50Theme C: The learning eco<strong>no</strong>my and the competitiveness of systems of in<strong>no</strong>vation.The third theme aims at a stronger conceptual and theoretical base <strong>for</strong> new concepts such as'systems of in<strong>no</strong>vation' and 'the learning eco<strong>no</strong>my' and to link these concepts to theecological dimension. The focus is on the interaction between institutional and technicalchange in a specified geographical space. An attempt will be made to synthesise theories ofeco<strong>no</strong>mic development emphasising the role of science based-sectors with those emphasisinglearning-by-producing and the growing k<strong>no</strong>wledge-intensity of all eco<strong>no</strong>mic activities.The main empirical and policy issues are related to changes in the local dimensions ofin<strong>no</strong>vation and learning. What remains of the relative auto<strong>no</strong>my of national systems ofin<strong>no</strong>vation? Is there a tendency towards convergence or divergence in the specialisation intrade, production, in<strong>no</strong>vation and in the k<strong>no</strong>wledge base itself when we compare regions andnations?The Ph.D.-programmeThere are at present more than 10 Ph.D.-students <strong>working</strong> in close connection to theDRUID <strong>research</strong> programme. DRUID organises regularly specific Ph.D-activities such asworkshops, seminars and courses, often in a co-operation with other Danish or internationalinstitutes. Also important is the role of DRUID as an environment which stimulates thePh.D.-students to become creative and effective. This involves several elements:- access to the international network in the <strong>for</strong>m of visiting fellows and visits at the sisterinstitutions- participation in <strong>research</strong> projects- access to supervision of theses- access to databasesEach year DRUID welcomes a limited number of <strong>for</strong>eign Ph.D.-students who wants to workon subjects and project close to the core of the DRUID-<strong>research</strong> programme.External projectsDRUID-members are involved in projects with external support. One major project whichcovers several of the elements of the <strong>research</strong> programme is DISKO; a comparative analysisof the Danish In<strong>no</strong>vation System; and there are several projects involving international cooperationwithin EU's 4th Framework Programme. DRUID is open to host other projects asfar as they fall within its <strong>research</strong> profile. Special attention is given to the communication of<strong>research</strong> results from such projects to a wide set of social actors and policy makers.
