TIC has developed a l<strong>and</strong> bank of over 2.5 million ha, with several l<strong>and</strong> plots for potential<strong>in</strong>vestment opportunities all over <strong>Tanzania</strong>.- The office of the Commissioner of L<strong>and</strong>s, the pr<strong>in</strong>cipal statutes regard<strong>in</strong>g l<strong>and</strong>, that is, the L<strong>and</strong> Act <strong>and</strong> the Village L<strong>and</strong>s Act,1999.- Local government, Village Councils <strong>and</strong> Village Assemblies have been pivotal for access<strong>in</strong>g village l<strong>and</strong> for biofuel developmentby <strong>in</strong>vestors via lease <strong>and</strong> are be<strong>in</strong>g centre stage of the ongo<strong>in</strong>g expansion of the biofuel <strong>in</strong>dustry.- National Biofuel Task Force (NBTF) is work<strong>in</strong>g on policies, strategies <strong>and</strong> regulations to streaml<strong>in</strong>e the development of biofuels<strong>and</strong> to formulate <strong>and</strong> propose an enabl<strong>in</strong>g environment to facilitate the development of biofuels <strong>in</strong> <strong>Tanzania</strong>.-The <strong>Tanzania</strong> Petroleum Development Corporation (TPDC) is a national oil company responsible for exploration, promotion <strong>and</strong>development of oil <strong>and</strong> gas resources <strong>in</strong> the country. However does not control prices, <strong>and</strong> the market of petroleum products <strong>and</strong>biofuels as potential substitute for petroleum products are not mentioned <strong>in</strong> its establishment.- Energy <strong>and</strong> Water Utilities Regulatory Authority (EWURA) its role is to regulate the energy <strong>and</strong> water sector <strong>in</strong> <strong>Tanzania</strong><strong>in</strong>clud<strong>in</strong>g the technical aspects of downstream petroleum bus<strong>in</strong>ess. EWURA will also be responsible for the regulation <strong>and</strong>monitor<strong>in</strong>g of a future biofuels sector with additional powers to deal with licens<strong>in</strong>g of biofuels- National Environmental Management Council (NEMC) is a government agency entrusted with the role of enforc<strong>in</strong>g, review<strong>in</strong>g<strong>and</strong> monitor<strong>in</strong>g environmental impact assessment (EIA) studies. These studies <strong>in</strong>clude agricultural projects necessitat<strong>in</strong>gresettlement of communities; transportation of petroleum products; <strong>and</strong> the development of large-scale renewable sources energy.-<strong>Tanzania</strong> Bureau of St<strong>and</strong>ard (TBS) responsible for <strong>in</strong>ternational st<strong>and</strong>ards, technical specifications <strong>and</strong> codes of practice <strong>in</strong>order to upgrade supply cha<strong>in</strong> <strong>in</strong>frastructure, quality of petroleum products <strong>and</strong> services provided. In regard to biofuels PetroleumSupply Act require EWURA to consult with the TBS.2 Investors (exist<strong>in</strong>g, prospective; local<strong>and</strong> foreign)3. The diplomatic community (Belgium,Brazil, Canada, Japan, Germany,India, Malaysia, Switzerl<strong>and</strong>, UK,-Different local <strong>and</strong> foreign are at various stages of develop<strong>in</strong>g <strong>and</strong> promot<strong>in</strong>g the production of biofuels.- The preferred model of production is either plantation or smallholder/out grower) <strong>and</strong>/or both depend<strong>in</strong>g on particular <strong>in</strong>vestor(s).- Companies contract-farm<strong>in</strong>g or agreements with farmers whereby seeds <strong>and</strong> other agriculture <strong>in</strong>puts are provided by those whocan then purchase the crops produced by the farmers.- Many companies are already plann<strong>in</strong>g <strong>and</strong> implement<strong>in</strong>g supply cha<strong>in</strong> <strong>in</strong>novations that <strong>in</strong>clude local people. But they focusprimarily on the <strong>in</strong>clusion of small-scale farmers <strong>and</strong> pay much less attention to enterprises <strong>in</strong> the downstream supply cha<strong>in</strong>.-More than eight mult<strong>in</strong>ational biofuel companies are reportedly f<strong>in</strong>aliz<strong>in</strong>g colonial style agreements with villages to acquirethous<strong>and</strong>s of hectares of l<strong>and</strong> to cultivate biofuel crop.- <strong>Tanzania</strong> is not produc<strong>in</strong>g biofuels for export yet but biofuel <strong>in</strong>dustry is dom<strong>in</strong>ated by foreign based biofuel bus<strong>in</strong>ess companies-Development partners/ bilateral <strong>and</strong> multilateral donor organization-Government of Netherl<strong>and</strong>s, SIDA <strong>and</strong> NORAD of Sweden <strong>and</strong> Norway, respectively have been support<strong>in</strong>g the NBTF <strong>in</strong> terms off<strong>in</strong>anc<strong>in</strong>g the biofuel development guidel<strong>in</strong>es, support<strong>in</strong>g project-monitor<strong>in</strong>g unit as well as for hir<strong>in</strong>g biofuels experts to support the2688
