia.Verma said that SAIL is happy to be a partner <strong>in</strong> Mongolia’s economicdevelopment, and commended the Mongolian government for its <strong>in</strong>itiatives <strong>in</strong>develop<strong>in</strong>g its m<strong>in</strong><strong>in</strong>g sector, which will serve to be ‘’crucial drivers of FDI’’ for thecountry, while also meet<strong>in</strong>g the m<strong>in</strong>eral needs of India and other Asian economies.MMRE Vice-M<strong>in</strong>ister Ms Ts Garamajav termed the MoU as a welcome step<strong>in</strong> cooperation between the two countries and hoped that jo<strong>in</strong>t feasibility re<strong>port</strong>could help Mongolia set up a m<strong>in</strong>eral process<strong>in</strong>g <strong>in</strong>dustry.As per the MoU, MMRE will provide <strong>in</strong>formation on iron <strong>ore</strong> and coaldeposits <strong>in</strong> Mongolia to SAIL and will offer options of locations and size ofsteel manufactur<strong>in</strong>g facility for pre-feasibility study. A jo<strong>in</strong>t pre-feasibility studyfor sett<strong>in</strong>g up of m<strong>in</strong>eral process<strong>in</strong>g facility for iron <strong>ore</strong> and coal, both cok<strong>in</strong>gand thermal, <strong>in</strong> Mongolia, and downstream steel mak<strong>in</strong>g facilities for domesticconsumption and trade, will be taken up by MMRE and SAIL.SAIL, on the other hand, will select the best available technology to treatMongolian iron <strong>ore</strong> and coal deposits based on the feasibility study. The MoUenvisages exploration of op<strong>port</strong>unities for <strong>in</strong>vestments to be made by SAILeither <strong>in</strong>dividually or <strong>in</strong> a consortium with other entities to develop m<strong>in</strong>eralprocess<strong>in</strong>g/ steel manufactur<strong>in</strong>g facility <strong>in</strong> Mongolia.ArcelorMittal’s chairman and CEO, Lakshmi Mittal, said he sees littleprospect of the company’s Indian projects mak<strong>in</strong>g progress <strong>in</strong> the next fewyears. The projects are still receiv<strong>in</strong>g regulatory approvals, Mittal said, add<strong>in</strong>gthat progress on the acquisition of land rema<strong>in</strong>s slow.Accord<strong>in</strong>g to media re<strong>port</strong>s, Mittal had told shareholders at ArcelorMittal’sshareholders conference held recently that the company’s Indian projects mightnot be completed for five to 10 years.Contd. on next PgIndia Steel Market Watch 29May 23, 2012
