RECOMMENDATION 12The Committee recommends that the Department of Fisheries andOceans amend the Marine Mammal Regulations to include a newwildlife observation licence to observe seals during the whelpingperiod prior to the harvest opening. The new licence would specify thatthe observer not be permitted to disturb the seal and its pup bytouching or approaching the animals closer than 10 metres.RECOMMENDATION 13The Committee recommends that the Seal Fisheries ObservationLicence state clearly the condition that the observer obtain the expressand informed consent of seal harvesters for any photographic materialtaken during the course of performing their activity.Furthermore, the Committee recommends that all observers be clearlyidentified on the sealing grounds.RECOMMENDATION 14The Committee recommends that the Department of Fisheries andOceans re-examine the fees charged for Seal Fisheries ObservationLicences to reflect the human, material and financial resources whichare drawn upon for its monitoring.RECOMMENDATION 15The Committee recommends that the Department of Fisheries andOceans ensure that the annual forum to discuss the seal harvest areheld at a time and locations that are convenient for sealers andfishermen.RECOMMENDATION 16The Committee recommends that the Department of Fisheries andOceans continue to set a total allowable catch of seals for personalconsumption. Hunters should be trained, hold the proper licence, andbe able to sell the pelts of the animals they have harvested.RECOMMENDATION 17The Committee recommends that, as a matter of priority, theDepartment of Fisheries and Oceans fund research to fill the gaps in26
our knowledge of the grey seal, to ensure that this species is properlymanaged.RECOMMENDATION 18The Committee recommends that the grey seal harvest be allowed totake place on Sable Island and the Gulf of St. Lawrence.27
