New <strong>in</strong>itiatives <strong>in</strong>clude rural revitalization<br />

and <strong>in</strong>ternational exchange program<br />

Northeast Community College President<br />

Dr. Bill R. <strong>Path</strong> strongly believes <strong>in</strong> the <strong>in</strong>stitution’s<br />

Strategic Plan. So much so, that<br />

he <strong>is</strong> literally will<strong>in</strong>g to go to the ends of the<br />

earth to advance it, as evidenced by a recent<br />

trip to Ch<strong>in</strong>a.<br />

The 2010-2015 Strategic Plan features<br />

two new <strong>in</strong>itiatives <strong>in</strong>clud<strong>in</strong>g an expanded<br />

emphas<strong>is</strong> on rural revitalization and <strong>in</strong>ternational<br />

exchange programs.<br />

Dr. <strong>Path</strong> believes one of the most important<br />

th<strong>in</strong>gs that the College can do <strong>is</strong> help<br />

prepare <strong>its</strong> students to become effective<br />

community leaders <strong>in</strong> rural <strong>Nebraska</strong> and to<br />

compete <strong>in</strong> a global economy.<br />

He would like to <strong>in</strong>clude a component on<br />

the how-to’s of rural revitalization <strong>in</strong> Northeast’s<br />

general curriculum.<br />

“We have tomorrow’s leaders of rural <strong>Nebraska</strong><br />

<strong>in</strong> our classrooms today and I fear<br />

that we are do<strong>in</strong>g them a d<strong>is</strong>service if we<br />

just give them academic and vocational<br />

tra<strong>in</strong><strong>in</strong>g without teach<strong>in</strong>g practical skills<br />

on how to improve their communities,” he<br />

<strong>said</strong>.<br />

“Because a large number of our applied<br />

science graduates return to their hometowns,<br />

I would like to see each of them<br />

equipped with a basic understand<strong>in</strong>g of<br />

community rebuild<strong>in</strong>g techniques and<br />

learn about the positive impact that a s<strong>in</strong>gle<br />

person can have on a local economy,”<br />

Dr. <strong>Path</strong> <strong>said</strong>.<br />

He noted that e<strong>very</strong> year, Northeast<br />

graduates go <strong>in</strong>to the work<strong>for</strong>ce of small<br />

towns across northeast <strong>Nebraska</strong> and these<br />

graduates have the potential of becom<strong>in</strong>g<br />

the nucleus <strong>for</strong> change and betterment<br />

with<strong>in</strong> these communities.<br />

“Rural <strong>Nebraska</strong> <strong>is</strong> <strong>in</strong><br />

a <strong>struggle</strong> <strong>for</strong> <strong>its</strong> <strong>very</strong><br />

<strong>survival</strong>,” <strong>Path</strong> <strong>said</strong>.<br />

“With<strong>in</strong> a generation, many of our small<br />

towns will either be saved or lost.” Accord-<br />

component of the new strategic plan provides<br />

Invited to participate <strong>in</strong> a 10-day trip<br />

to Ch<strong>in</strong>a by the American Association of<br />

Community Colleges, Dr. <strong>Path</strong> attended<br />

the International Forum on Vocational and<br />

Technical Education <strong>in</strong> Beij<strong>in</strong>g. He heard<br />

experts <strong>in</strong> vocational education from Ch<strong>in</strong>a,<br />

Germany, Brazil, Korea, Australia, and the<br />

United States.<br />

“It was <strong>very</strong> enlighten<strong>in</strong>g to hear about<br />

the strong need <strong>for</strong> vocational education<br />

worldwide,” he <strong>said</strong>. “I returned from Ch<strong>in</strong>a<br />

<strong>very</strong> proud to be part of our American<br />

community college system because we are<br />

revered as the leader <strong>in</strong> work<strong>for</strong>ce development<br />

and vocational tra<strong>in</strong><strong>in</strong>g.”<br />

of community college leaders<br />

toured five major cities <strong>in</strong> Ch<strong>in</strong>a<br />

and v<strong>is</strong>ited vocational colleges.<br />

The U.S. community college<br />

leaders met with their Ch<strong>in</strong>ese<br />

counterparts at each <strong>in</strong>stitution<br />

and were taken on campus<br />

tours and <strong>in</strong>troduced to faculty<br />

and students.<br />

Most colleges <strong>in</strong> Ch<strong>in</strong>a are<br />

devoted to a s<strong>in</strong>gle d<strong>is</strong>cipl<strong>in</strong>e of<br />

study, <strong>Path</strong> <strong>said</strong>. In Beij<strong>in</strong>g, the<br />

college offers education <strong>in</strong> agriculture<br />

while <strong>in</strong> Xi’an, students<br />

study aeronautics. The college<br />

at Hangzhou <strong>is</strong> an electromechanical<br />

eng<strong>in</strong>eer<strong>in</strong>g school<br />

while the <strong>in</strong>stitute <strong>in</strong> Shanghai<br />

<strong>is</strong> essentially a nurs<strong>in</strong>g college.<br />

He found the polytechnic college<br />

<strong>in</strong> N<strong>in</strong>gbo to be the most<br />

similar to a comprehensive<br />

community college <strong>in</strong> the U.S.<br />

It offers about 35 different majors.<br />

Dr. <strong>Path</strong> <strong>said</strong> it seemed almost<br />

surreal to fly <strong>in</strong> to Beij<strong>in</strong>g,<br />

Northeast President Dr. Bill R.<br />

<strong>Path</strong> recently accepted a check<br />

<strong>for</strong> $14,400 from <strong>Nebraska</strong> Public<br />

Power D<strong>is</strong>trict’s Board Member<br />

Virg Froehlich and Wells<br />

a city of 22 million. “There are<br />

massive skyscrapers as far as the<br />

eye can see,” he <strong>said</strong>. “Ch<strong>in</strong>a<br />

has many densely populated cities<br />

that are filled with marvels of<br />

architecture and eng<strong>in</strong>eer<strong>in</strong>g.”<br />

He also noted that once one<br />

drives out of the modern cities,<br />

the countryside <strong>is</strong> filled with<br />

rural residents who are farm<strong>in</strong>g<br />

small plots of land with wooden<br />

tools and the most primitive of<br />

equipment. “It <strong>is</strong> quite a dichotomy<br />

of new and old,” Dr. <strong>Path</strong><br />

<strong>said</strong>.<br />

“In Ch<strong>in</strong>a, there <strong>is</strong> no underly<strong>in</strong>g<br />

expectation of <strong>in</strong>dividual<br />

rights or freedoms. Citizens are<br />

driven by a sense of duty to the<br />

state, and that <strong>in</strong>cludes learn<strong>in</strong>g<br />

a trade and becom<strong>in</strong>g a productive<br />

citizen,” he <strong>said</strong>.<br />

College <strong>is</strong> considered a<br />

privilege <strong>in</strong> Ch<strong>in</strong>a that must be<br />

earned with an entrance exam<br />

score. That test score also dictates<br />

the type of tra<strong>in</strong><strong>in</strong>g and<br />

subsequent career that a stu-<br />

dent will have <strong>for</strong> life. “I saw<br />

no evidence of adults return<strong>in</strong>g<br />

to college or any practice of retra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong> Ch<strong>in</strong>a,” he <strong>said</strong>.<br />

He also noted that the Ch<strong>in</strong>ese<br />

people are <strong>in</strong>tensely<br />

proud and <strong>in</strong>dustrious, but at<br />

the same time, <strong>very</strong> respectful<br />

and k<strong>in</strong>d. They value education<br />

<strong>for</strong> their young people and<br />

w<strong>is</strong>h to collaborate more with<br />

the United States. “Ch<strong>in</strong>ese<br />

education officials are actively<br />

pursu<strong>in</strong>g exchange opportunities<br />

<strong>for</strong> their faculty and staff<br />

while welcom<strong>in</strong>g U.S. students<br />

and faculty at the same time,”<br />

he <strong>said</strong>.<br />

Always the strategic th<strong>in</strong>ker,<br />

Dr. <strong>Path</strong> felt the element of cultural<br />

exchange f<strong>its</strong> Northeast’s<br />

2010-2015 Strategic Plan perfectly.<br />

“I want to encourage<br />

more exploration <strong>in</strong>to <strong>in</strong>ternational<br />

exchange opportunities<br />

<strong>for</strong> students, faculty and staff<br />

at Northeast Community College,”<br />

he concluded.<br />
