Thus, those who are supposed to protect populati<strong>on</strong>from domestic violence not <strong>on</strong>ly do not have a clear understand<strong>in</strong>gof what domestic violence is (even worse,they may not know that a def<strong>in</strong>iti<strong>on</strong> of domestic violenceand relevant legislati<strong>on</strong> exist at all), but also mayhave sexist and violent ideas themselves: “Every womanhas and must have the fear of do<strong>in</strong>g someth<strong>in</strong>g wr<strong>on</strong>gor someth<strong>in</strong>g n<strong>on</strong>-traditi<strong>on</strong>al...” and may th<strong>in</strong>k it is atraditi<strong>on</strong>al way of solv<strong>in</strong>g a misunderstand<strong>in</strong>g betweenspouses.Indeed, the experts and service providers do compla<strong>in</strong>that the representatives of law-enforcement bodies d<strong>on</strong>ot have sufficient <strong>in</strong>formati<strong>on</strong> and are often not awareof what domestic violence is. Although they undergospecial tra<strong>in</strong><strong>in</strong>gs <strong>on</strong> the issues of domestic violence, itstill does not make sense to them because, as they say,society is not ready for these changes, the “public mentalityis not sufficiently developed yet.”“The police do not know what to do... They even do notknow what k<strong>in</strong>d of job they should do though they havebeen provided with lots of tra<strong>in</strong><strong>in</strong>g... I th<strong>in</strong>k they d<strong>on</strong>’tunderstand at all what violence is”. (Service provider,Telavi)“Our organizati<strong>on</strong> systematically arranges tra<strong>in</strong><strong>in</strong>gsabout domestic violence for policemen. I attended <strong>on</strong>esuch tra<strong>in</strong><strong>in</strong>g and saw that <strong>on</strong>ly three out of 22 policemencorrectly <strong>in</strong>dicated that the presented case was anexample of domestic violence. The rest didn’t agree withthem. And it happens am<strong>on</strong>g policemen who are alreadytra<strong>in</strong>ed; imag<strong>in</strong>e what happens am<strong>on</strong>g those whohave not had such tra<strong>in</strong><strong>in</strong>gs! That’s because the publicmentality is not sufficiently developed yet.” (Service provider,Tbilisi)“The policeman should have more <strong>in</strong>formati<strong>on</strong> aboutand be more <strong>in</strong>volved <strong>in</strong> cases of domestic violence.The policeman should know appropriate law <strong>in</strong> order toapply it accord<strong>in</strong>gly... Quite often they d<strong>on</strong>’t apply thislaw.” (Expert, Tbilisi)But is the lack of <strong>in</strong>formati<strong>on</strong> and <strong>in</strong>sufficient awarenessa problem characteristic to merely <strong>in</strong>expert populati<strong>on</strong>and the police? It turns out from the focus group <strong>in</strong>terviewswith experts and service providers that the sameissues are characteristic of them as well. Some serviceproviders, for example, th<strong>in</strong>k that th<strong>in</strong>gs that are perceivedas a part of traditi<strong>on</strong> and have been performedfor a l<strong>on</strong>g time, say, when a woman didn’t have the rightto talk first until addressed, cannot be c<strong>on</strong>sidered asgender based violence. And some experts (especiallyfemales!) th<strong>in</strong>k that men have better <strong>in</strong>tellectual abilitiesthan women, and that a family should by all meanshave a s<strong>in</strong>gle head of family, who makes the most importantdecisi<strong>on</strong>s, as some<strong>on</strong>e is always dom<strong>in</strong>ant <strong>in</strong> thefamily and “absolute gender equality” is n<strong>on</strong>-existent.(Presumably, <strong>in</strong> her op<strong>in</strong>i<strong>on</strong>, the head of family shouldnecessarily be a man as men have better <strong>in</strong>tellectualabilities, therefore, can make better decisi<strong>on</strong>s thanwomen). Besides, she states, it’s the case all aroundGeorgia and she has also grown up <strong>in</strong> such a family. Immediately,a questi<strong>on</strong> emerges: How can these expertscombat gender based domestic violence if they even d<strong>on</strong>ot understand what gender equality means and, mostimportantly, do not believe <strong>in</strong> “absolute gender equality”themselves?Expert N 3: “In equal c<strong>on</strong>diti<strong>on</strong>s, men have better <strong>in</strong>tellectualabilities. If we take the best samples of both menand women, even at mathematics, men are much moreadvanced. It happens naturally. A woman’s functi<strong>on</strong> isto take care of the future generati<strong>on</strong>. The quality of thework of the bra<strong>in</strong> is different.”Expert N 4: “Take any example - a man is <strong>in</strong>tellectuallyhigher than a woman. You can just list some famous pers<strong>on</strong>s.”Expert N 2: “Why, what about female chess players?” 2Expert N 3: “Yes, but let’s make a female champi<strong>on</strong> competewith a male <strong>on</strong>e, what will happen? I want to saythat they are different and, therefore, either <strong>on</strong>e or theother is dom<strong>in</strong>ant <strong>in</strong> a family. There is no family withabsolute gender equality. To some degree <strong>on</strong>e is alwaysdom<strong>in</strong>ant - I mean the head of family.”[From a focus group discussi<strong>on</strong> with experts, Telavi]“I th<strong>in</strong>k that violence is a drastic deviati<strong>on</strong> from traditi<strong>on</strong>.Traditi<strong>on</strong>s are extremely different <strong>in</strong> various countries.In some countries certa<strong>in</strong> th<strong>in</strong>gs are accepted and notperceived as violence. We know, for <strong>in</strong>stance, that herepsychological violence is not perceived as violence. So,if we have an average <strong>in</strong>dicator based <strong>on</strong> a certa<strong>in</strong> traditi<strong>on</strong>,we can c<strong>on</strong>sider deviati<strong>on</strong> from this as violence.For example, for quite a l<strong>on</strong>g time, <strong>in</strong> the mounta<strong>in</strong>ousregi<strong>on</strong>s a woman was not allowed to talk first.
