Consulting engineers, plant operators, and municipal officials havegrown to respect John’s opinion and help on all sizes of projects. A selected project must havebeen in operation for a period of one (1) year and notmore than five (5) years.The City of Akron’s BioEnergy process is recognized as this year’s Engineering ExcellenceAward winner. Brian Gresser, P.E., has been coordinating the ongoing operations of thisprocess. The refinement of this anaerobic digestion process has enhanced the plant’sneighborhood by reducing odors, creating reusable electric energy, and providing forEQ biosolids product.The process was highlighted in a 2008 article in BioCycle Magazine.Recent past recipients of the Engineering Excellence Award include Bill Johngrass, P.E.,Terry Gellner, P.E. and Tom Voldrich.P.W.O. AwardMarty ArnoldCincinnati MSDProfessional Wastwater Operations, P.W.O. Award, honorsindividuals doing front-line work who have contributed practicalapplication, professionalism and dedication to their particularwastewater treatment system.Marty is the key front-line operator at the Little Miami WWTP, MSDGC. He holds a ClassII Wastewater Operator license. His primary operational expertise is the biosolids processwhere he insures their fluidized bed incinerator process meets air pollution controllimitations. He consistently exceeds expectations and can be counted on to make surethe work gets done. <strong>2012</strong> Lifetime Engineering AchievementOWEA Awards <strong>2012</strong>The Lifetime Engineering Achievement Award was established to honor a member who, as an <strong>Ohio</strong>design engineer, has consistently delivered good basic engineering design of wastewater facilitiesover a period of 20 or more years. The awardee must be Active, Lifetime, or Retired member ofOWEA, recognized by his/her peers as having demonstrated a high level of competence in thedesign profession.Cosmo Bertino, P.E.Malcolm Pirnie, ARCADISCosmo Bertino graduated from Notre Dame in 1971 and began his career with a civilengineering firm in Columbus, <strong>Ohio</strong>. He advanced to larger firms, including a stint asthe Muskingum County Sanitary Engineer.Cosmo worked for many Midwest clients, with his most significant influence in hishometown of Columbus. He led the City’s first major treatment plant upgrade under theClean <strong>Water</strong> Act. Cosmo is best known for his ability to facilitate teams of client staff andconsultants, accomplished through setting a high standard of engineering excellence,professionalism and fairness.Public Service AwardBill SmithTrustee-Canton Township, Stark CountyThe Elected Officials Award is presented to an elected <strong>Ohio</strong> officialor officials demonstrating a significant commitment to the protectionand improvement of the water environment. Awardees need not bea member of the <strong>Ohio</strong> <strong>Water</strong> <strong>Environment</strong> <strong>Association</strong>.Bill Smith has served as Canton Township trustee since 2002. He currently serves on theCanton Local Citizens Advisory Committee. Bill has been an advocate for the citizensof Canton Township and their wastewater infrastructure needs. The job of an electedtownship trustee is sometimes thankless, but Bill has proven that one person can makea positive difference for his neighborhood and <strong>Ohio</strong>’s streams and rivers.Recent recipients of the Elected Officials Public Service Award have included MayorJohn Quinn, City of Bowling Green; Ann M. Obrecht, Wayne Co. Commissioner; andthe Franklin County Board of County Commissioners.Collection System AwardDan Miller, P.E.Jones & HenryDan’s career is a little different. He has worked for one consultant, Jones & Henry, for 32years. After graduating from the University of Toledo in 1978 with a BSCE, he embarkedon a career performing all types of services for all sizes of treatment plants—from pilotstudies to construction administration. Dan is well-known to community leaders in <strong>Ohio</strong>,Michigan, and Indiana for providing and sharing his knowledge of improving our waterenvironment.Recent recipients of the Lifetime Engineering Achievement Award include Jim Hays,Chuck Zibble, Michael Atherine, Dennis Long, David Shank and Michael Burgess.Andy PattersonVillage of North BaltimoreThe Collection System Award is presented to an individual forcontributions to the advancement of state of the art wastewatercollection.Andy is the Village of North Baltimore’s <strong>Water</strong>/Wastewater Superintendent, havingworked there for 25 years. He has been leading the ongoing combined sewer separationconstruction project since 2010. Throughout this important work he has maintained nonprojecttasks while responding to unplanned utility breaks and repairs. Through it all hehas recognized the best possible service to the Village’s residents and businesses isa priority. Andy has remained calm and responded to each and every call as if it’s themost important task he has to do that day. The result of this upgrade shall be thepresentation of a better image for our profession as viewed by the general public.Mason WRPCity of MasonWilliam D. Hatfield AwardJim Johnson50/50 <strong>Water</strong>Presented to operators of wastewater treatment plants foroutstanding performance and professionalism.The current City of Mason WRP accepted flow in 2006. This 8.67 MGD design flowfacility has played host to numerous local and international tours, including Girl and BoyScouts and officials from the Kingdom of Saudi Arabia and China. Their motto is “Justbecause it’s a wastewater treatment plant it doesn’t have to look or smell like one”. Staffuses EQ biosolids from the plant to fertilize their grassed areas. Other city properties,including the city golf course, now use their EQ product.Jim’s public service record and professionalism are second to no one. From serving hiscountry in the U.S. Navy to serving his neighbors in northwest <strong>Ohio</strong>, Jim’s leadershipshould be an inspiration to us all (served as NWOWEA President, all OWEA ExecutiveCommittee positions (except Secretary/Treasurer), past NWOWEA Lab AnalystCommittee Chair, OWEA Awards Chair, and leadership roles on the 1999 and 2003Annual Conference Committee. Kathy continues to volunteer her timeto help train other lab analysts in <strong>Ohio</strong>. She was a major contributor to the lab analyststudy guide in <strong>Ohio</strong>. She holds a Class IV OWEA Lab Analyst Certification, Class IIIWastewater Operator certificate, and holds a BS Microbiology and minor in Chemistryfrom the University of Akron.Kathy’s example of leadership in helping train future analysts helps WEF and OWEAkeep our water environment healthy and clean.George W. Burke AwardBowling Green WPCFCity of Bowling GreenPresented to a municipality or industrial wastewaterfacility for an active and effective safety program.The Bowling Green <strong>Water</strong> Pollution Control Facility (BGWPCF) is a Class IV facility,serving a population of 30,000. Treatment is achieved through primary, secondary, andtertiary treatment processes with aerobic digestion of waste biosolids. The plant hasa rated capacity of 10 MGD average daily flow and 20 MGD peak hydraulic flow andcurrently treats approximately 6.5 MGD. The WPCF staff consists of 8 operators, 1 labtechnician, 1 biosolids coordinator, 1 Assistant Superintendent, and a Superintendent.In addition to monthly safety training provided by American Municipal Power, the WPCFhas consistently sought to go beyond the basic safety requirements.F.D. “Dean” StewartFranklin Dean Stewart was a founding father of the <strong>Ohio</strong> Sewage and Industrial Waste TreatmentConference in 1926, now known as the <strong>Ohio</strong> <strong>Water</strong> <strong>Environment</strong> <strong>Association</strong>. He graduated fromThe <strong>Ohio</strong> State University in 1913 with a degree in Civil Engineering. Mr. Stewart began his careerin the water and sewer industry as an assistant to A. Elliott Kimberly, Consulting Engineer, inColumbus. While there, he worked on design and supervision of construction of various water andsewage projects throughout <strong>Ohio</strong>. In 1918, he began working for the <strong>Ohio</strong> Department of Healthand remained there the rest of his career as the Assistant Chief Engineer. Dean Stewart held thepost of “Editor” for the <strong>Ohio</strong> Sewage and Industrial Waste Treatment Conference and chaired thefirst subcommittee on short schools in 1941.J.W. EllmsJoseph Winton Ellms was a founding father of the <strong>Ohio</strong> Sewage and Industrial Waste TreatmentConference in 1926, now known as the <strong>Ohio</strong> <strong>Water</strong> <strong>Environment</strong> <strong>Association</strong>. He graduated from theMassachusetts Institute of Technology in 1893 with a degree in Chemistry. In 1898, he participated instudies on the treatability of <strong>Ohio</strong> River water as a source for Cincinnati’s water supply. He remainedwith the city and became the first Plant Superintendent of the “California” plant.In 1918, Mr. Ellms moved to Cleveland to work in the city’s water treatment plant. Once the city begantreating its sewage, he switched to the sewage side and became the Cleveland Commissioner ofSewage Disposal. Mr. Ellms was also widely known as a partner in consulting firms.Mr. Ellms took a leadership role representing the <strong>Ohio</strong> Conference on the “Committee of 100” whichbrought about a Federation of state sewage treatment associations, primarily for the purpose ofpublishing peer reviewed technical papers for educational purposes. We now know this federationas the <strong>Water</strong> <strong>Environment</strong> Federation.F. H. WaringFred Holman Waring was a principal founder of the <strong>Ohio</strong> Sewage and Industrial Waste TreatmentConference in 1926, now known as the <strong>Ohio</strong> <strong>Water</strong> <strong>Environment</strong> <strong>Association</strong>. He served in theDivision of Sanitary Engineering of the <strong>Ohio</strong> Department of Health for forty-five years and for overtwenty-five years he was the Chief of that division. He was known for his soft glove of enforcementvia reasonableness. Mr. Waring personally knew most of the designers, builders and operatorsof water and waste water facilities in <strong>Ohio</strong>. In 1961, following his retirement, Mr. Waring wrote adetailed report on the public water supplies and water pollution control facilities in <strong>Ohio</strong> which isone of the best histories of <strong>Ohio</strong>’s early treatment plants.W.D. SheetsWaldron Devol Sheets earned a degree in Chemical Engineering from The <strong>Ohio</strong> State University in1940. He started his career as an assistant chemist at the Columbus Sewage Treatment Plant. Heis best known as a professor who helped establish the <strong>Water</strong> Resources Center of The <strong>Ohio</strong> StateUniversity. He coordinated the five day “short schools” starting in 1948 as an activity of the universityin addition to his regular duties. These short schools grew in popularity over the next several yearsunder his guidance. His commitment to operator education in <strong>Ohio</strong> continued as he was one of thefounders of the Operator Training Committee of <strong>Ohio</strong>, Inc. (OTCO) and became its first ExecutiveDirector. Mr. Sheets is credited with training thousands of operators in both water and wastewater.30 31


<strong>2012</strong> OWEA/WEF Award HistoryOWEA Leadership <strong>2012</strong>L.T. “Tom” HagertyTom Hagerty graduated from Hiram College in 1938 with a degree in Education. He began his careerin the water and wastewater business as the Manager of the Bedford Sewage Treatment Plant. Mr.Hagerty went on to supervise operations of the water and sewer facilities in the City of Delawareand was later named Superintendent of the Dayton Wastewater Treatment Plant.In 1959, he began working for the Division of Sanitary Engineering of the <strong>Ohio</strong> Department ofHealth, which became the <strong>Ohio</strong> EPA in 1972. He worked for the agency for twenty years. His dutiesincluded operator certification and assisting plant operators in solving operational problems, aswell as helping with advancement opportunities and job placement. As a public agency employee,Mr. Hagerty was in the truest sense, “there to help you”. He is best known for motivating andencouraging plant operators, developing training manuals, teaching short schools, and as one ofthe founders of OTCO.Larry D. MoonLarry Moon served the communities of Sylvania, Greenfield, and Van Wert before beginning his16.5 years with the <strong>Ohio</strong> EPA. While at <strong>Ohio</strong> EPA, Mr. Moon headed the Technical Assistance/Operator Certification Unit. During his tenure at <strong>Ohio</strong> EPA, Mr. Moon volunteered 15 years of hisspare time to the <strong>Ohio</strong> <strong>Water</strong> Pollution Control Conference, now OWEA, as Secretary/Treasurer.He guided the Conference through one of its substantial growth periods.William D. Hatfield - WEF AwardDr. William D. Hatfield was the Superintendent of the Decatur, Illinois Sanitary District. He wasPresident of the Central States Sewage Works <strong>Association</strong> in 1944-45 and served as Presidentof the Federation in 1958-59.Arther Sydney Bedell - WEF AwardArthur Sydney Bedell was WEF’s second president. He is recognized for his long devotion andservice to the New York Sewage and Industrial Wastes <strong>Association</strong>, now the New York <strong>Water</strong><strong>Environment</strong> <strong>Association</strong>. To perform my duties to the best of my ability in the operations of facilitiesfor which I am responsible.2. To endeavor to keep myself informed in the technology of my field, utilizingmembership and participation in technical and professional organizations,technical, literature, and research whenever possible.3. To refrain from participating in any endeavor which to my knowledgeis fraudulent or contrary to public and private welfare, or contrary to thewelfare of my employer.4. To oppose incompetent and incomplete inspections, sampling, analysis,testing, consultation, development, and research work. And in all instances,to exemplify complete intellectual honesty in obtaining, interpreting andreporting data.5. To refrain from making degrading remarks about fellow members or anyinsinuations tending to lower confidence in the waste treatment field. Thisdoes not preclude, however, rendering professional opinions on specificapplications resulting from the endeavors of others.6. To refrain from offering reduced fees knowingly, for services being performedby another competent person in this field.7.
