n The port generated
a volume of business consisting
of 125,000 million pesetas in 1999
UniportBilbao, together with the
"Instituto Vasco de Estadística" (Eustat)
(Basque Institute of Statistics),
has prepared a survey that has enabled,
for the very first time, availability
of the main economic magnitudes
pertaining to the port
maritime sector of Bizkaia. The report
was commenced in September,
1999, and it reflects the data
corresponding to the activity held
during the trading year by the
freight handling companies, storage
companies, suppliers, shipping
agents, forwarding agents, ancillary
services, transport agencies, Port
Authority and other companies
within the sector.
The aggregate data from the sector
indicates that the above group of
agents recorded in 1999 a turnover of
over 125,000 million pesetas, with a
generation of added value of 44,600
million pesetas and a global cash flow
of around 11,000 million pesetas.
As regards investments, the conclusions
drawn from the report point
to total investments of 10,000 million
pesetas, the most outstanding of
which have been undertaken by the
Port Authority (63%), freight handling
companies (13%), storage companies
(8%) and transport agencies
(6%). In order to assess this level of
investments, mention can be made
that this is much higher than the in-

The Port Authority of Bilbao
have approved the request for a 30year
concession to the company
Bahía de Bizkaia Gas and Bahía de
Bizkaia Electricidad, companies affiliated
to the Ente Vasco de Energía.
Bahía de Bizkaia Gas shall build a
liquefied natural gas Regasification
Plant on a plot of land of 139,907 m2,
granted to them, which is located
between the inner harbour of Zierbena
and the Punta Lucero jetty. It
shall also count on 10,576 m2 for
the creation of an approach in Punta
Ceballos for the berthing of vessels.
The plot of land granted to Bahía
Bizkaia Electricidad consists of
80,800 m2, and this company shall
build a combined cycle power station
and a seawater collecting and drai-
vestment undertaken by sectors, such
as the machine-tool sector, and that
it can be compared to the investment
made by the Basque automotive
and the beverage sector.
Direct employment generated by
the maritime-port sector is also
worthy of mention; this is translated
into 3,000 jobs, and this figure does
not take into account either indirect
or knock-on employment.

the Punta Ceballos installation. The
global investment estimated for both
facilities amounts to 90,000 million
pesetas.
The Port Authority has awarded
the construction works for access by
road and rail to the hydrocarbon terminals
of Punta Lucero. With a budget
of 1,514 million pesetas, the
works are to be implemented in 16
months, and will connect these terminals
to the railway network.

n Traffic of
general goods
grows by 15%
22,902,000 tons have been
handled at the port of Bilbao,
which represents an increase of
5% as against the same period of
the previous year. The most outstanding
rises are recorded for general
goods and the number of
containers (+ 15%), with
6,645,000 tons and 346,430 TEUs,
respectively. Dry cargo has reached
10,108,000 tons (+ 9%) and
liquid bulk record 11,783,000 tons
(+ 0.40%).
n The port of Bilbao
shall count on three
new depots
The quays of Santurtzi shall
shortly increase its covered surface
by 19,500 sq. metres. On the one
hand, Auxiliar Portuaria S.L. and
Servicios Logísticos Portuarios,
S.A. (SLP) shall build two depots
for liquid bulk. Auxiliar Portuaria
shall build a 9,000 sq. metre warehouse,
with an estimated investment
of 250 million pesetas, and
SLP shall build another one, of 5,500
sq. metres, assigning 180 million
pesetas to the same.
On the other hand, the Port Authority
shall be building a 5,000 m2
warehouse, destined to general
conventional goods, in order to reorganise
port activity at the quays
of Santurtzi and to optimise the
space currently available. The investment
is estimated at 158 million
pesetas.

n Uniport makes a presentation
before Basque businessmen
On the 30th of November inst.,
UniportBilbao made its first presentation
before a large representation of
Basque businessmen, at the Euskalduna
Hall, informing them of the
competitive advantages of the port
of Bilbao.
Uniport's chairman, Alfredo Espinosa,
intervened in this congress, together
with the chairman of the Port
Authority of Bilbao and deputy chairman
of Uniport, José Ángel Corres,
and the deputy minister for industrial
policies for the Basque Government,
José Ignacio Tellechea.
Inmaculada Ugarteche, director,
was in charge of the presentation;
she stressed upon the importance of
the maritime sector in the Basque
Country, referring to the fact that
70% of the goods imported and exported
to and from the Basque
Country in 1999, travelled by sea. She
also pointed to the high degree of diversification
as regards the use of the
different ports by the consigners: 93%
of the companies in the Basque
Country with foreign trade resort to
other port facilities, apart from those
of Bilbao.
During his intervention, José Ángel
Corres gave a clear picture of the port
of Bilbao and highlighted the fact that
public and private investments for the
next years rose to 125,000 million pesetas.
Amongst the works that are
Indumetal handles the stores of
the London Metal Exchange in Bilbao
Ten years have gone by since
the Board of Directors of the
London Metal Exchange (LME)
awarded the port of Bilbao the
consideration of being a "good
delivery point". This recognition
entailed the first certification of
port facilities within the State
of Spain for the trading of metals
such as Copper, Zinc, Lead,
Tin, Nickel and Aluminium. Since
then, the port of Bilbao has
been linked to quays of renown,
such as Rotterdam, Antwerp, Li-
verpool, Hamburg, Gothenburg,
Dunkirk, Genoa,
Trieste, Singapore, New
Orleans, New Haven, Los
Angeles, etc.
At the beginning of 1989,
the business group, Indumental
launched a series
of actions channelled towards
attaining approval from
the London Metal Exchange for
the storage of metals that this
entity negotiates. Two years after,
Halley Metals Ibérica, S.A.,
from the Indumetal group and
Henry Bath and Son Ltd., established
warehouses authorised
by the Deposito Franco (Bonded
Warehouse), to operate in Santurce
and in the Deusto Canal
for the commerce of materials
proceeding from Venezuela, Chile,
Bolivia, Brazil, Russia, Poland,
being undertaken, these include: container
and vehicle terminals, new warehouses,
a parking lot for heavy vehicles
and two new quays whose use is
yet to be decided.
One of Uniport's achievements includes
the Provincial Council's decision
to take up the Super A-8 motorway
project once again, the Basque
Government's pledge for the restructuring
of road transport, and the progress
made on key railway works,
such as the Serantes tunnel, or the
southern realignment for goods.
On the other
hand, Uniport's
chairman, Alfredo
Espinosa went through
the various
services offered by
the port community
of Bilbao, praising
the comparative
advantages
offered by its
draught as against
other ports and expounded on the
tasks undertaken by the association.
According to Espinosa, commercial
missions are essential because the
vessel goes where the cargo is and
therefore, "we must inform ship owners
about what Bilbao has to offer.
The fact that goods proceeding from
many points arrive at our port, is go-

for the non-ferrous metal
industry, since they offer
easy access for the delivery and

their excess supplies when demand
is slack, without increasing
their stocks and generating
treasury when selling the warrants
issued by the certified warehouses
through LME's brokers.
Consumers can count on an alternative
source of supplies in
the event that, for any reason,
their usual suppliers are unable
to make their deliveries.
The port of Bilbao stores
around 10% of the total stocks
of Copper for the London Metal
Exchange.

The deputy Minister for industrial
policy, José Ignacio Tellechea, brought
the symposium to an end, with a reminder
that the Basque economy has
a higher degree of aperture than that
of other Autonomous Communities
and that the Basque Government is
supporting the development of a logistic
platform. For the Basque Government,
Uniport is amongst the eleven
priority clusters for the economic
development of our Autonomous
Community. Tellechea also commented
on the government's support of
the most underprivileged areas, which
are those with unemployment rates of
over 25%. He highlighted the role
played by the port of Bilbao, which
acts as a sector that influences other
activities.
n The Port Authority
leads the GAP group
The "Grupo de Armonización de
Procedimientos del puerto de Bilbao"
(GAP) (Procedure Harmonising
Group for the port of Bilbao) has been
recently set up. This group, headed
by the Port Authority of Bilbao,
counts on the collaboration of a
large number of companies from
the port community. The first steps
consist on the analysis and redefinition
of the procedures and data
flows in the maritime-port environment
of Bilbao; this Group shall
work as an Advisory Body, to advise
and launch the e-port initiative,
which aims to establish the telematic
connection for the port community
of Bilbao.

The Dry Port of Azuqueca de Henares,
key element in intermodal transport
This year, the Dry Port of
Azuqueca de Henares, located
in the province of Guadalajara,
has consolidated its development
with the installation of logistic
operators, ABX and Loalsa.
These operators add to the
lengthy list of companies located
next to a railway terminal
that serves the maritime ports
from inland. Azuqueca de Henares,
managed by Parques
Empresariales Gran Europa
from the Metrovacesa Group,
was created in 1996, and was
the first intermodal platform of
its kind set up in the Spanish
State.
During the period ranging
from June 1999, to June 2000,
the activity of the port of Bilbao
with the logistic platform of
Azuqueca, has entailed a movement
of 5,266 containers,
which means 7,593 TEUs.
Mainly, goods entering Azuqueca
proceeding from the Bilbao
quays have been: fish-meal,
spares for cars, home appliances,
coffee and beverages. On
the other hand, products leaving
Azuqueca, destined to Bilbao
mainly include: perfumes,
books, accessories for elevators,
tools and home appliances.

European Congress
on Intelligent
Transport systems
in June 2001, aimed
at high-level
representatives of
all types of public
transport companies.
The congress shall go into hitherto
unexplored areas in other
congresses: Intelligent Transport
Systems (SIT = Sistemas Inteligen-

the platform is conceived
as a key support to extend
the radius of influence as

building with a Train-Warehouse

new member of
Uniport
Cementos Lemona is one of
the most recent additions to UniportBilbao.
This company was set
up in 1917 and its social objective
basically consists on the marketing
of cement and all the related
and derived products and participation
in all types of business in
which building materials may be
manufactured, sold or used.
In 1999, it sold 602,472 tons of
cement, 8.6% more than in 1998,
and 84,778 tons of clinker, 42.6 %
more than in 1998. Out of all the
above sales, 613,570 tons were sold
in the home market, while exports
recorded 73,682 tons (-18%). Exports
were destined to: Puerto Rico,
Ghana, Algiers and Ireland. Sales
of aggregates and concrete
went up as regards the previous
year.
The volume of investments undertaken
during 1999 was 1,377
million pesetas for all the companies
within the Group.
n Fomento shall
invest 1,853 million
for the improvement
of accesses to the port
The General Budget Project for
2001 contemplates investments rising
to 1,853 million pesetas for the
improvement of railway access to
the port of Bilbao. Within the Chapter,
the Ministry of Promotion includes
an investment of 1,351 million
pesetas for the works to be
undertaken on the new Goods Station
of the External part of the Abra,
1,000 million for automating the
Bilbao-Santurtzi, Barakaldo-Muskiz
and Orduña-Bilbao lines, 453 million
pesetas for the restructuring of
the Santurtzi Station and the linking
to the Port and 50 million pesetas
for the drafting of the project of
the Serantes Tunnel.
Aside from the above activities,
a further 425 million pesetas shall
be destined to the drafting of surveys
and projects related to the Corredor
de Alta Velocidad Vitoria-Bilbao-San
Sebastián. (High Speed
Corridor).

establishes contacts with 200 Chinese businessmen
The delegation from Bizkaia,
which travelled to China between
the 1st and 12th of November, to
promote the port of Bilbao, has
returned feeling "satisfied and optimistic"
with the results obtained
in this Asian country. The delegation,
apart from Uniport's representatives,
also included representatives
from the Port
Authoriy of Bilbao, Bergé Líneas
Regulares, S.A., Europea de
Consignaciones, Green Ibérica,
S.A., Ibesmar-Sagemar, Marítima
del Oriente, Tiba Internacional,
Traimer Bilbao, Transamares
and Vasco Catalana
Group.
During this ten-day period in
China, Basque companies held
meetings with the main Asian ship
owners with headquarters in Hong
Kong and Shanghai and with over
200 businessmen.
During this visit to Hong Kong,
the delegation promoted the facilities
and port services, and, par-

ticularly, availability of quays that
were not restricted as regards
draughts, wherein Bilbao shows a
clear competitive advantage when
compared to other ports located in
the Atlantic.
Josu Bergara, General Deputy
for Bizkaia, closed the presentation
in Shanghai before over 80
businessmen, which he attended
for the exhibition jointly held on
Bilbao with Expohabitat.
Some of the terminals of the
ports of Hong Kong and Shanghai
were visited during this stay in
China.
Commerce with Bilbao
Over 20 ship's agents in Bilbao
work with the Far East and many
forwarding agents actively work in
this geographical area, and this
commercial mission was the support
offered by Uniport and the Port
Authority of Bilbao, to the task personally
undertaken by these companies.
Countries from the Far East represent
an important market for the
port of Bilbao, as regards conventional
cargo and where growth has
been forecast. Containerised cargo
also has business expectations ta-
king into account the increase in
European-Chinese exchanges, the
evolution of the size of vessels and
the new possibilities available to
ship owners in Bilbao, where the
largest container ships that navigate
around the world will be able
to dock in the near future.
Last year, total traffic with China
from the port of Bilbao registered
170,577 tons; 53% of this
amount corresponded to general
containerised goods, 25% to noncontainerised
general goods, and
22% to solid bulk.
In order that Bilbao may become
further introduced in this market,
Uniport feels it is necessary to actuate
the institutional actions that
give support to Basque businessmen.
From the point of view of Bilbao's
positioning in the Far East, Uniport
feels that a new possibility has
opened that has not yet before been
fully explored: turning Bilbao into
a hub port for the north of Europe
and north America, where
exchanges between both continents
can take place, with a saving of 6
days in the transit of the transoceanic
vessel.

n China, a country of great
economic potential
With a total population of over
1,200 million inhabitants, China is
destined to become one of the
great economic powers of the
world. Its entry in the World Trade
Organisation (WTO), whose date is
yet to be decided, will serve as
catalyst for launching the economic
aperture of the country and to
increase the commercial relationships
with the rest of the world.
The commercial exchange between
China and Spain is rated at
around 3,900 million dollars, out of
which 400 million dollars correspond
to Spanish exports to China
and 3,500 millions of dollars represent
Chinese exports to Spain. On
the other hand, the figure representing
Spanish investments in
China only entailed 0.01% of the
total, which means that only about
140 of the more than 150,000
companies with foreign capital
currently operating in China are
Spanish.
During the presentation of the
port of Bilbao, the Commercial
attaché at Shanghai's office,
Manuela García Pascual, pointed
that "Spain must undergo an
intense effort to convince this
country that it possesses one of the
most important production ranges
on a worldwide level, an easy-toassimilate

Manuela García feels that the
Spanish offer is clearly compatible
and, in many segments, complimentary
to Chinese demand. For
example, as regards technological
exchange, since Spain, being a
recent secular economic power,
"possesses technological and
industrial processes that are very
apt for application in China's next
phase of conversion into one of the
first world powers".

Counting on the presence of
representatives of Basque institutions
and companies headed by the
General Deputy of Bizkaia, Josu Bergara
and the Mayor of Bilbao, Iñaki
Azkuna, the exhibition on Bilbao
was visited by the Prince of Asturias,
as well as by the Vice-President of
the Government and Minister of
Economy, Rodrigo Rato.
2000 people visited the Fair on a
daily basis, which proves the degree
of interest that Bilbao's strategic
development has aroused
amongst the Chinese public.

n Short Sea Shipping shall become
a necessity within 10 years
Coinciding with the Fitrans
Fair, Short Sea Shipping's III
National Board gathered in Bilbao,
organised by Uniport. Around
twenty representatives from consigning,
forwarding, freight handling
companies and from land
transport companies, as well as
from public Administration participated
in the same.
This event recorded a high
influx of public, and enabled reaching
conclusions that were of
interest on the future development
of this transport alternative.
The most significant intervention
corresponded to Javier Uzcanga,
Spanish representative before the
Management of Transport and
Energy at the European
Commission, Depar-tment of
Short Sea Shipping, who contributed
data on the recent evolution
of short-distance maritime transport.
On this score, he indicated
that the figures recording intra-
European maritime traffic increase
during the past few years, despite
being highly positive (27%),
are far removed from the 35%
increase experimented in road
transport.
When analysing the possible
future development of the SSS,
Uniport develops the B2B project
"Vessel Departure”
UniportBilbao has developed
the B2B (Business to Business),
designated "Vessel Departure",
destined to offer consigners permanently
updated information,
through Internet, on the maritime
services departing from the
port of Bilbao.
This tool, which will remain
on test phase for a month, entails
the implication of 40 ship's
agents operating in Bilbao, and
will enable import and export
companies an active means of
communication with the offer
for maritime services.
The application is supported
on a database with nine data
fields: Ship's agent, to which all
Uzcanga nevertheless affirmed
that the forecasts made by the
Commission point to the fact
that Short Sea Shipping,
currently configured as yet another
alternative for transport, will
become a necessity within a
period of 10 years.
Representatives from different
administrations present

these expectations, it was
now necessary to launch a series
of measures to correct current
trends in the evolution of transport.

method in view of current
demand conditions, multiplicity
of agents intervening in the
door-to-door chain, and the fact
that there is no single desk from
which to simplify and co-ordinate
transport. The sectors implied
in Short Sea Shipping offer coincided
with consigners when evaluating
these shortages
and posed,
amongst other
issues, the need to
establish relationships
with the road,
not in terms of competition,
but in terms
of collaboration.
They also insisted on
the fundamental role
played by the railways
in the whole of
the chain, and on the
need for more liberalisation of
port services, which would
improve efficiency and would
enable reduction of costs.
n Uniport's strategic
plan for the port of
Bilbao
In collaboration with companies
stemming from various economic
sectors, institutions and technical
assistance from a consultant, UniportBilbao
is designing a strategic
plan of activities to be implemented
in two years' time, for all the companies
working in the port.
The plan shall broach subjects,
such as the model of competitiveness,
Uniport's mission, activities
contemplated, resources for undertaking
the same, agents related
to the same, and, particularly, what
the different sectors from this organisation
are expecting from the
same. It is expected that this plan
shall be finalised by February of
next year.

been designated agent for
Euroatlantic Container Line
(ECL). Atlántica Marítima,
recently set up, has its offices in
Gran Vía 42, in Bilbao, headed
by Javier Jiménez. Its contact

Nedlloyd line is enhancing its
services by offering 5 weekly
trips to the Far East from Bilbao,
through various trans-shipment
ports in Europe. Countries serviced
are Malaysia, Singapore,
Thailand, Vietnam, Indonesia, the
Philippines, Burma, China,
Taiwan, South Korea and Japan.
Transits from Bilbao can take
from 25 to 35 days, depending

On 17th of November last,
the citric campaign was resumed
with the departure of m.v.
Lyshav, destined to Oslo. The
campaign, through the weekly
trip undertaken by Lys Line,
represented by Agemasa, shall
have a duration of three months.

Viajes Galea is in the final
stages of attainment of "Q" certification
for Tourist Quality. This
Quality System, specifically designed
for travel agencies, is particularly
geared towards customer

coverage of customer expectations.
The ship owner company,
United Arab Shipping Company,
(UASC), has recently designated
Martico, S.L. as its agent at
the port of Bilbao. The aim
behind this designation is to
reactivate and develop its services
from the port of Bilbao,
both for conventional and container
traffic, with all the market
in the Persian Gulf. UASC
shall shortly undertake new
regular services from the port
of Bilbao.
The Group Teleinformática
has launched the project "e-
Procurement", a new model of
intelligent business applied to
the B2B, which is defined as
management and stocking for
electronic procurement. With
"e-Procurement",TeleInformática
aims to reduce the administrative
expenses, purchase prices and
the time required for purchasing.
Members of UniportBilbao
shall meet on the 12th of
December for their General
Meeting. The activities developed
by the entity during this trading
year shall be discussed together
with the statement of its financial
position, and the draft for the
projects to be undertaken in the
year 2001 shall be presented.
Transportes T. Acha made a special transport from the port of
Bilbao to Michelin, company located in Valladolid. The goods transported
involved a 10 m. long cogeneration equipment, 4 metres wide,
4.35 metres high and weighing 122 tons. A modular 4+6 pod
with intermediate platform and 4-axle tractor was required for this
purpose.

n The Port Authority
participates in the city and
port conference
The Port Authority of Bilbao has participated in the seventh edition of
the International Conference City-Port held in Marseilles. Apart from the
Bilbao authorities, 400 guests from all over the world attended, most of
which were port executives, municipal representatives, bodies in charge
of development and scientific committees. During four days, the tight relationship
between cities and its ports has been broached at this French
city, paying special attention to the problems that arise when ports abandon
spaces located within the municipalities.
n A vessel shall bear the
name "Bilbao"
A vessel from the Melbridge
Container Line Company, represented
by Sea Spain, the ship
broker, shall bear the name
"Bilbao" to commemorate the
700th anniversary of the foundation
of the city.
The vessel, called "Melbridge
Bilbao", has a length of 149
metres and 22 metres of width.
It is capable of holding 1,016
containers and undertakes the
route Havana - Veracruz-
Tampico- Rotterdam - Le
Havre- Bilbao.
n Conference on the
radiological monitoring of scrap
Tubos Reunidos, in collaboration with the Nuclear Safety Council (C.S.N)
and the Association of Iron and Steel Industries (UNESID) has recently
held a technical conference on the radiological monitoring of scrap, and
14 of the main suppliers of this material for the manufacture of steel attended
the same.
The objective of the conference was that of informing the supplier companies
as regards the measures adopted by Tubos Reunidos to eliminate
the risk of radioactive waste appearing in the scrap that it processes. The
company counts on an intervention team, headed by an homologated
supervisor of radioactive facilities, a radioactive emission detecting device
at the entrance of the plant and a pouring test device that guarantees
that the steel used for manufacturing the tubes is free from radioactive
elements.
Present at the meeting were the General deputy Manager for Environmental
Radiological Protection and the General Deputy Manager of UNE-
SID, who based their paper on how important it is for all the parties implied
to adhere to and observe the Protocol of Collaboration on
radiological monitoring of metallic materials, subscribed in November,
1999 by the Ministry of Industry and Energy, the Ministry of Development,
the Nuclear Safety Council, The National Company for radioactive
Waste, UNESID and FER (Spanish Federation for Recovery).
