InArada region alone, 23 communal buildings have beensold to Housing Associations composed of condominiumresidents.Costing, quantity surveying and constructionThe programme has tight costing and quantity surveyingmechanisms that aim to minimize constructioncosts. The MWUD are responsible for purchasing allconstruction materials, in bulk and therefore at lowprices. Contractors are engaged on fixed-cost contracts,which reduce the burden of soliciting for, receiving, andchoosing tenders for each job. The material requirementsfor each condominium block are calculated and theexact material quantities are given to contractors. Thiscentralized system minimizes wastage, helps to keeprecords for material supplies and distribution, andenables any surplus materials to be used on other sites.These mechanisms give greater certainty of the final costof construction.Infrastructure provision and servicingThe city administration coordinates and finances theconstruction of infrastructure and services. Infrastructureelements include the roads, car parks, footpaths andgrass areas and services are water, electricity, and mainssewerageconnection for each unit.24the condominium housing programme in ethiopia

However, this created major delays inproject completion and now infrastructure is plannedand implemented much earlier in the construction phase,concurrent with condominium block construction.Furthermore, electricity and water companies delayprojects with their disorganisation and limited resourceswhich are unable to deal with the large-scale city-widedemands. One major infrastructure challenge facingthe programme is the inadequate and small-scope of theAddis Ababa sewerage system. The horizontal expansionof Addis Ababa, particularly along the south-west andnorth-east regions of the city, has increased the cost ofinfrastructure provision and services on sites locatedin these locations. These increased costs have placedstrain on the financial viability of these individualcondominium projects.Once the units are occupied residents pay for their waterand electricity services.They enter into a contract with the service providers andshould they fail to keep on top of payments water andelectricity can be cut off.The post-occupancy maintenance of private andcommunal areas is the responsibility of the residents,THE PROVISION OF COMMUNALBUILDINGS TO CONDOMINIUM SITESWAS AN ATTEMPT TO RESPONDTO THE CULTURAL NEEDS OFRESIDENTS. To this end, awritten information guide has been produced by the cityadministration department for condominium residentsoutlining how to undertake simple maintenance onfixtures (such as sink drains) 7 . The government takes noresponsibility for the maintenance of the units once theyare occupied.
