Thesystem has been implemented with clickable| Online Traffic (Current utilization)Monitoring ToolA Multi Router Traffic Grapher (MRTG) webDaily Graph (1 Minute Average)based tool is available, which providesonline data throughput of every VSATthat is operated on NICNET. It alsoindicates any abnormal traffic eitherin transmission or reception, whichhelps the user to identify and analysevirus or spam traffic that flowsthrough a specific VSAT. Any abnormalpattern can be analysed and problemscan be addressed effectively.The main objective of providing thesetools is to enable the users toevaluate performance of their VSATsthemselves. The web-enabledsoftware is aimed at conducting counsellingfrom multiple locations so that thecandidates need not travel all the way toThiruvananthapuram for this purpose. Thesystem is in open source LAMP model thatmakes it a cost effective and robust one.The software has been developed by takingcare of all the existing rules of reservationsand floating seat concept.| Scope of CAPNICThe system is being used for allotment ofseats for Medical, Engineering, B.Pharm,and Architecture courses. This year about3200 seats in medical stream, 13000 seatsin engineering stream, 60 seats inarchitecture and 1100 seats in B.Pharmwere alloted using CAPNIC. The Systemtakes care of the following activities:• Registration of Candidates for Counselling• Vacancy list Generation• Seat Allotment• Higher Option List Generation• Fee Collection• Memo printing• On-line display – Vacancy/Allotment status.• Re-allotment of seat based on the higheroptions received from the candidates andavailability of seatsScreenshot of Allotment Window on CAPNIC software| Central Allotment ProcessThe allotment process is carried out fromthree Counselling centres located atThiruvananthapuram, Ernakulam andKozhikode. The candidates are called in theorder of their ranks. The system provides amaximum of 20 options to the candidates forselectng an institute of his/her choice. If thecandidate could earmark his/her choice out ofthe preferences, he/she will be allotted theseat asked or else he/she may withdraw fromthe counselling. Alternatively, a candidate canalso give higher options in case he would liketo go for better options. After the seat isallotted, an allotment slip is generated,indicating the fee required to be paid by thecandidate as per the institution or as per thecategory of the candidate.| Infrastructure for the SystemFor implementing the CAPNIC system, theMain Server and the Backup Server is placedin office of the Commissioner of EntranceExaminations (CEE). Second Backup Serveris placed in the NIC office. Data from themain server is replicated to the backupservers. AnjanDutta. The Project has been conceived anddesigned by the District Administration with thehelp of NIC Sivasagar District Unit. The project isplanned to be implemented in all the subdivisionsof the district under the supervision ofa District Level Committee headed by DeputyCommissioner.Under this project, an IT Kiosk will be set up ineach Gram Panchayat and Ward by selectedoperators. District Unit of NIC will give theoperators training for 15 days. The Kiosks thatwill consist of a Computer, Printer, DigitalCamera, Telephone, Photocopier etc, will providemultidimensional citizen services and businesscommunication facilities.Tasiruddin Ahmed, Assam CorrespondentAt the ‘SANWAD Kendra’, citizens can apply forvarious services like Land Sale Permission,Permanent Residential Certificate, Legal HeirCertificate, Bakijai Clearance Certificate, Copy ofJamabandi (Land Revenue Record), etc.Applications for these services will be receivedat the Kiosk and the applicant will be given aprinted receipt with application ID. KIOSKoperators will arrange to send all theapplications received by them through specialmessenger to the office of the DeputyCommissioner. The applicants can collect thecertificates from Kiosk on a specified date byproducing the receipt/application ID. Applicantscan also check the status of their applications byentering their application ID online.
