SSC Atlantic sites partner to provide services to VAModernizing legacy systems for an enterprise approach to delivering veterans benefits and servicesBy Maria L. TollesonThe Space and Naval WarfareSystems Center Atlantic’s NewOrleans office, in partnershipwith SSC Atlantic’s Charleston office, willbe providing assistance to the Departmentof Veterans Affairs.This new business initiative comes asa result of the Health Systems MissionArea Team (HS MAT), a collaborative effortbetween SSC Atlantic’s New Orleans,Charleston and Norfolk sites.The HS MAT is an example of a successfulpartnership between the formersystem centers that realigned Oct. 1under SSC Atlantic as a result of the 2005Defense Base Closure and Realignmentlaw.The HS MAT team combines thecommon interests of SPAWAR managersand their health systems customersin the areas of information technology;network systems and software engineering;information assurance; softwaredevelopment; and the communicationinfrastructure domains.These common interests include: enablingtechnologies; policy and regulationsreview and formulation; enterprisearchitectures; privacy and security practices;technical implementation issues;enterprise program management; andend-user requirements validation.The Department of Veterans Affairsincludes three administrations that providethe delivery of veterans services andbenefits: Veterans Health Administration(VHA), Veterans Benefits Administration(VBA) and National Cemetery Administration.The New Orleans office will beproviding support to the VHA and VBA.Support for the VHA will be provided byJodi Ketry and Gregg Travis.The command will be assisting theVA’s Office of Enterprise Developmentwith information management/informationtechnology project managementand technical support for the schedulingand common services projects. This supportwill include performance engineering,system administration, softwarequality assurance, technical writing andtesting.The replacement scheduling application(RSA) will replace a legacyscheduling application that is based oncare concepts that are 25 years-old. Thegoal for the RSA project is to deploy anenterprise-level scheduling applicationto support the view of a “One-VA patientrecord,” regardless of point of care. Atiger team will be formed to address criticaldefects with the RSA.The Common Services Identity Management(CS/IdMS) program managesthe identity of persons and organizationsfor the VA.As the VA moves toward seamless veterancare, its ability to effectively maintainand share unique identifiers acrossan enterprise will improve healthcaredelivery and data, as well as eliminateinappropriate merges of patient data.CS/IdMS is comprised of organizationservices and person-centered servicesand peripheral applications and services.The New Orleans office will provide projectmanagement for both the organizationand person services projects.Beginning in fiscal year 2009, allcontractor support for person services,organization services and the masterpatient index will be provided througha contractor workforce of approximately40 to 50 people centered at the NewOrleans office.The Nationwide Health InformationNetwork is the critical portion of thehealth IT agenda intended to providea secure, nationwide, interoperablehealth information infrastructure thatwill connect providers, consumers andothers involved in supporting health andhealthcare.The New Orleans office will provideproject management for the NHIN, aswell as project support in a variety ofother areas. The NHIN will enable healthinformation to follow the consumer, beavailable for clinical decision making, andsupport appropriate use of healthcareinformation beyond direct patient careso as to improve health.The NHIN is designed as a "network ofnetworks,” built out of state and regionalhealth information exchanges (HIEs) andother networks to support the exchangeof health information by connectingthese networks and the systems they, inturn, connect.The New Orleans office will providesupport for integration efforts performedby the VA to consolidate and modernizelegacy systems within the Veterans BenefitsAdministration. The HS MAT is an example of a successful partnership betweenthe former system centers that realigned Oct. 1 under SSCAtlantic …ployed by the Veterans Benefits Administrationto process entitlements for threeof its five business lines: Compensationand Pension, Education, Vocational Rehabilitationand Employment.The primary services of the BDN are:receipt, processing, tracking and dispositionof veterans applications for benefits;requests for assistance and generaladministration of legislated benefitprograms.The compensation program providesmonthly payments and ancillary benefitsto veterans in recognition of the loss ofearning capacity caused by a disability ordisease incurred in or aggravated duringmilitary service.The pension program providesmonthly payments to wartime veteranswho are permanently and totally disabledas a result of a disability not relatedto military service.The educational assistance benefitprovides opportunities for higher educationand restores lost educational opportunitiesand vocational readjustment.The Vocational Rehabilitation andEmployment program helps servicedisabledveterans achieve independentlife skills and employment. This programprovides service to enable veterans, withservice-connected disabilities, achieveindependence in daily living, becomeemployable and obtain and maintainsuitable employment.The Benefits Delivery Network providesinterface to the Veterans BenefitsAdministration's other benefits deliverysystems such as the VBA Office of InformationManagement.The scope of the work will includeengineering services associated with theBDN documentation support projectproviding resources and labor to documentthe BDN application suite.This effort will consist of four phases:discovery, application documentation,process documentation and standardprocedures documentation.The work will include:• Establishing a thorough requirementsbaseline for the interfaces intoand out of the Benefits Delivery Networkapplication suite resident on the mainframe,as well as the applications andprocesses (jobs/batches) running in supportof the BDN application suite.• Documenting the functionality, configurationand external communicationsrelated to the Benefits Delivery Networkapplication to include interfaces andmodule relationships.• Documenting the various applications/batchprocesses of the BenefitsDelivery Network application suite.• Documenting the standard operatingprocedures in use by support staff ofthe Benefits Delivery Network applicationsuite.The work, which actually involves 15projects, will be performed at variousSPAWAR offices, VA headquarters inWashington D.C., and other VA activitiesworldwide.Maria L.
