Environmental InvestmentsIn <strong>2008</strong>, the follow<strong>in</strong>g environmental projects were commenced or completed (settled by <strong>in</strong>vestment resources, the repair fund, or fromthe operational costs):– Reconstruction of electric separators at the s<strong>in</strong>ter plant No. 1 (2006 – <strong>2008</strong>);– Reconstruction of the tub<strong>in</strong>g of Blast furnace No. 6 to dedust the skip pits (<strong>2008</strong>);– Reconstruction of the emissions measurement of the hot stoves of blast furnaces No. 4 and 6 (<strong>2008</strong>);– Reconstruction of the secondary dust<strong>in</strong>g off of the converter steel plant (<strong>2008</strong> – 2011);– Technical reclamation of the Neboranka dump<strong>in</strong>g site (<strong>2008</strong> – 2012);– Dust<strong>in</strong>g off of the crusher No. 2 (2007 – <strong>2008</strong>).In <strong>2008</strong>, a total of CZK 34.2 million was covered by the <strong>in</strong>vestment resources (besides the redevelopment and projects covered byoperational resources).Emissions of Greenhouse GasesThe emissions of greenhouse gases <strong>in</strong> 2007 amounted to 2,661,643 tonnes, the specific emissions are 1.039 tonnes of carbon dioxide pertonne of steel.The volume of greenhouse gas emissions <strong>in</strong> <strong>2008</strong> reached the level of 2,712,074 tonnes. This represents a year-on-year <strong>in</strong>crease by 1.89percent. The ma<strong>in</strong> reason for higher emissions is the stricter monitor<strong>in</strong>g set by legislation, especially the procedure of sett<strong>in</strong>g up theemission factors of the cogeneration gases accord<strong>in</strong>g to their chemical composition. The specific emissions of carbon dioxide reachedthe value of 1.108 tonnes per tonne of crude steel.EmployeesIn <strong>2008</strong>, management, <strong>in</strong> the scope of human resources, was focused primarily on the accomplishment of the long-term goals andobjectives result<strong>in</strong>g from the personnel strategy and policy encompassed <strong>in</strong> the Bus<strong>in</strong>ess Plan. Fulfilment of the personnel strategy andpolicy leads to the effective rejuvenation of the workforce and staff<strong>in</strong>g all recent as well as future projects and processes.In connection with these aspects, the process of shared services for selected personnel and account<strong>in</strong>g activities as well as the process ofagency employment was developed <strong>in</strong> <strong>2008</strong>. The type of agency employment was tailored to current needs.Considerable attention was paid to secur<strong>in</strong>g personnel replacements.Gradual modernisation and environmental care of facilities required qualitative changes <strong>in</strong> the structure of professions. This wasensured by controlled selection of graduates of apprentice schools and secondary schools, either to new work<strong>in</strong>g positions or to positionsmade vacant by the natural fluctuation.Low fluctuation was ma<strong>in</strong>ta<strong>in</strong>ed dur<strong>in</strong>g the year and employees <strong>in</strong> key professions were stabilised. Co-operat<strong>in</strong>g with the selectedpersonnel agencies we acquired new qualified employees, ma<strong>in</strong>ly graduates of technical schools.In order to achieve the required number of technically proficient employees, well-proven methods of personnel market<strong>in</strong>g were used:co-operation with all k<strong>in</strong>ds of schools, Tra<strong>in</strong>ee Centre, the section Career on our webpage as well as services of selected personnelagencies <strong>in</strong>clud<strong>in</strong>g the Labour Market Institute. The model of cross border co-operation with the aim of broaden<strong>in</strong>g the attraction zoneof new potential employees with technical education is newly developed.The process of transform<strong>in</strong>g the secondary school Tř<strong>in</strong>ec-Kanada <strong>in</strong>to a private school has been commenced; this will preparespecialists with regard to the needs of the TŽ – MS Group.Through education of employees, further development of the <strong>in</strong>tellectual capital was achieved. The qualification requirements werefulfilled at the level of 70 percent for all employees, the year-on-year growth was 5 percent. Besides the professional preparation, theeducation was oriented towards to tra<strong>in</strong><strong>in</strong>g relat<strong>in</strong>g to the standard ISO/TS 16949, preparation of managers, and improv<strong>in</strong>g languageskills.20
