No payment may be made to parents with respect to any applicable child for a fiscalyear that:a. would be considered a child with special needs under 473(c)(2);b. is not a citizen or resident of the United States; andc. was adopted outside of the United States or was brought into the United States forthe purposes of being adopted.8.
