TAOMCmembers <strong>in</strong>clude BP,Shell, Gapoil,Gapco, Caltex Oil, Oryx, KobilPetroleum, Total, Engen Petroleum,OilCom <strong>and</strong>Natoil.<strong>Tanzania</strong> government <strong>and</strong> facilitat<strong>in</strong>g NBTF meet<strong>in</strong>gs.-Germany via GTZ has commissioned the first ever comprehensive study on the prospects of liquid biofuels for the transportsector <strong>and</strong> potential <strong>and</strong> implications for susta<strong>in</strong>able agriculture <strong>and</strong> energy <strong>in</strong> the 21st Century-FAO lead<strong>in</strong>g <strong>in</strong>ternational cooperation develop<strong>in</strong>g a BioEnergy Food Security analytical framework which is set up <strong>in</strong> one country<strong>in</strong> each region <strong>in</strong> the world <strong>in</strong>terested <strong>in</strong> produc<strong>in</strong>g biofuels. <strong>Tanzania</strong> country specific data is be<strong>in</strong>g developed by the FAO, whichwill result <strong>in</strong> a country specific scenario that will determ<strong>in</strong>e <strong>in</strong>put to the analytical framework.-DfID, World Bank <strong>and</strong> USAID provide technical <strong>and</strong> f<strong>in</strong>ancial assistance to develop the productivity <strong>and</strong> capacity of out growers<strong>and</strong> communities <strong>in</strong> palm oil <strong>and</strong> Jatropha grow<strong>in</strong>g areas-BEST (Bus<strong>in</strong>ess Environment Strengthen<strong>in</strong>g <strong>in</strong> <strong>Tanzania</strong>) under the BEST cluster competitiveness project donor f<strong>in</strong>ance capacitydevelopment (such as tra<strong>in</strong><strong>in</strong>g, yield improvement <strong>and</strong> market research etc) of out growers <strong>in</strong> key growth sector-Millennium Challenge Corporation <strong>and</strong> other donors fund to offset <strong>in</strong>frastructure development costs associated with newproduction facilities (road l<strong>in</strong>kages <strong>and</strong> irrigation etc)-There are more than 70 oil market<strong>in</strong>g <strong>and</strong> trad<strong>in</strong>g companies <strong>in</strong> <strong>Tanzania</strong> responsible for the distribution of petroleum productthroughout <strong>Tanzania</strong>, these companies set-up create partnership with private <strong>in</strong>dividuals to operate petrol retail stations.- Could produce or use biofuels-S<strong>in</strong>ce biofuels are likely to be an endur<strong>in</strong>g aspect of the oil <strong>in</strong>dustry development oil companies will be responsible for biofuelsdistribution <strong>and</strong> market<strong>in</strong>g <strong>in</strong> <strong>Tanzania</strong>.-Some oil companies such as BP are plann<strong>in</strong>g to be <strong>in</strong> engaged <strong>in</strong> biofuel production but wait<strong>in</strong>g for biofuel policy to come out.5. Research <strong>and</strong> academic <strong>in</strong>stitutionsboth private <strong>and</strong> public6 Civil society organisations (local <strong>and</strong><strong>in</strong>ternational) <strong>and</strong> the media-Conventional role of teach<strong>in</strong>g, research, consultancy <strong>and</strong> outreach activities, they could prove critical <strong>in</strong> several ways.-Some are engaged <strong>in</strong> conduct<strong>in</strong>g Environmental Impact Assessment (EIA), while others have been <strong>in</strong>volved <strong>in</strong> conduct<strong>in</strong>gquantification for compensation of the villagers whose l<strong>and</strong> has been dispossessed.-Tra<strong>in</strong><strong>in</strong>g manpower <strong>in</strong> the discipl<strong>in</strong>es of chemical process<strong>in</strong>g, <strong>and</strong> energy eng<strong>in</strong>eer<strong>in</strong>g, besides provid<strong>in</strong>g consultancy services tostakeholders <strong>and</strong> thus positioned to <strong>in</strong>fluence public op<strong>in</strong>ion <strong>and</strong> policy.- Expected to conduct applied research, process development <strong>and</strong> provide expert professional services to biofuel <strong>in</strong>dustry,government <strong>and</strong> other organizations-Research on biodiesel production from vegetable oil- Eng<strong>in</strong>e tests on pure biodiesel <strong>and</strong> biodiesel/diesel blends-Private research <strong>in</strong>stitutions carry out research related on biofuels such value cha<strong>in</strong> <strong>and</strong> value cha<strong>in</strong> analysis, biofuel value cha<strong>in</strong>mapp<strong>in</strong>g etcNGOs such as KAKUTE (Kampuni ya Kusambaza Tek<strong>in</strong>olojia), TaTEDO (<strong>Tanzania</strong> Traditional Energy Development <strong>and</strong>Environmental Organization), Faida Mali Market L<strong>in</strong>k, Haki Ardhi, Jatropha Products <strong>Tanzania</strong> Ltd, LHRC (Legal <strong>and</strong> HumanRights Centre), LEAT (Lawyers Environmental Action Team) <strong>and</strong> the most prom<strong>in</strong>ent forum for the media is the organisation‘Journalists for the Environment’ (JET).- Supply, construction, <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> bioenergy facilities- Innovation <strong>in</strong> bio-energy technologies <strong>and</strong> energy.-Creation of public awareness on biofuels issues <strong>and</strong> related issues-Promotion of biofuels-Commission<strong>in</strong>g biofuels desk researchSources: (GTZ, 2005;Keamey, 2006; Kamanga, 2008; Messemaker, 2008; Sulle & Nelson, 2009a)2689
