The State/Tribal agency and the local agencies administering the Title IV-E program have established and will maintain methods of personneladministration in conformity with standards for a Merit System ofPersonnel Administration, prescribed in Title 5 CFR 900 by the U.S.Office of Personnel Management pursuant to section 208 of theIntergovernmental Personnel Act of 1970, as amended.2. The State/Tribal agency is implementing an affirmative action plan toassure equal employment opportunity in all aspects of personneladministration as specified in Title 5 CFR 900. The plan provides forspecific action steps and timetables to assure such equal opportunity, andis available for review upon request.State/Tribal Regulatory,Statutory, and PolicyReferences andCitations for EachSec. 6 ASec. 6 A (1)Sec. 6 A (2)471(a)(8)B. SAFEGUARDING INFORMATION1. Subject to section 471(c), the State/Tribal agency has safeguardsrestricting use of or disclosure of information concerning individualsassisted under the State/Tribal plan to purposes directly connected with:Sec. 6 BSec. 6 B (1)471(a)(8)(A) a. the administration of the Title IV-E plan or any of the State/Tribalplans or programs under Parts A, B or D of Title IV or under Titles I,V, X, XIV, XVI (as in effect in Puerto Rico, Guam, and the VirginIslands), XIX or XX, or the supplemental security income programunder Title XVI; andSec. 6 B (1)(a)

The safeguards provided will prohibit:a. the disclosure of information pursuant to 471(a)(9) to appropriateauthorities with respect to known or suspected child abuse or neglect; andb. any committee or legislative body (other than an agency referred to insection 471(a)(8)(D) with respect to an activity referred to in such clause) ofany information which identifies by name or address any applicant for orrecipient of assistance under Title IV-E of the Act.3. The State/Tribal shall have in place safeguards to prevent the unauthorizeddisclosure of information in any child abuse and neglect registrymaintained by the State/Tribal, and to prevent any such informationobtained pursuant to section 471(a)(20)(B) from being used for a purposeother than the conducting of background checks in foster and adoptiveplacement cases.Sec. 6 B (2)Sec. 6 B (3)
