<strong>Fruita</strong> <strong>City</strong> <strong>Council</strong> <strong>Minutes</strong> 10 <strong>April</strong> 3, <strong>2012</strong><strong>Council</strong>or Fuller noted that the Lower Valley Fire Protection District’s Election would be held onMay 8, <strong>2012</strong>. The process is that people have to go into the Fire Station to get the ballot, fill out theballot and then bring it back to the station. <strong>Council</strong>or Fuller said he sent all the <strong>Council</strong> members alist <strong>of</strong> the candidates as well as a new District map. He said he would get back to the <strong>Council</strong> in afew weeks about when the ballots would actually be available.<strong>Council</strong>or Fuller recalled that last year, there was an Open House at the Fire Station for people tohave an opportunity to meet the candidates as well as the existing members <strong>of</strong> the Board who arebeing retained. It has not yet been scheduled, but <strong>Council</strong>or Fuller said he would report back to the<strong>Council</strong> about the date.<strong>Council</strong>or Fuller stated that he has been talking to several people that drive buses for the SchoolDistrict and they have settled their labor issue. He said he was wondering if there has been bettercommunication between the School District and Grand Valley Transit with regard to possiblyhelping with the bussing <strong>of</strong> students.<strong>Council</strong>or Mascarenas said she was hoping to discuss that at the GVRTC meeting, butunfortunately, it was cancelled.<strong>Council</strong>or Fuller stated that Rural Economic Development is a program that is run out <strong>of</strong> theDepartment <strong>of</strong> Agriculture for home loan purchases. Currently, the <strong>City</strong> <strong>of</strong> <strong>Fruita</strong> is within thedistrict that allows for that financing to take place, which means essentially that people get 100%financing and no mortgage insurance requirement. In October <strong>of</strong> <strong>2012</strong>, because <strong>of</strong> the census datafrom <strong>Fruita</strong>, it is quite possible that the <strong>City</strong> <strong>of</strong> <strong>Fruita</strong> will be carved out <strong>of</strong> the program because thepopulation number is no longer considered rural.<strong>Council</strong>or Fuller said that Mayor Henry sent a letter to Scott Tipton, Scott Tipton in turn sent theletter to the Department <strong>of</strong> Agriculture asking for at least some consideration. He said the programis a valuable one; upwards <strong>of</strong> 40% <strong>of</strong> houses sold in the last couple <strong>of</strong> years in <strong>Fruita</strong> have takenadvantage <strong>of</strong> it. <strong>Council</strong>or Fuller said through the program, people can essentially buy a $300,000home with virtually no money down and it would be a blow to the real estate market in <strong>Fruita</strong> if theprogram is terminated for the community. The current area extends all the way out to the Utahborder.Mayor Henry said that the underwriting criteria are such that once the <strong>City</strong> goes over 10,000 people,they are no longer eligible to participate in the program. A city can be exempted, but for somereason, the <strong>City</strong> <strong>of</strong> <strong>Fruita</strong> was not exempted in the last budget. Firestone is another city that alsowas not exempted.<strong>Council</strong>or Fuller stated that Housing Resources settled with the Hollow Creek Homeowner’sAssociation through arbitration. They have agreed to build a certain number <strong>of</strong> houses with aminimum square footage <strong>of</strong> 1,400 – 1,450 square feet and will go up to 1,600 – 1,700 square feet.There are a little over 30 lots and there is a specific mix <strong>of</strong> the number <strong>of</strong> houses they will build; butmainly they will build the larger houses. Housing Resources has also agreed to put in front yardlandscaping, which is not part <strong>of</strong> their traditional program. <strong>Council</strong>or Fuller called it a goodsettlement for <strong>Fruita</strong> and should move fairly quickly.
<strong>Fruita</strong> <strong>City</strong> <strong>Council</strong> <strong>Minutes</strong> 11 <strong>April</strong> 3, <strong>2012</strong><strong>Council</strong>or Moss said he understood that the homeowners <strong>of</strong> the Hollow Creek Subdivision wouldalso be able to manage their own covenants, so the <strong>City</strong> <strong>of</strong> <strong>Fruita</strong> would not need to be involved.MAYOR HENRYMayor Henry reported that on <strong>April</strong> 10 th , he was invited to be part <strong>of</strong> a presentation to the GreatOutdoors Colorado (GOCO) Board in Denver. He said the GOCO people encouraged an expansion<strong>of</strong> the current application for Phase I <strong>of</strong> the Colorado Riverfront trail which runs from the RedlandsParkway bridge to the Walter Walker Wildlife Area.Mr. Kinney said he recalled that the <strong>City</strong> would be breaking ground in August for Phase II, which isa detached hard-surface trail leading from the Visitor’s Center to 18 ½ Road. Phase III will go from18 ½ Road to hookup with the end <strong>of</strong> Phase I and the moneys are committed to finish it out.Mayor Henry noted that GOCO recognized that the missing trail connection would be from <strong>Fruita</strong>to Loma and the connection to the Kokopelli trail. GOCO encouraged modifications to theapplication to include that, and Mayor Henry said he was making the application when he goes toDenver on <strong>April</strong> 10 th . Steve Aquafresca, Katie Steele and Greg Linza will be going to thepresentation with Mayor Henry.The GOCO Board will be in the area on Friday, <strong>April</strong> 13, <strong>2012</strong> to take a tour <strong>of</strong> the trail and willhold a meeting at the <strong>Fruita</strong> Community Center at 1:30 p.m. They will participate in an electronicflyover from Palisade clear to Loma.9.
