The State shares its borders with Pakistanon the west, the Indian states of Jammu andKashmir on the north, Himachal Pradesh on itsnortheast and Haryana and Rajasthan to itssouth. It has 17 districts and covers an area of50,362 square kilometres, which is 1.54 % ofIndia’s total geographical area.NIC Punjab State Centre came into existence in1988 when IT was still in its nascent stage.NIC Punjab played crucial role in promotion ofICT in the government departments and hasState Centres in Punjab Civil Secretariat andPunjab Mini Secretariat. Apart from having NICDistrict Centres in all the 17 Districts, it haspresence in Regional Passport Centre atChandigarh and Jalandhar, Central Excise andCustoms department at Chandigarh andLudhiana and at the Registrar of Companiesoffice in Jalandhar.| InfrastructureNIC Punjab State Centre and District Unitsare equipped with modern Servers and Clientmachines as well as peripherals with latestconfigurations. NIC Punjab is connected toNetwork Control Centre at Chandigarhthrough 2 mbps leased line as well as RFconnectivity. The Network Control Centre isfurther connected with NIC headquartersthrough 8 mbps leased line. All Districtshave been provided with SCPC DAMA VSATsfor Video Conferencing whereas DirecWay/FTDMA has been provided for DataCommunication. NIC Punjab State Center hasinstalled high-end servers as part ofaugmentation of Network and Data Centre.| The Path TravelledNIC Punjab has travelled a long way in e-Governance activities. It has implementedvaried applications starting from OfficeAutomation Suite to SUWIDHA, which is animportant project in delivering services tothe citizens. On the services side, twoSecretariats of Punjab have been connectedthrough RF as well as leased line. Internet/E-mail Services are being provided over theLAN of Punjab Government, which comprises800 nodes. NIC Punjab State Centre andDistrict Centres have been providing trainingto Punjab Government Officials onApplications as well as general basics.All the 17 Districts of Punjab have their officialwebsites hosted on NIC Web Server. NIC Punjabhas to its credit the design and development ofmore than 40 websites that are hosted on NICWeb Server. The official email Server of Punjabhttp://punjabmail.gov.in is also on NIC emailServer and operates more than 1000 accounts.NIC Punjab State Centre has developedand implemented a number of nationaland state level projects for providingbetter citizen services and to promotee-governance in the governmentdepartments. Major projects include:| SUWIDHA (Single User WindowDisposal Help line for Applicants) –It is a single window service todeliver District Administrationservices to the citizens. It ensurestimely delivery without any need tointeract with the concerned branch.SUWIDHA is running successfully in17 Districts and recently, it has beenimplemented at the Sub-Divisional level also.SUWIDHA provides convenient services to thecitizens as input is collected at a singlepoint, defining a specified delivery datedepending upon the type of service andaccepting cash at the counter itself. Basedon the successful pilot implementation of theSUWIDHA at SDM office, Mohali, Governmentof Punjab has decided to implement it in allPrincipal Secretary, IT, Punjab and other dignitaries at theinauguration of SUWIDHA-SDM at Mohali72 SDM offices of the state. Citizens havebeen further facilitated by launch of thehttp://suwidha.nic.in website, where theycan check the status of their applications.SUWIDHA, which scored 8.9 out of 10 hasbeen ranked 1 st in the Skoch e-GovernanceReport Card <strong>2005</strong>. The report says, “Punjab’sSUWIDHA was the only rural facing citizen’sservice delivery project that covers everydistrict of the state, making it topmost statein this area nationally”.| SUBS (SUWIDHA Back-end Services) –Front-end is strengthened if back-endapplications are implemented. With thisobjective, 9 Applications integrated withDC, Ludhiana explaining about AIS to ChiefSecretary, PunjabSUWIDHA front-end services have beenimplemented in all the 17 districts. TheApplications includes Affidavit InformationSystem (AIS), Arms License Issuance System,Countersigning of Documents, CertificateIssuance System etc.| iTISP (Integrated Treasuries InformationSystem) – It is an online system developedfor automation of district treasuries inPunjab. iTISP includes verification ofmessenger and DDO by photograph andsignature, online checks, computerizedcheque printing, linkage with budget, AGaccounts, data security etc. Payments,receipts, pension, LOC, and StampModules are also included. iTISP hasbeen implemented at 18 DistrictTreasuries and 48 Sub-Treasuries.| PRISM (Property RegistrationInformation System Module) – It isdeveloped for automation of all majoractivities of Sub-Registrar office andcovers deeds of Sale, Mortgage, Will,<strong>October</strong> <strong>2005</strong>05

Now the scope of theproject has been further enhanced toincluded Workflow, Scanning of Deed andDeed Writing Module. Enhanced project hasbeen implemented at Sangrur that hasscored 7.4 out of 10 in the Skoch’s e-Governance Report and ranked 9 th . PRISMVersion 4.0 is ISO Certified by STQC.| SSIS (Social Security InformationSystem) – It has been developed forDepartment of Social Security and Womenand Child Development for the maintenanceof beneficiaries of all social securityschemes of the state with automation ofmonthly disbursement scrolls. The projecthas been implemented in all the 17Districts of Punjab.| OAS (Office Automation Suite) – Withthe aim to automate the basic functions ofthe Punjab Government Offices, fourapplications have been developed andimplemented in 15 different offices atState level and 17 districts of Punjab. Itincludes:• DDMS - (Diary and Dispatch MonitoringSystem) – To support any office to capturethe data as well as workflow of themovement of mail received. It isIntegrated, Customised, Bilingualand supported by useful monitoringReports.• RMS - (Reference MonitoringSystem) – To manage and monitordifferent types of references andcomplaints received and forwardedto other departments/officers. Itfacilitates automatic remindergeneration, customised installation,acknowledgement generation andgraphical reports.• MMS- (Meeting Monitoring System)- To facilitate an office inorganizing meetings. Provision for recordingpost-meeting details like actions to betaken, minutes of the meeting etc.M Manivannan, NIC-A&N (former SIO Pondicherry)A Venkatesan, SIO Pondicherry• CCMS - (Court Cases Monitoring System) -To build central database and monitor courtcases of an office pending in variouscourts. History of case is recorded. Followupaction based on next date of hearing isprepared.| BPIS – (Budget Preparation andInformation System) – The system preparesall documents related to PunjabGovernment Budget and helps in decisionmaking. Published on Web every year.| AGMARKNET – It is helping the farmersin getting latest rates in Mandis of Punjab.AGMARKNET has been implemented in allthe 145 Mandis. About 300 officials ofPunjab Mandi Board have been trainedunder this project.| DACNET – Technical Support in terms ofimplementation of Application software atRegional Pesticide Testing Laboratory(RPTL), Chandigarh Regional PlantQuarantine Station (RPQS), Amritsar andCentral Integrated Pest Management Centre(CIPMC), Jalandhar is being extended.| SARATHI – It is a workflow-basedcomputerization of Driving Licenseimplemented in 4 Districts of Punjab.| VAHAN – It is also a workflow basedComputerization of Registration of Vehicleimplemented in 3 Districts of Punjab. InSkoch’s e-Governance Report <strong>2005</strong>, TransportProjects (SARATHI & VAHAN) at Ropar scored8.1 out of 10 and ranked 5 th .VAHAN Software being launched at DTO Office, Rupnagar| Products PromotionFor promoting its products, NIC Punjabparticipated in Banglore IT.Com, IndiaInternational Trade Fair (IITF) 2004, ELITEX<strong>2005</strong> where SUWIDHA, PRISM and otherproducts were showcased. Itconsists of three sub-divisions includingTinsukia (Sadar), Margherita and Sadiya. Inaddition to being an industrial district,Tinsukia also produces a large amount of tea,ginger, citrus fruits and paddy. The majorityof its population comprises cultivators andagricultural workers. The oldest oil refineryin India is situated at Digboi in this Districtand Margherita and Ledo are famous foropen cast coal mining. The Dibru-SaikhowaNational Park is also situated in Tinsukia,which is famous for its extremely rare andendangered species of wild life, and aplethora of flora and fauna.| Emergence of NIC: The NIC TinsukiaDistrict Unit was established in the year1990. From the very outset, it has beenempowering various sectors of the DistrictAdministration with all-round ICT support andnecessary training. Implementation ofe-governance programmes has furtherstrengthened the role of NIC in the district.Some of the major projects executed by NICTinsukia are as follows:| Public Facilitation Center (PFC): The PFCproject was started on 1 st June 2003 and wasnamed “e-sewa”. This is a single point citizeninterface enabling fast and easy access toissuance of various types of certificates likePRC, NOC for Birth and Death, Land SalePermission, Legal Heir Certificate, CircularCopy PRC etc. The query system gives thestatus of pending applications, list ofapplications to be issued, applicationsreceived, etc.| Land Record computerization (LRC):Under this programme, an Oracle databasehas been developed to record and maintainthe details of land tax with addresses of thelandowners, area and location for all 979villages under 14 Mauzas and 3 Sub-divisions.This has been implemented in the MargheritaSub-Division as well. Reports can be viewedusing the landowners’ name, or village code,or patta number, or dag number. Now basedon this information, the Jamabandi is issuedwithin a day, a task that used to take onemonth prior to computerization. Thisapplication supports Gist SoftwareDevelopment Kit (I-plugin) and now runs onWindows platform.| Chittha: Recently an application has beendeveloped to convert Jamabandi data toChittha. When data is entered in the Jamabandidatabase, it is automatically updated in theChittha. It also supports Gist SDK (I-Plugin) likeLand Record computerization (LRC) and runs onWindows platform.| MLADS: As all MLAs are responsible fordifferent types of activities in their respectiveconstituencies, this software has beenimplemented by the Planning andDevelopment Branch of the DistrictAdministration to monitor the progress of theworks initiated by the MLAs in variousconstituencies. All data since 1993 isavailable in this database.| Bakijai (Loan Recovery): NIC hasrecently developed this database for theBakijai branch of the DC’s office to monitordetails of government loan holders. Reportson monthly/yearly loan realisation, bankbranch wise loan holders list are availablehere. Notices are also automatically issuedagainst persons not repaying the loans ontime.| Payroll: The Accounts branch of the DC’sOffice implemented this applicationsystem from 1998 to monitor andgenerate individual/annual/monthlystatements and maintain GPF for theentire office staff.| District website: A comprehensivewebsite has been developed by the NICTinsukia District Unit and can be viewed athttp://tinsukia.nic.in. It gives in-depthinformation about the district,administration, maps, places of interest,CICs, various schemes, festivals and a lotmore. Details about schools, MP/MLAactivities, are also available on the site.In the span of 15 years, NIC Tinsukia districtunit has extended its active support tovarious government projects like BPL survey,Habitation Survey, and school teachers’databases. Beside providing training to thestaff members, it has also developed anapplication called Property RegistrationSystem (PRS), which is to be launchedshortly. The results are hosted on theofficial website of the state government.| Web Based Income Certificate IssueSoftwareNIC Arunachal has developed web basedIncome Certificate Issue software. Thecertificate is issued based on Below PovertyLine (BPL) survey and is required for BPLration card, availing stipend by students etc.At present, it has been implemented at CICsof Tawang and East Siang District.| Arunachal Helicopter Service SeatBooking SystemIt has been developed by NIC Arunachal forthe Department of Civil Aviation, Govt. ofArunachal Pradesh. The system helps thedepartment to handle helicopter bookingsefficiently and minimise the manualdocumentation work of the department. Theweb-based software is user friendly, hasprovision for reports on daily sales/revenuecollection, confirmed/waitlisted passengerlist etc. Training has been imparted to theofficials and software has beenimplemented on a standalone server atNaharlagun Helipad.| eSuvidhaThe project initiated by NIC HQ has beendeveloped for computerizing the frontoffice of Block, District and Stateadministration/departments. This helps theadministration in providing timely andefficient citizen services to the people. Thesystem provides the applicant with autogeneratedacknowledgement, mentioningthe approximate date for the delivery ofthe required service. It has beenimplemented in CICs of East Siang District.| Secretariat LANThe Arunachal Pradesh Civil Secretariatconsists of about 37 office buildings spreadM Manivannan, NIC-A&N (former SIO Pondicherry)A Venkatesan, SIO Pondicherryacross an area of about 0.25 sq km. TheInternet connectivity to most of thedepartment and officials were provided in thepast through dial up connection. On request ofthe State Government, NIC prepared theproject proposal for Wireless based LAN in theSecretariat Complex and its annexe. Theproject has been funded by North EasternCouncil, Shillong and executed by NIC. TheLAN is designed for connecting more than 300nodes, out of which about 100 have alreadybeen activated. The network is providedwith Zone-wise centralised UPS. TheLAN is connected to the NIC routerhaving 2Mbps leased circuitconnectivity. The 256Kbps SCPC VSATdata link acts as backup in case ofleased line failure. It is envisaged toimplement some LAN basedapplications for use of SecretariatAdministration. To begin with, FileMonitoring System has been deployedon a server.| Website DevelopmentFor a remote state like ArunachalPradesh, websites are an importantinterface for the Government toshowcase its activities and interact withthe citizens. The Official website of theState, http://arunachalpradesh.nic.in has beenlaunched along with websites of 11 districtsthat provide varied services and information.Government press release, activities of variousdepartments, information on tourism,biodiversity, medicinal plants, tribes,Hon’ble Chief Minister, Sh G Apang inaugurating the website ofGovernor of Arunachal Pradesh in Presence of H.E. Governor Sh. S KSinghtelephone Directory, and downloadable formsare available on these websites. NIC is alsoproviding technical help to many otherdepartments in developing and hosting theirwebsites.| Web Based MIS For PHEDWeb Based MIS for PHED is a majorcomputerization project of the state for whichthe software development part has beenentrusted to NIC/NICSI. Software Design andDevelopment work has been carried out usingUML tools under .Net framework, following 3-tier architecture. The project is funded by theUnion Ministry of Rural Development underRajiv Gandhi National Drinking Water MissionProject. The modules covered under theMoU signing betweed NIC/NICSI and PHED, ArunachalPradesh. Dr. Y K Sharma, DDG, NIC, Sh. G Padu, CE PHED,Sh K C Dwivedi, former MD NICSI can be seen in thephotographproject are Revenue Collection, ComplaintMonitoring, Water Source and AssetManagement, Water Quality Management,Material and Stores Management, HabitationSurvey Status, Scheme and ProgrammeManagement, Equipment InformationSystem, Contractor and SupplierInformation System, Personnel andPayroll, Finance and Work Accounting.Presently, the application is under testingand training for 3 batches of employeesof PHED has already been conducted.| BPL ComputerizationNIC Arunachal is helping the Department ofRural Development in getting the BPLSurvey data validated, merged and compiledfor all blocks. A software is also beingdeveloped for generating various queriesand reports required by the department.| Computer Training CentreA state-of-the-art computer training centreof NIC Arunachal has been established at theCivil Secretariat. Under thisproject various departments located outsidethe Secretariat will be connected usingwireless LAN. The wireless nodes will sharethe existing 2 MBPS leased line gatewayconnectivity of NIC.| Sub-Division Network ProjectUnder this project, the 23 sub-divisions of thestate will have network/Internet connectivity.The sites will either have VSAT connectivity orLAN extension, depending upon distance fromthe nearest CIC. This project will give a boostto e-Governance in the state as many of theGovt. services are offered through SDO offices.| State Data CentreA data centre consisting of Secured NetworkInfrastructure and Storage Area Network(SAN) is being set up in the Civil Secretariatby NIC. Under the State Data Center, it isenvisaged to have a state level Application,Database, Mail and Web server along withfirewall and authentication server. TheSh. If thecandidate could earmark his/her choice out ofthe preferences, he/she will be allotted theseat asked or else he/she may withdraw fromthe counselling. Alternatively, a candidate canalso give higher options in case he would liketo go for better options. After the seat isallotted, an allotment slip is generated,indicating the fee required to be paid by thecandidate as per the institution or as per thecategory of the candidate.| Infrastructure for the SystemFor implementing the CAPNIC system, theMain Server and the Backup Server is placedin office of the Commissioner of EntranceExaminations (CEE). Second Backup Serveris placed in the NIC office. Data from themain server is replicated to the backupservers. District Unit of NIC will give theoperators training for 15 days. In Sikkim, NIC State Centre wasestablished in 1993, which paved the way forspreading computer awareness among themasses. A separate Department of InformationTechnology (DIT) was created in the state inthe Year 2000 - the first of its kind in the NorthEastern Region.Today, ICT has become a buzzword here, withpeople becoming more aware of the benefitsaccruing with the use of ICT enabled services.Computer equipments and Internet facilitiesare extensively available in the state as well as‘surfing’ and ‘e-Learning’ have entered thelexicon of common usage.| Community Information Centres (CICs)Forty CICs that have been established acrossSikkim, are taking ICTs and related services tothe grassroots. Difficult terrain that posed thebiggest challenge to IT penetration, has beenovercome and IT has become universallyaccessible in the state. The CICs are equippedwith modern ICT peripherals such ascomputers, printers and a direct satellite linkfor accessing Internet. The setup has helped inlinking remote inaccessible destinations of thismountainous state where even roads don’treach.In addition to the establishment of ICTinfrastructure, this initiative has been furtherstrengthened with extensive computer trainingprogrammes to equip people with the knowhowof using and deploying ICT. The Software Cell attends tosoftware problems that are faced by variousdepartments as well as rectifies networkingfaults and co-ordinate implementation ofvarious software packages. The cell alsohandles development and maintenance ofdepartmental websites.• Check post: For monitoring movement ofgoods, livestock, passengers and tourists inSikkim, the interstate border check-posts atRangpo and Melli have been computerized andlinked through V-SAT.• State Library: A customized inventorysoftware (Library Information System) has beendeveloped for the State Library at Gangtok.• Land Records: Sikkim has alreadycomputerized Land Records in all the districtsand sub-divisions. Now, computerizedcertificates relating to land records are issuedwith assistance from NIC and DIT.| Trainings and Courses for IT EnabledServicesThe DIT, since its inception, has supported NIC’srole of spreading computer awareness amonggovernment servants. DIT has encompassed awide spectrum of courses for GovernmentDepartments and local unemployed youth,many of which are career oriented. To facilitatethe progress of these courses, twomultipurpose training centres have beenestablished - one at Gangtok covering East andNorth districts and another at Namchi coveringSouth and West Districts. The Department hasbeen conducting training courses for callcentres too with an aim that ICT should alsogenerate employment on a regular basis.| Total Computer Literacy CampaignThe Hon’ble Chief Minister launched the totalComputer Literacy Campaign on the 17 th ofSeptember 2004 with the objective to makeSikkim a completely computer literate State.The special feature of this program is theattempt to make even illiterate peoplecomputer literate through icon-based programs.| IT For the Physically ChallengedThe Department is also bringing substantialchanges to the lives of the physicallychallenged. A computer centre for the blind hasbeen established at Namchi with fourcomputers, four Braille printers and one Julietpro. The Department is also working on the useof IT for the people suffering from cerebralpalsy.| STPIIn order to provide high bandwidth connectivityto investors, a Software Technology Park hasalso been setup at Gangtok, the capital of theState. In a short span, Sikkim has placed itselfprominently on the IT Map of India.
