Charge RightInaccurate time charging can harm Ingalls’ reputationAs a defense contractor, Ingalls Shipbuilding is accountable toits customers, the U.S. Navy and Coast Guard, to ensure the U.S.government is not being overbilled.Proper time charging is every employee’s responsibility, andaccuracy is a must.Time and labor charging documents are legal records that Ingallsuses to bill its customers. Craftsmen and women perform the workthat generates revenue for Ingalls, and the company uses actual hoursfrom these records to bid on new contracts. If errors are made, Ingalls could overbid on certain tasks and lose acontract, or underbid and be unsuccessful as a company. Therefore, theaccuracy of the time recorded for each task performed by each crew onits daily time log is critical to the future of Ingalls. The accuracy of time being billed is vital to ensuring IngallsShipbuilding's relationship with its customers. To ensure accuracy, all employees must adhere to the procedure fortime and labor charging. Part of the procedure involves filling out adaily time log or DTL.Each craft employee must initial the DTL at the end of each shift, verifying that their time has been charged to the correct hull orcontract. If an employee must leave the facility early, he or she mustinitial the DTL before departing. For more information about time and labor charging, refer toCommand Media Document M1002, which describes timekeepingand shifts for direct hourly employees and indirect employeeson PODC/LC00.
