The seismic capacity ofthe designs are tested and verified using a computerisedearthquake simulation tool.Commercial unitsTen per cent of each condominium site is allocated tocommercial purposes, primarily small shops located atground level but also plots of land for commercial use.The commercial units are sold, not rented, and the plotsof land for commercial use are leased. These commercialunits are small shops, restaurants, pharmacies, salonsand music shops. Although there are no restrictions oncommercial activities, the units are not appropriatelysized for large-scale industrial enterprises and thereforecan only accommodate small businesses which do notrequire special spaces or service provision.The provision of commercial units aims to ensure mixeduseoccupation of condominium sites, which haveseveral benefits over purely residential developments.With as many as 10,000 households living on onecondominium site (e.g. Jemo site), the commercial unitscapture important revenue from these residents as wellas offering the convenience for residents to shop locally,reducing travel distances to obtain their shopping,for instance foodstuffs and related weekly necessities.Likewise, the food outlets and bars that occupy manycommercial units provide an array of social spacesin which people can meet. Another key reason forthe inclusion of commercial units was their ability toencourage activity on site at all times of the day and night,and therefore increase security and decrease the chancesof unsociable activity, such as burglary, as people arecontinuously moving around buildings. Furthermore,as already noted, the commercial units are beneficial asthey reduce the purchase price of condominium unitsfor beneficiaries through cross-subsidisation betweencommercial units and housing units.Both commercial units and land leases for plots of landfor commercial use are sold by auction. These land-leaseauctions happen every 15 days and momentum andinterest in the plots is heightened by regular marketingon the television and radio. Prospective purchasersvisit the site and can then bid at the auction. Once theauction winners are decided, they sign an agreementwith the City Administration to confirm the terms ofpayment for the site and follow all legal procedures. Thewinners of the land development auctions are permitteda land-use right of 99 years.Communal buildingsThe provision of communal buildings to condominiumsites was an attempt to respond to the cultural needs ofresidents. The function of the communal buildings isto provide a protected space for residents to performtraditional tasks such as slaughtering goats, handwashinglaundry, and cooking extensive meals: activitiesthe housing units themselves cannot accommodate.They are typically freestanding masonry buildings locatedin the open courtyards created by the condominiumblocks.22the condominium housing programme in ethiopia
