Itconsists of three sub-divisions includingTinsukia (Sadar), Margherita and Sadiya. Inaddition to being an industrial district,Tinsukia also produces a large amount of tea,ginger, citrus fruits and paddy. The majorityof its population comprises cultivators andagricultural workers. The oldest oil refineryin India is situated at Digboi in this Districtand Margherita and Ledo are famous foropen cast coal mining. The Dibru-SaikhowaNational Park is also situated in Tinsukia,which is famous for its extremely rare andendangered species of wild life, and aplethora of flora and fauna.| Emergence of NIC: The NIC TinsukiaDistrict Unit was established in the year1990. From the very outset, it has beenempowering various sectors of the DistrictAdministration with all-round ICT support andnecessary training. Implementation ofe-governance programmes has furtherstrengthened the role of NIC in the district.Some of the major projects executed by NICTinsukia are as follows:| Public Facilitation Center (PFC): The PFCproject was started on 1 st June 2003 and wasnamed “e-sewa”. This is a single point citizeninterface enabling fast and easy access toissuance of various types of certificates likePRC, NOC for Birth and Death, Land SalePermission, Legal Heir Certificate, CircularCopy PRC etc. The query system gives thestatus of pending applications, list ofapplications to be issued, applicationsreceived, etc.| Land Record computerization (LRC):Under this programme, an Oracle databasehas been developed to record and maintainthe details of land tax with addresses of thelandowners, area and location for all 979villages under 14 Mauzas and 3 Sub-divisions.This has been implemented in the MargheritaSub-Division as well. Reports can be viewedusing the landowners’ name, or village code,or patta number, or dag number. Now basedon this information, the Jamabandi is issuedwithin a day, a task that used to take onemonth prior to computerization. Thisapplication supports Gist SoftwareDevelopment Kit (I-plugin) and now runs onWindows platform.| Chittha: Recently an application has beendeveloped to convert Jamabandi data toChittha. When data is entered in the Jamabandidatabase, it is automatically updated in theChittha. It also supports Gist SDK (I-Plugin) likeLand Record computerization (LRC) and runs onWindows platform.| MLADS: As all MLAs are responsible fordifferent types of activities in their respectiveconstituencies, this software has beenimplemented by the Planning andDevelopment Branch of the DistrictAdministration to monitor the progress of theworks initiated by the MLAs in variousconstituencies. All data since 1993 isavailable in this database.| Bakijai (Loan Recovery): NIC hasrecently developed this database for theBakijai branch of the DC’s office to monitordetails of government loan holders. Reportson monthly/yearly loan realisation, bankbranch wise loan holders list are availablehere. Notices are also automatically issuedagainst persons not repaying the loans ontime.| Payroll: The Accounts branch of the DC’sOffice implemented this applicationsystem from 1998 to monitor andgenerate individual/annual/monthlystatements and maintain GPF for theentire office staff.| District website: A comprehensivewebsite has been developed by the NICTinsukia District Unit and can be viewed athttp://tinsukia.nic.in. It gives in-depthinformation about the district,administration, maps, places of interest,CICs, various schemes, festivals and a lotmore. Details about schools, MP/MLAactivities, are also available on the site.In the span of 15 years, NIC Tinsukia districtunit has extended its active support tovarious government projects like BPL survey,Habitation Survey, and school teachers’databases. Beside providing training to thestaff members, it has also developed anapplication called Property RegistrationSystem (PRS), which is to be launchedshortly.
