The State shares its borders with Pakistanon the west, the Indian states of Jammu andKashmir on the north, Himachal Pradesh on itsnortheast and Haryana and Rajasthan to itssouth. It has 17 districts and covers an area of50,362 square kilometres, which is 1.54 % ofIndia’s total geographical area.NIC Punjab State Centre came into existence in1988 when IT was still in its nascent stage.NIC Punjab played crucial role in promotion ofICT in the government departments and hasState Centres in Punjab Civil Secretariat andPunjab Mini Secretariat. Apart from having NICDistrict Centres in all the 17 Districts, it haspresence in Regional Passport Centre atChandigarh and Jalandhar, Central Excise andCustoms department at Chandigarh andLudhiana and at the Registrar of Companiesoffice in Jalandhar.| InfrastructureNIC Punjab State Centre and District Unitsare equipped with modern Servers and Clientmachines as well as peripherals with latestconfigurations. NIC Punjab is connected toNetwork Control Centre at Chandigarhthrough 2 mbps leased line as well as RFconnectivity. The Network Control Centre isfurther connected with NIC headquartersthrough 8 mbps leased line. All Districtshave been provided with SCPC DAMA VSATsfor Video Conferencing whereas DirecWay/FTDMA has been provided for DataCommunication. NIC Punjab State Center hasinstalled high-end servers as part ofaugmentation of Network and Data Centre.| The Path TravelledNIC Punjab has travelled a long way in e-Governance activities. It has implementedvaried applications starting from OfficeAutomation Suite to SUWIDHA, which is animportant project in delivering services tothe citizens. On the services side, twoSecretariats of Punjab have been connectedthrough RF as well as leased line. Internet/E-mail Services are being provided over theLAN of Punjab Government, which comprises800 nodes. NIC Punjab State Centre andDistrict Centres have been providing trainingto Punjab Government Officials onApplications as well as general basics.All the 17 Districts of Punjab have their officialwebsites hosted on NIC Web Server. NIC Punjabhas to its credit the design and development ofmore than 40 websites that are hosted on NICWeb Server. The official email Server of Punjabhttp://punjabmail.gov.in is also on NIC emailServer and operates more than 1000 accounts.NIC Punjab State Centre has developedand implemented a number of nationaland state level projects for providingbetter citizen services and to promotee-governance in the governmentdepartments. Major projects include:| SUWIDHA (Single User WindowDisposal Help line for Applicants) –It is a single window service todeliver District Administrationservices to the citizens. It ensurestimely delivery without any need tointeract with the concerned branch.SUWIDHA is running successfully in17 Districts and recently, it has beenimplemented at the Sub-Divisional level also.SUWIDHA provides convenient services to thecitizens as input is collected at a singlepoint, defining a specified delivery datedepending upon the type of service andaccepting cash at the counter itself. Basedon the successful pilot implementation of theSUWIDHA at SDM office, Mohali, Governmentof Punjab has decided to implement it in allPrincipal Secretary, IT, Punjab and other dignitaries at theinauguration of SUWIDHA-SDM at Mohali72 SDM offices of the state. Citizens havebeen further facilitated by launch of thehttp://suwidha.nic.in website, where theycan check the status of their applications.SUWIDHA, which scored 8.9 out of 10 hasbeen ranked 1 st in the Skoch e-GovernanceReport Card <strong>2005</strong>. The report says, “Punjab’sSUWIDHA was the only rural facing citizen’sservice delivery project that covers everydistrict of the state, making it topmost statein this area nationally”.| SUBS (SUWIDHA Back-end Services) –Front-end is strengthened if back-endapplications are implemented. With thisobjective, 9 Applications integrated withDC, Ludhiana explaining about AIS to ChiefSecretary, PunjabSUWIDHA front-end services have beenimplemented in all the 17 districts. TheApplications includes Affidavit InformationSystem (AIS), Arms License Issuance System,Countersigning of Documents, CertificateIssuance System etc.| iTISP (Integrated Treasuries InformationSystem) – It is an online system developedfor automation of district treasuries inPunjab. iTISP includes verification ofmessenger and DDO by photograph andsignature, online checks, computerizedcheque printing, linkage with budget, AGaccounts, data security etc. Payments,receipts, pension, LOC, and StampModules are also included. iTISP hasbeen implemented at 18 DistrictTreasuries and 48 Sub-Treasuries.| PRISM (Property RegistrationInformation System Module) – It isdeveloped for automation of all majoractivities of Sub-Registrar office andcovers deeds of Sale, Mortgage, Will,<strong>October</strong> <strong>2005</strong>05
