Orientation Programme in DISE Data Capture Format through 

EDUSAT 

Background 

Under the District Information System of Education (DISE) data is collected from over a 

million schools imparting elementary education across the country. In DISE, the errors 

can be committed at the stage of filling in of revised DISE DCF and data entry. It is seen 

that sometimes the respondents fill up the formats casually with little or no idea of its 

utility and use. At times they do not make some of the entries. In some cases wrong and 

inconsistent entries are also seen which have no relevance to other entries made in the 

format .Against this background, there is a long-felt need to conduct an intensive training 

pogramme of all the respondents for DISE data capture. It is also essential to apprise the 

respondents regarding the significance of revised DISE data capture format in terms of 

need, importance and utility. This will motivate them to respond precisely and reliably. 

This would also help to acquaint them with the common errors committed by them. In 

addition to this it would pave way for the timely submission of information which always 

is the essence of data collection, compilation and use. 

The number of respondents to the DISE DCF capture format is too large and adopting 

cascade model for orienting them would result in training loss. In this context, 

teleconferencing was adopted in order to orient relatively large number of respondents 

assembled in different centres with the help of few experts situated at studio of 

Educational Media Production Centre (EMPC), IGNOU, Maidan Garhi, New Delhi. It 

was also felt that the teleconferencing mode would give an opportunity to the respondents 

to interact with the other respondents .The training programmes were conducted on 

September 9,2009, September 21, 2010 and September 27,2010 just prior to the DISE 

data collection so that there no time lag between training and actual data collection 

exercise. 

The programme involved the use of one-way video and two-way audio technology and 

covered all the states/ union territories for training the respondents.The facilities provided 

by EMPC, IGNOU were utilized. The hub centre facility consisting of a studio and 

necessary switching system is stationed at the Maidan Garhi campus of IGNOU. For

interactive communication through voice, a normal toll free number can be used to 

contact the studio at Maidan Garhi. These telephone messages from different receiving 

terminals were fed into the on-going teleconference sessions and could be listened to by 

participating locations as an integral part of the communication system. The teaching end 

was EMPC studio, IGNOU. Regional Centres and selected receiving centres of Indira 

Gandhi Open University (N=100) having receiving facilities were used as the learning 

ends. 

The evaluation of the orientation was a continuous and concurrent activity. The feedback 

from the participants was collected through audio feedback at the end of the programme. 

The programme was facilitated through nodal officers who were nominated by the State 

Project Directors of the respective states. The functions of the nodal officers were as 

follows:- 

• Coordination with the Regional Directors of Indira Gandhi National Open 

University 

• Coordination for arrangements at the IGNOU Receiving Centres(Learning ends) 

• Allocation of the participants to the receiving centres as per the seating capacity 

and proximity 

• Organization of discussions and activities at the Receiving Centres (Learning 

ends) 

Present Programme and Objectives 

With the above background, NUEPA organized first orientation programmes in DISE 

Data Capture Format through EDUSAT September 9, 2009. This was followed by 

organization of two more programmes which were held on September 21 and September 

27, 2010. The overall objectives of the programmes were to strengthen capacities of those 

who were associated with the filing up of DISE Data Capture Format. More specifically, 

the main objectives of the programmes were to: 

• Acquaint the participants with importance of DISE and objective of collection of 

information through DCF for DISE 

• Train the participants with the methodology of filling up the DISE Data Capture 

Format 

• Make the participants aware of the common errors committed by them in filling 

up forms 

• Invite suggestions for amendments, if any, in the DCF for DISE

• Provide a platform to the DISE data capture format respondents to share their 

experiences and difficulties 

Expected Outcomes 

It was expected that at the end of the programme, the participants will have a better 

understanding of the revised DISE Data Capture Format. They will also learn about the 

importance of DISE and the objective of collection of DISE data. The participants were 

also expected to fill up the DISE data capture format without any errors. They will also 

be exposed to the items in the DISE Data Capture format. In addition to this they will be 

exposed to the data requirements in terms of right to education act.

Time-Table 

The schedule of the programme is presented in the Annexure I. 

Duration and Venue 

All the three programmes were of one day duration only that is on 9th 

September 2009, 21st September 2010 and 27 th September 2010. The teaching end for the 

programme was EMPC, IGNOU where the experts were stationed. The programme was 

received at the receiving centres of IGNOU, homes and offices of respondents equipped 

with DTH/internet facilities and also the BRCs and DIETs having receiving facilities of 

Gyan Darshan II channel. 

Programme Methodology 

The programme was designed to suit the objectives of developing an understanding of the 

participants (i.e. BRC Coordinators, CRC Coordinators, District MIS In-charges, 

Headmasters and Principals) regarding filling up of the DISE data capture format. They 

asked questions directly to the resource persons at the IGNOU studio at Delhi through toll

free number 1800112345. In addition to there two other landline numbers and one fax 

number available at the IGNOU studio through which questions could be asked.

The participation was facilitated by adopting a multi-pronged approach: 

• The participants who had DTH facility at home or work place participated in this 

programme by viewing the Gyan Darshan II (GD-II) channel from the work place 

or home. 

• The participants having internet broadband facilities could also view the 

teleconference programme through the IGNOU website: ignou.ac.in or by clicking 

on the link http://www.ignouonline.ac.in/broadcast/ 

• IGNOU Receiving Centers 

• Other Institutions having receiving facilities such as DIETs, BRC Centres 

Participants at Ujjain, Madhya Pradesh.

Programme being received through Web casting at Sheopur, Madhya Pradesh 

During the interactive session the misconceptions of the participants were also clarified. 

The programme was received through web casting at BRCC, Sheopur, Madhya Pradesh 

while in Himachal Pradesh facilities available at the DIETs and State Project Office were 

utilized. The union territory of Daman and Diu is not having the facility of IGNOU 

receiving centre near it. All the principals of 107 schools of Daman and Diu participated 

in the training programme. In addition to them 2 BRCCs, 7 CRCCs, 2 ADPOs, 1 state 

programmer and 2 data operators participated in the Training programme. The 

participants in the union territory of Daman & Diu viewed the programme by utilizing the 

DTH facilities on Gynadarshan II. In Uttranchal the programme was received by utilizing 

the DTH facilities available at DPO and block level.

As per the attendance received as on (22/12/10), 4 790 officers from different States 

& Union Territories participated in the programme. We are in the process of receiving 

attendance from different states by e-mail. The list of participants is given in Annexure IV.

Reading Material 

Resource Persons at the Learning End (IGNOU Studio, Delhi) 

The revised DISE Data Capture Format was provided by the nodal officers to all 

the participants. The nodal officers circulated this material to the participants. 

Programme Management 

Department of Educational Management Information System (EMIS) of the 

University conducted the programme. A team from Department of EMIS comprising of 

Prof. Arun C. Mehta, Mr. Naveen Bhatia and Dr. Savita Kaushal looked after the 

management of the programme. Mr. Deepesh Kumar Singh provided the secretarial 

assistance.
