President's MessageAt Ingalls, Safety is a Team EffortI was troubled over the holiday shutdown whenlocal media reported that OSHA had issued a numberof citations and fines against Ingalls for unsafeworking conditions. One OSHA representativewas quoted in the press as saying the inspectionwas “a wake- up call for Ingalls.” I can tell you…we don’t need a wake-up call. I know that everyIngalls Shipbuilder is committed to working safe.I know that the Ingalls leadership team is committedto maintaining a safe workplace. Still, theOSHA inspection was good for us as it found areaswhere we can improve. Most of the citations OSHAissued were remedied even before the inspectionwas completed and corrective action plans arealready in place for the others. Nothing is moreimportant than the safety of our shipbuilders. Our Performance Scorecard for 2011 shows thatby working together as a team, we were able toreduce our Total Case Rate (TCR) by 16.6 percentcompared to 2010 and our Lost Time Case Rate(LTCR) by 9.1 percent versus 2010. Besides ourgulf coast operations, AMSEC and CMSD alsodid well. This improvement across the companyrepresents good progress. Given where our shipswere in the construction process in 2011 across allof Ingalls, we focused on the right things. In 2012we’ll have considerably more work in the shopsand in our assembly areas at Pascagoula. We’ll bedoing more welding, grinding, pipe assembly andtransporting around the Yard. As we ready LPD 23for trials and complete LPD 25 at Avondale, we’llbe in close quarters on the ships. The risk of injuryis different in different stages of construction and Iwant to remind you to stay sharp.Make sure your shields are in place. Checkcables and verify switchboards. Don’t improvise.Use the right tool for the job. Report hazards immediatelyso they can be corrected. You knowhow to do this right and you need to do it right. I’mcounting on it and so is your family.Your safety is important to me and together we’reimproving all the time. I need your continued commitmentto working safe and helping your fellow shipbuilderswork safe. And I know I can count on you.Irwin F.
